Agartala: Tripura’s ruling allies Bharatiya Janata Party (BJP) and Indigenous Peoples Front of Tripura (IPFT) are set to contest against each other in the bye-elections in the three-tier panchayats on September 30.

The BJP Panchayat Election Committee Chairman and Parliamentary Affairs Minister Ratan Lal Nath announced on Thursday evening the first list of 3,155 candidates for the bye-elections. Of them, 2,980 candidates will contest the elections in Gram Panchayat seats, 157 in Panchayat Samitis seats and the remaining 18 candidates will contest the Zilla Parishad.

Reacting to the candidate list, IPFT general secretary Mangal Debbarma said his party will contest the panchayat bypolls separately.

"The BJP didn't advise us regarding alliance for panchayat bypolls. They discussed with our president N.C. Debbarma on Thursday. We have decided to contest separately and shall field candidates against each other," Mangal said.

Earlier on September 1, state election commissioner G. Kameswara Rao announced byelections in 3,207 seats of gram panchayats, 161 panchayat Samiti seats and 18 seats of Zilla parishads.

The Opposition Congress earlier said it would contest all seats of three-tier panchayats on September 30 and the CPM said it would try to contest in as many seats as possible.
BJP leader Pitambar Acharya slammed the ruling party saying there has been no official discussion on advancing Lok Sabha polls. “The ECI takes a call on election schedule keeping in mind a number of factors. I can’t understand the logic behind approaching the ECI with a memorandum,” said Acharya.

NewDelhi: Indian high commissioner to Pakistan, Ajay Bisaria, on Friday called on Imran Khan, seen as Pakistan’s prime minister-designate after his Tehreek e Insaf (PTI) party scooped up the largest number of seats in the 25 July national elections.

This was the first call on Khan by Bisaria and the Indian high commission termed the meeting as “candid” in which Bisaria put forth India’s concerns on terrorism and cross-border infiltration, according to the text of a statement by the Indian high commission posted on Twitter. Bisaria also gifted Khan a bat autographed by the entire Indian cricket team, the statement said.

India accuses Pakistan of pushing in terrorists across the line of control (LoC) in Kashmir to stoke terrorism in Kashmir and other parts of India, a charge Pakistan denies though it admits to supporting a “freedom movement” in Kashmir.

“Indian HC Ajay Bisaria called on Mr Imran Khan, Chairperson & senior leadership of PTI. HC congratulated @ImranKhanPTI on his electoral success, discussed a range of issues, prospects of India-Pak relationship. HC gifted a cricket bat autographed by the entire Indian cricket team,” said a Twitter post by the Indian High Commission to Islamabad.

Besides Khan, party colleagues Makhdoom Shah Mehmood Qureshi (Pakistan’s former foreign minister in the previous Asif Ali Zardari government before he switched sides to join Imran Khan) and Shireen Mazari—seen as the PTI’s possible pick for Pakistan’s next foreign minister—were also present at the meeting with Bisaria, pictures posted on PTI’s Twitter account showed.

Khan who was to take oath on 11 August, is now expected to take up the office of prime minister on 18 August, according to Pakistani media reports quoting PTI senator Faisal Javed. The PTI on Monday formally announced Khan as the new Pakistan prime ministerial candidate.

Bisaria’s call on Khan comes after a telephone conversation between Khan and Prime Minister Narendra Modi on 30 July, in which the latter congratulated Khan on his electoral success. During the conversation, Modi expressed hope that democracy would take deeper roots in Pakistan while sharing his vision for peace and development in the entire neighbourhood.

Pakistan went to polls on 25 July and the PTI had emerged as the single largest party with 116 seats after the Election Commission of Pakistan released results for 270 of 272 National Assembly constituencies.

In a statement on 28 July, India’s foreign ministry said that New Delhi desired a “prosperous and progressive Pakistan at peace with its neighbours.” The statement had also added that India welcomed that the fact that the “people of Pakistan have reposed their faith in democracy through general elections,” adding that New Delhi hoped the newly elected government would work constructively to build a safe, stable, secure and developed South Asia, free of terrorism and violence.

India’s comments followed remarks by Khan on 26 July in which he said he wanted to have good relations with India and work to resolve all outstanding issues through dialogue.

“We should sit across and resolve the issues instead of we blaming India for problems in Balochistan and they blame us for problems in Kashmir. I can say that if you (India) will take one step forward, we will take two steps forward,” Khan had said.

Amit Shah to visit Chennai on 9 July to finalise BJP's Tamil Nadu strategy for 2019 Lok Sabha election

Amit Shah to visit Chennai on 9 July to finalise BJP's Tamil Nadu strategy for 2019

Lok Sabha election

BJP president Amit Shah will visit Chennai on 9 July to prepare the state unit for the 2019 Lok Sabha polls in Tamil Nadu as part of his nationwide tour, party national general secretary, P Muralidhar Rao said in Coimbatore on Wednesday.

As part of his visit, Shah will spend time with senior party leaders, who have been asked to prepare papers on the future strategy to be adopted, he told reporters.

He would gather inputs like how the party should approach voters in each constituency before finalising the strategy for the 2019 polls, which are very important for the BJP, Rao said.

Shah would meet prominent people and well wishers of BJP, and also those in charge at the booth level and also other office bearers, with whom he would share the party's target for the next five months.

Rao said politics in Tamil Nadu are now on the threshold of a new era, as old leaderships of parties which have ruled for the last 50 years have changed.

Stating that BJP was doing the same groundwork for the polls nationwide as in Tamil Nadu, he said the BJP president is travelling to every state to take stock of the situation.

Referring to the 12 May Assembly polls in Karnataka, he said though BJP could not form the government in the state, the number of seats it won had grown manifold from 40 to 104, while that Congress had been reduced from 122 to 78 and the JD(S), from 42 to 37.

"This was what we wanted in south India. After this victory, Congress as a national party has disappeared from the south. It has lost Kerala... decades back it lost its position in Tamil Nadu... it was decimated in Andhra Pradesh and lost power in Telangana. As a national party, it is only the BJP which is capable of becoming a player in south India," he said.

Therefore, the 2019 election was crucial and important for the BJP, which is taking its poll preparation for Tamil Nadu very seriously, he said.

Asked whether he saw challenges in the run up to the 2019 elections, Rao said the party would be more formidable.

"I do not rule out an alliance. At the national level also, the number of parties will increase, but not come down," he said.

If Election Commission decides on simultaneous polls, Telangana may prefer snap poll to Assembly

If Election Commission decides on simultaneous polls, Telangana may prefer snap poll to Assembly

Election Commission of India

The term of Telangana Assembly will end on June 8, 2019. That means EC is empowered to hold polls to TS Assembly any time after Dec 8, 2018.

If at all the Election Commission of India wants to hold polls to the Assemblies of the states, whose terms will be ending in the second half of 2018 or in the first half of 2019, simultaneously with Lok Sabha elections, Telangana too may duly witness “early” polls irrespective of the state government’s decision.

The reason for this opinion is that Section 14(2) of the Representation of People Act which empowers EC to hold elections to any State Assembly at any time earlier than six months prior to the expiry of the term of that particular House without its dissolution. Thus, EC can notify elections to the Lok Sabha as well as State Legislative Assemblies whose term will end between December this year and June next year.

Besides Telangana, Andhra Pradesh, Arunachal Pradesh, Chhattisgarh, Madhya Pradesh, Rajasthan, Odisha and Mizoram are the States whose Assemblies’ term would end in this six-month period. The term of the present Lok Sabha will end on June 3, 2019.  That means EC can hold LS polls any day after Dec 3, 2018. Thus, it can also hold elections to the Assemblies of these States, six months prior to the end of the normal term of the respective Houses anytime after Dec 3.

The term of Telangana Assembly will end on June 8, 2019. That means EC is empowered to hold polls to TS Assembly any time after Dec 8, 2018. If it decides to hold simultaneous polls after Dec 8, TS government will have to accept it.

If the TS government wants polls earlier than Dec 8, the State Cabinet will have to recommend to the Governor dissolution of the House.

Against this backdrop, according to TRS sources, Chief Minister K Chandrasekhar Rao is of the view that a decision on going in for Assembly polls as per schedule or earlier should be taken depending on the “move” of the Prime Minister who is in favour of holding simultaneous elections in the country.

“If Lok Sabha and Assembly polls are held at a time, the CM thinks, the pro-Modi and anti-Modi waves, along with other national level issues might influence the State Assembly poll. KCR wants the electoral battle in the State to be focused on local issues, development programmes and welfare measures being implemented by his government. Hence his preference for separate State Assembly polls,” sources told Express.

Another argument doing the rounds in TRS circles is that Assembly polls will be held in Chhattisgarh, Madhya Pradesh and Rajasthan, where Congress is the main opposition party, in coming December/January.

Holding Assembly polls in TS much earlier might incapacitate the Congress and prevent it from marshalling all its men and resources for a poll fight in TS. Further, if TS Assembly elections are held much ahead of Lok Sabha polls, the TRS can win more LS seats as it can fully concentrate on parliamentary constituencies.

Thus, if the EC is for holding simultaneous polls, KCR might either opt for Assembly polls in October/November by dissolving the House after holding the monsoon session by end of July. If the EC is for holding LS polls in April/May 2019, then also, the CM might prefer the polls to be conducted much prior to the original schedule.

This might happen in December as the second round of Rythu Bandhu cheque distribution to farmers will be taken up in November (for Rabi season). Besides, Mission Bhagiratha, construction of double bedroom houses for the poor and other flagship schemes of his government are expected to be completed by then.

KCR not in favour of simultaneous polls

Chief Minister K Chandrasekhar Rao is learnt to be of the view that if at all the Centre wants to go for simultaneous polls to Lok Sabha along with State Assemblies, whose terms will end between Dec 2018 and June 2019, the Telangana State Assembly should have polls prior to that. This is to avoid the Modi factor which may influence Telangana poll outcome. The Chief Minister wants Assembly polls to be fought on his government’s development and welfare schemes.

BJP gives six months to its MPs to improve performance

BJP gives six months to its MPs to improve performance

23

The highest number of 19 MPs with low-performance reports are from UP, followed by Raj, Bihar, MP, Gujarat and Karnataka.

NEW DELHI: The BJP has identified around 90 to 100 Lok Sabha MPs, including over a dozen ministers, whose performance in their constituencies has been faulted by party workers.

Their list was drawn up in a 5-day meeting of BJP on the basis of the reports submitted by the party’s organising general secretaries from the states.

These MPs have been asked to improve their performance in their respective constituencies in the next six months before the party starts finalising the candidates for the 2019 Lok Sabha elections, party sources said.

They said the highest number of 19 MPs with low-performance reports are from Uttar Pradesh, followed by Rajasthan, Bihar, Madhya Pradesh, Gujarat and Karnataka, as their popularity among people has sunk for doing negligible work.

In fact, the performance of each of the party’s 273 MPs was assessed in the meeting held in Surajkund holiday resort last week. This was on the basis of the feedback from the BJP organising general secretaries, who are all borrowed from the RSS.

The party will gather more information about the MPs through NaMo APP and at least two surveys by private agencies before it gets down in January to finalise the list of candidates. Since the exercise is planned for January, it rules out the possibility of Prime Minister Modi advancing the Lok Sabha elections to hold them simultaneously with the Assembly elections.
