Commissioning of 66 Electronic Voting Machines of East District for the Municipal Election 2015 scheduled for 9th October 2015 was done at the District Administrative Centre, Sichey today in the presence of the Election Observers, contesting candidates and polling agents.

Mock Poll was also done in the EVMs before commissioning. Before starting the commissioning of the EVMs the MRO East briefed the candidates and the polling agents about the process of commissioning of the EVMs.

The entire proceeding was undertaken under the supervision of District Collector cum Municipal Returning Officer, East Shri Prabhakar Verma, IAS.

Ready to dispatch EVMs have been kept at the Strong Room which has been established at DAC, Sichey with three CCTV Camera monitoring it round the clock. Proper security arrangements round the clock have been made for the Strong Room well equipped with fire extinguisher and fire tenderer.

With this the District Administration, East has completed its pre-poll activities and is ready for poll with the deployment of 330 polling personnel in 66 polling booths with 66 Electronic Voting Machines and 14 kept for reserve.

A total of 150 police personnel including the civil police and armed police have been deployed in the notified areas of east district for Municipal Election 2015.

The final briefing to the Polling Parties of East District for the Municipal Election 2015 was held at Chintan Bhawan, Gangtok on 5th October. The Municipal Returning Officer, East had briefed the polling parties on the activities to be taken out by the Presiding Officer and the polling officers during the poll day. He asked the polling parties to be very vigilant and cautious while conducting election in their respective polling booths. During the final briefing postal ballots to the polling parties were also distributed.

With the declaration of Municipal Election 2015 on 9th of September 2015 vis-à-vis enforcement of Model Code of Conduct in the notified areas, the MRO, East had chaired the first meeting with the political parties at his chamber on 10th of September 2015 wherein he had clarified various provisions of Model Code of Conduct. Likewise, on 22nd September, after the completion of the process of filing nomination and finalization of the list of contesting candidates the MRO, East had conducted meeting with the contesting candidates of Municipal Election 2015 of East District Officer wherein he had explained in detail the nitigrities of the model code of conduct and clarified on some questions put forth by the candidates.

On 21st September Training Programme for the Presiding Officers of East District for the upcoming Municipal Polls 2015 was organised at the Conference Hall of District Administrative Centre, Sichey, East Sikkim which was overseen by Shri Kapil Meena,IAS –ADC East. In the same manner the training of the Polling Officers deputed for election duty was held on 22nd September 2015 at DAC, Sichey.

Special Voters Facilitation Camps to facilitate the voters for ascertaining their polling booths and serial numbers in the Municipal Electoral Roll were held on 2nd and 4th October 2015 during which the Booth Level Officers were stationed in their respective polling booths to facilitate the voters. Special Voters Facilitation Centres have also been set up at District Administrative Center, Sichey and at Control Room, MG Marg, Gangtok.

Further, Home Department, Government of Sikkim has issued a notification stating that the State Government has declared the 9th October 2015 (Friday), which is the poll date for the Municipalities Election 2015, to be observed as a Public holiday and paid holiday throughout the State of Sikkim.

The Excise (ABK) Department, Government of Sikkim has also issued a notification declaring 8th, 9th and 12th October 2015 as dry days throughout the State of Sikkim due to Municipal Election 2015.

It may be mentioned that total number of 65 candidates are contesting for the Municipal Elections 2015 from various wards of Urban Local bodies of East district. Among them 42 candidates will be contesting from the various wards of Gangtok Municipal Corporation, 11 from Singam Nagar Panchayat and 12 from Rangpo Nagar Panchayat.
