Making this announcement on Thursday, State Election Commissioner SK Agarwal said polling would commence an hour earlier -- from 7am to 4.30pm owing to onset of winter. He said the poll process would likely be over by December 15.

On the availability of central paramilitary forces, Agarwal said they are hopeful of getting them as by that time Bihar assembly elections would be over. When asked about the need for central observers, SEC replied, "I don't need central observers, I have better equations with observers from my state."

He also expressed satisfaction over the peaceful conduct of the four-phase kshetra panchayat and zila panchayat polls. He lauded the officials, including DMs, and SSPs and observers, for ensuring peaceful kshetra and zila panchayat polls.
