A by-election (also spelled as "bye-election"), also known as a special election, is an election held to fill a political office that has become vacant between general elections.

Usually, a by-election occurs when the incumbent has died or resigned. It may also occur when the incumbent becomes ineligible to continue in office, for example because of a recall, ennoblement, a serious criminal conviction, failure to maintain a minimum attendance, bankruptcy or mental incapacity.Click here for Complete Election Result..>>

Narendra Modi’s anointment as the chief of BJP’s 2014 election campaign committee has led to questions as to who will succeed the Chief Minister in Gujarat once he is named the party’s prime ministerial candidate.

Among the names doing the rounds are Anandiben Patel, Nitin Patel, Saurabh Patel and Ranchoddas Faldu.

Anandiben Patel, 72, popularly addressed as ‘ben’ (sister), holds key portfolios like urban development and urban housing, revenue, and roads and buildings. According to observers, she is believed to be the closest of Modi's aides.

Also being in charge of Ahmedabad city and district, Anandiben is considered to be the leading candidate to take over from Modi if he shifts to the national capital. One this that could hold her back is her health problems.

Also leading the race is state Finance and Health Minister Nitin Patel. He is already number two in the Cabinet and could see his elevation when Modi takes up a bigger role.

Nitin Patel, 58, had recently led the government affairs and held a Cabinet meeting when Modi was briefly unwell. It was only the first time in Modi’s tenure as chief minister spread over 12 years that a minister presided over a Cabinet meeting. Nitin was once in Keshubhai Patel’s camp before aligning with Modi.

A third contender to the Gujarat CM’s post is Energy Minister Saurabh Patel, who has good relations with industrialists and business leaders. 55-year-old Saurabh Patel is an MBA from the US and the son-in-law of Ramnikbhai Ambani, the elder brother of the late Dhirubhai Ambani.

He was made Cabinet minister after last year’s Assembly Elections, and is known to have a good understanding of governance issues.

The last - but not the least - contender is BJP president Ranchoddas Faldu, who is considered a dark horse in the race to take over Gujarat from Narendra Modi.

In a big victory for Gujarat Chief Minister Narendra Modi, the Bharatiya Janata Party has won all the six seats (two Lok Sabha seats and four Assembly seats) in the by-polls. This includes the Porbander seat which was contested by former Congressman and now BJP leader Vitthal Radadiya.

The by-polls were being considered as a litmus test for Congress as all six seats were held by it. Both the main political parties in the state, ruling BJP and opposition Congress had expressed confidence of winning majority of seats even though this by-polls did not enthuse the voters much.

For Porbandar and Banaskantha Lok Sabha seats, 30 and 37 per cent voting was registered respectively. However, for the assembly seats of Limbadi, Morva Hadaf, Dhoraji and Jetpur 62 per cent, 64 per cent, 33 per cent and 45 per cent voting was recorded.

The Gujarat by-polls were being considered as a litmus test for Congress as all six seats were held by it.

In the state legislative Assembly of 182 members, at present BJP has 115 MLAs, Congress 57, Nationalist Congress Party(NCP) 2, Gujarat Parivartan Party (GPP) 2 and Independent and JD(U) has one member each member.

In Bihar, Rashtriya Janata Dal's Prabhunath Singh was leading in Maharajganj by a big margin. This could be a big blow for the Nitish Kumar government and herald the return of Lalu Prasad as a key player.

The election is very crucial for Chief Minister Nitish Kumar ahead of the 2014 Lok Sabha polls. The by-poll will also test how the JD(U)-BJP alliance fares on the ground after the recent public squabbles between Gujarat Chief Minister and BJP leader Narendra Modi and Nitish Kumar.

The main candidates are JD(U) leader and Bihar Education Minister PK Shahi, RJD's Prabhunath Singh and Congress candidate Jitendra Swami, the son of former RJD MP Umashankar Singh whose death necessitated the bypoll.

In West Bengal's Howrah seat, Prasun Banerjee of the Trinamool Congress is leading. This is a litmus test for the Mamata government as the by-polls took place in the wake of the chit fund scandal.

Counting also on in UP for the Handi constituency.

Early trends show that the ruling BJP is leading in all the six seats -- two Lok Sabha and four assembly -- which were previously occupied by the Congress party in the by-elections held in Gujarat.

"After two hours of counting of votes for two the Lok Sabha seats of Porbandar and Banaskantha, BJP candidates are far ahead of their nearest Congress rivals," Election authorities said.

The saffron party is also leading in the four assembly constituencies of Jetpur, Limbadi, Dhoraji and Morva Hadaf, where the bypolls were held, along with the two Lok Sabha seats, on Sunday, officials said.

On Porbandar seat BJP's Vitthal Radadia, who was caught brandishing his gun at a toll booth last year when he was a Congress MP and later crossed over BJP, is ahead of his Congress rival Vinu Amipara by over 50,000 votes.

AHMEDABAD:

The turnout was poor, particularly in Lok Sabha constituencies of Banaskantha and Porbandar.

"Banaskantha seat had around 37 per cent voting while Porbandar recorded 30 per cent," Additional Chief Electoral Officer Ashok Manek said, adding that final polling figures will be available only tomorrow.

Voting was comparatively high in Assembly seats. Limbadi Assembly seat recorded 62 per cent voting, Morva Hadaf 64 per cent, Dhoraji 33 per cent and Jetpur 45 per cent.

Polling was peaceful everywhere, but at Ribda village in Dhoraji constituency, 1,200 voters boycotted to protest lack of basic amenities in the village.

Banaskantha Lok Sabha seat fell vacant after the death of Congress MP Mukesh Gadhvi. In the bypoll Congress fielded his wife Krishna Gadhvi. At Porbandar, the election was held to fill the vacancy caused by the resignation of Vitthal Radadiya.

Radadiya and his son Jayesh quit Congress in February and crossed over to BJP, which fielded the father-son duo on Porbandar Lok Sabha and Jetpur Assembly seats, respectively.

State Congress chief Arjun Modhwadia claimed Congress would retain all the six seats. "Congress party thanks voters of all the six constituencies who came out to vote in favour of the party candidates overcoming all efforts of BJP government to create an atmosphere of fear," he said.

BJP spokesperson Jagdish Bhavsar said, "Like Assembly elections last year, voters in these bye-elections have also rejected Congress party in favour of BJP whose Chief Minister has brought development to the state."

The two Lok Sabha seats are Porbandar and Banaskantha, while the assembly seats are Dhoraji, Jetpur, Limbadi and Morva Hadaf.

Jetpur, Dhoraji and Limbadi assembly seats registered 23 per cent, 16 per cent and 35 per cent voting till 12 pm respectively, additional chief electoral officer Ashok Manek told PTI adding that Morva Hadaf (reserved for ST) assembly seat registered 30 per cent voter turn out.

For the two Lok Sabha seats of Banaskantha and Porbandar, 19 per cent and 14 per cent voters turnout was recorded in first five hours respectively, he said.

The voting began from 7 am and no untoward incident has been reported so far, the official added.

In view of the heat conditions, the Election Commission has extended the polling time for the by-elections. Voting will continue till 6 pm instead of usual 8 am to 5 pm.

Former Congress MP Vitthal Radadia and his son Jayesh, who joined BJP, will test the political waters from Porbandar Lok Sabha seat and Jetpur assembly seat respectively.

Elections were necessitated at Banaskantha Lok Sabha seat and Morva Hadaf following the deaths of MP Mukesh Gadhvi and MLA Savita Khant, both from Congress.

The by-polls in Gujarat are being viewed as test for the opposition Congress, ahead of the 2014 general elections, as the party had won all the six seats in last elections.

The counting will take place on June 5.

Battlelines are drawn between the Congress and the BJP for the June 2 bypolls in two Lok Sabha and four Assembly seats in Gujarat, which will be a prestige fight for the opposition party as it holds all these seats.

The ruling BJP is expected to try hard and dent the Congress' seat tally in both the Lok Sabha and assembly bypolls.

The state BJP, which had prided itself in inducting former gun-toting Congress MP from Porbandar Vitthal Radadia into its fold, has not only given him a ticket from the same Lok Sabha seat which he represented, but also fielded his son Jayesh from the Jetpur Assembly segment.

A Patel community strongman, Radadia is pitted against political novice Vinu Amipura who was earlier city Youth Congress president of Porbandar.

Radadia, who courted controversy for flashing his gun at a toll booth, fell out with Congress after he was not made the Leader of Opposition in Gujarat Assembly. He later joined the BJP.

In the second Lok Sabha seat, bypolls are being held due to the death of sitting Congress MP Mukesh Gadhvi.

Expecting a sympathy wave, Congress has given a ticket to Krishna, wife of the late leader. She is expected to face a tough contest from BJP's Haribhai Chaudhary.

For the Limbdi Assembly seat, Congress has given a ticket to party MP Soma Patel's son Satish. Satish will also face a tough fight against Kiritsinh Rana, a former minister in the Narendra Modi government.

The BJP on Tuesday declared the names of its candidates for two Lok Sabha and four Assembly by-elections in Gujarat.

The party has given a ticket to Vithhal Radadia for the Porbandar Lok Sabha seat which fell vacant because Radadia, who was Congress MP from that constituency had resigned after his win from Dhoraji Assembly seat.

Radadia, who was also embroiled in a controversy for brandishing a gun at a toll both, had left the Congress party along with his son Jayesh to join the BJP.

The BJP has given a ticket to its former MP Haribhai Chaudhary for the Banaskantha Lok Sabha seat, where bye-elections were announced after the death of sitting Congress MP Mukesh Gadhvi earlier this year.

Jayesh Radadia, who had resigned as an MLA from Jetpur Assembly seat, got renominated for the same seat and this time he will contest from it as a BJP candidate.

From the Limbadi Assembly seat, the BJP has fielded former Minister of State for Forests Kiritsinh Rana, who had lost to Congress MP from Surendranagar Soma Patel with a slender margin in the last parliamentary elections.

Patel had retained his Lok Sabha seat and resigned as an MLA which has resulted in bypoll to this seat.

At the Dhoraji Assembly seat, which fell vacant due to the resignation of Vithhal Radadia, the BJP has nominated Pravin Mankadia, who is also a former MLA from Upleta and a local leader from the Patidar (Patel) community.

For Morva Hadaf (scheduled tribe reserved) assembly seat in Panchmahal, the party has chosen Nimisha Sudhar.

Polling for the Lok Sabha and assembly seats will be held on June 2 and counting will begin on June 5.

Gujarat Chief Minister Narendra Modi and his cabinet colleagues moved into a newly-built four storey office building in Gandhinagar on Monday.

After inaugurating the new building 'Swarnim Sankul-1' on Monday afternoon, the chief minister and his cabinet colleagues officially moved into the office. "The lamp lighting ceremony (as part of the building inauguration) was performed by Savji Damor, a class-IV employee of the Sachivalaya (state secretariat)," an official release said.

The new office complex, built reportedly at a cost of Rs 150 crore, was completed in about a year's time. It is located next to the old CM office on the Sachivalaya campus. 'Swarnim Sankul-1' consists of offices for ministers and secretaries. It has a room for cabinet meetings, a data centre and a work space for 1,000 employees.

Revenue Minister Anandi Patel, along with other state ministers, Additional Chief Secretary K Kailasnathan and other high ranking officials were present during the inauguration function.

The Chief Minister moved into his office on the third floor while rest of the ministers have offices on the second floor of the same block. After the function, Modi presided over the first meeting of his cabinet.

Meanwhile, a delegation from Argentina on Monday paid a courtesy visit to the Chief Minister. Earlier in the day, Modi, who is observing a fast of Navratris, had gone to the temple of Ambaji in north Gujarat, where he offered prayers on the fifth day of his fast.

"It is my good fortune to visit this place in the Navratris and pray before the mother for the well being of the state and its people," Modi said in Ambaji.

In a fresh salvo, Congress general secretary Digvijay Singh on Tuesday criticised Gujarat Chief Minister Narendra Modi for "taking credit" for development of the state.

"Gujarat was always ahead in terms of development and progress that is visible. It did not happen overnight", Singh said referring to Modi's claims of bringing a turnaround in Gujarat during his rule.

Singh was speaking to reporters before heading for a private tour of Tadoba tiger reserve in neighbouring Chandrapur district of east Maharashtra.

Responding to a query on if Congress vice president Rahul Gandhi would be projected as the party's prime ministerial candidate in Lok Sabha elections in 2014, Singh evaded direct reply, saying "people of the country want Rahul Gandhi as the prime ministerial candidate".

Singh also took on the BJP leadership for inducting tainted former Gujarat minister of state for Home Amit Shah, an accused in the fake encounter cases, as the national general secretary in a new team announced by Rajnath Singh. On his Tadoba tour, Singh said he wanted to be in the company of nature to "burst stress".

PM is Singham for US: Modi,Narendra Modi on Friday hit out at Prime Minister ManmohanSingh, why he became a 'Singham' (lion) to benefit the interest of foreigners and not of India.

Faridabad, Haryana, Sept 28 (IBNS): Gujarat Chief Minister and Bharatiya Janata Party (BJP) leader Narendra Modi on Friday hit out at Prime Minister Manmohan Singh and said the country would like to know that why he became a 'Singham' (lion) to benefit the interest of foreigners and not of India."Only two times you became a Singham.

The first time you became a Singham was at the time of Nuclear Deal and then during FDI in retail," Modi said while addressing a BJP public meeting here.

Modi question the PM: "Why do you not become a Singham for India?""Why does the PM become active whenever there is election in the US? What is the connection?" Modi said.

Linking the economic reforms with Congress chief Sonia Gandhi, Modi said: "Why the decision to implement FDI was taken on the second day of Sonia Gandhi's arrival from the US?"Pertinently, ´Singham´ is a Bollywood film where actor Ajay Devgn had played the character of a tough police inspector of the same name.

India on Sept 14 threw open its doors to more foreign investment in retail, aviation and broadcast sectors, while also announcing disinvestment in four state-run industries in moves that were long seen as critical to revive flagging growth and confidence in Asia's third-biggest economy.

The reforms, the came just a day after the government also announced cut to its fuel subsidy bill by announcing hikes in diesel prices and a limit to the number of subsidised LPG cylinders sold to households, were met a huge political backlash.

UPA government´s key alliance partner Trinamool Congress (TMC) withdrew its support voicing opposition on the move.source:Sify.com
