Maharashtra, Haryana Assembly Elections 2019 LIVE Updates: Low voter turnout was recorded in Maharashtra and Haryana where voting began at 7 am today morning for the assembly elections. Polling is also being held for the by-election to 51 Assembly seats and two Lok Sabha constituencies spread across 18 states. EVM glitches were reported in Gurugram as well as Maharashtra. Congress approached the Election Commission (EC) with over 180 complaints about the same.
Fresh from its Lok Sabha victory, the Bharatiya Janata Party (BJP) will seek to retain its bastions as Maharashtra and Haryana vote today, while the Opposition hopes to turn the tide by taking advantage of anti-incumbency. Bypolls will also be held to 51 assembly seats and two Lok Sabha constituencies spread across 18 states.

Union Minister Smriti Irani made friends with a 93-year-old man in Mumbai on Monday while casting her vote in the ongoing Maharashtra elections.
Irani, who cast her vote at a polling booth in Mumbai, met the nonagenarian, Mr Khanna, outside the booth. The man, an ex-army veteran, had also come to cast his vote.

Election Schedule for Maharashtra, Haryana and Jharkhand may be announced soon.
The election schedule of Maharashtra and Haryana is likely to be announced in the next few days. Top sources in the Election Commission (EC) said that the announcement could begin in the next two to three days.
Elections for the three-state assemblies Maharashtra, Haryana and Jharkhand are due before the end of the year. Notification of Haryana and Maharashtra elections will come first. The Jharkhand Legislative Assembly will go to elections later and may be involved in several phases due to the threat of Left-Wing Extremism and deployment of forces.
Sources said that the entire process of voting and counting in Maharashtra and Haryana may be done before Diwali.
The final round of review for the elections to the two-state assemblies of the BJP-ruled states is underway. The EC has held several rounds of meetings with state institutions and home ministry officials on security assessment and deployment of paramilitary forces during elections.

EC teams recently took a review visit to Maharashtra for evaluation. Election Commissioner Ashok Lavasa visited Haryana about 10 days ago. In both states, the Special Summary Poll Amendment exercise is completed. The Election Commission in July directed the chief secretaries and chief executive officers of both states. The Election Commission is to finalize the list of officials of both the states, which may be directly associated with election duties.

The BJP, which is seeking a second straight term under Chief Minister Devendra Fadnavis in Maharashtra, is contesting 164 seats, which include candidates of smaller allies contesting on its lotus symbol, while Sena has fielded candidates on 126 seats.
On the other hand, the Congress has fielded 147 candidates and the ally NCP 121.
Among other parties, the Maharashtra Navnirman Sena (MNS), led by Raj Thackeray, has fielded 101 candidates, the CPI 16, the CPM 8. The BSP has fielded candidates in 262 constituencies. A total of 1400 Independents are also in the poll arena.
The opposition campaign was, however, lacklustre as both the Congress and the NCP were plagued by infighting and desertions in the run-up to the polls.

The bypoll for Satara Lok Sabha constituency will also be held today. Former NCP leader and sitting MP Udayanraje Bhosale is in the fray from the seat on a BJP ticket against Shriniwas Patil of the Congress-NCP combine.

New Delhi: The Congress on Tuesday announced candidates for ensuing by-elections to the Legislative Assembly of Uttar Pradesh.
Congress president Sonia Gandhi has approved the names of five candidates for Uttar Pradesh and one candidate for Chhattisgarh's Dantewada Assembly seat bypoll, the party said.

The Congress has fielded Devi Karma as its candidate from Dantewada-(ST) constituency of Chhattisgarh. The BJP declared Ojasvi Mandavi, the wife of BJP leader Bheema Mandavi who lost his life in a Naxal attack, as its candidate from Dantewada seat.
In Uttar Pradesh, Congress announced candidate names, Nauman Masood from Gangoh, Dilpreet Singh from Lucknow Cantt, Ranjana Pandey from Manikpur, Neeraj Tripathi from Pratapgarh and Tanuj Punia from Zaidpur.

Tanuj Punia, the son of senior party leader PL Punia, had earlier contested the 2019 Lok Sabha polls from Barabanki parliamentary seat, losing to BJP candidate Upendra Rawat.
The by-election for Dantewada Assembly seat in Chhattisgarh will be held on September 23. The dates for by-elections in Uttar Pradesh hasn't been announced by the Election Commission. Last month, Congress General Secretary Priyanka Gandhi indicated that the party should go it "all alone" and not enter into any alliance. "Priyanka Gandhi asked the party leaders to prepare accordingly as the party is planning to go all alone in the bypolls," a party leader had said.

A by-election (also spelled as "bye-election"), also known as a special election, is an election held to fill a political office that has become vacant between general elections. Usually, a by-election occurs when the incumbent has died or resigned. It may also occur when the incumbent becomes ineligible to continue in office, for example because of a recall, ennoblement, a serious criminal conviction, failure to maintain a minimum attendance, bankruptcy or mental incapacity.

The Chief Minister of Maharashtra, a western Indian state, is the head of the Government of Maharashtra. As per the Constitution of India, the governor is the state's de jure head, but de facto executive authority rests with the chief minister. Following elections to the Maharashtra Legislative Assembly, the governor usually invites the party (or coalition) with a majority of seats to form the government. The governor appoints the chief minister, whose council of ministers are collectively responsible to the assembly. Usually, a by-election occurs when the incumbent has died or resigned. It may also occur when the incumbent becomes ineligible to continue in office, for example because of a recall, ennoblement, a serious criminal conviction, failure to maintain a minimum attendance, bankruptcy or mental incapacity.
