A by-election (also spelled as "bye-election"), also known as a special election, is an election held to fill a political office that has become vacant between general elections.

Usually, a by-election occurs when the incumbent has died or resigned. It may also occur when the incumbent becomes ineligible to continue in office, for example because of a recall, ennoblement, a serious criminal conviction, failure to maintain a minimum attendance, bankruptcy or mental incapacity.Click here for Complete Election Result..>>

Congress not to give tickets to those who lost polls twice, Gujarat Election News 2012, Gujarat News, INC Candidates Gujarat Election

19 Sep 2012: Ahmedabad: Congress on Wednesday decided not to give tickets to candidates who lost Assembly Elections twice earlier in Gujarat or those who lost the last Assembly Elections by margins of more than 15,000 votes, party sources said.

This decision was taken at a Congress screening committee meeting held in New Delhi under the chairmanship of Union Road Transport and Highways Minister C P Joshi, in which state leaders were also present.

The committee which also comprises Union Minister of State for Petroleum R P N Singh, Gujarat Pradesh Congress Committee president Arjun Modhvadia and leader of opposition of state Shaktisinh Gohil, has been formed by the party high command to select candidates for the Gujarat state assembly elections scheduled to be held by the year end.
The Congress has already prepared a list of probable candidates for each of the 182 Assembly seats of the state where elections will be held for the first time after delimitation.

"The other decision taken by the committee is that a person who fought elections at panchyat or municipality level in constituencies will be given preference for tickets," party sources said. The party has also decided to give maximum tickets to youth, women, professionals and those with higher education, sources said.

Nitish Vs Narendra Modi, JD (U) to fight Gujarat elections 2012 on its own

10 Sep 2012: New Delhi: Carrying further its reservations over Narendra Modi, the JD-U, which runs a coalition with BJP in BIhar, has decided to contest assembly elections in Gujarat on its own. Bihar Chief Minister Nitish Kumar, whose antipathy to Modi is well known, will also campaign for the JD-U candidates in Gujarat, where elections are due this year end.

Giving indications of the party's plans, JD-U President Sharad Yadav told reporters "BJP is the larger party in the NDA. We will go for alliance with BJP wherever it wants us, but barring in Gujarat".

He was replying to a question whether JD-U contesting elections separately in a state ruled by BJP will not give impression of a rift in the NDA.

Both party chief Sharad Yadav as well as Bihar Chief Minister Nitish Kumar will campaign in Gujrat aggravating further the strains between Kumar and Modi that have come to the fore on more than one occasion.

Yadav, however, sought to downplay the development by maintaining that the JD-U never had an alliance with the BJP in Gujarat.

He refrained from answering repeated queries on why the JD-U is making an exception of Gujarat when it is ready to contest with BJP in alliance in all other states.

Yadav also refused to specify how many seats his party wants to contest in Gujarat saying it is for the state unit to decide.

There is speculation that the JD(U) state unit plans to contest 100 out of the 182 assembly seats in Gujarat in the coming Assembly elections.

Yadav, however, said, "we have been fighting separately from BJP in Gujarat for a long time. We are as a part of the NDA alliance in many states, while in many others like Gujarat, Madhya Pradesh and Delhi, we fight separately. There was never an alliance in Gujarat."

To a specific query whether the Bihar Chief Minister will go to campaign for JD-U candidates in Gujarat this time, Yadav said that Kumar and he himself as well as a large number ministers of Bihar government had gone to campaign for the party candidates in last Gujarat assembly elections as well.

"Both of us (Sharad Yadav and Nitish Kumar) have campaigned there earlier also. We will do it this time as well," he said.

Narendra Modi starts political campaign in Gujarat, Modi starts campaigning for Gujarat Assembly Elections 2012

11 Sep 2012: New Delhi: Amid huge commandeered crowd and ferried women and children from all over the district, Gujarat Chief Minister Narendra Modi launched his own 9/11 attack on the Prime Minister and the Congress at temple town of Bahucharaji in Mehsana district.

Exactly ten years back the same Narendra Modi had whipped up a communal frenzy from this place during his Gujarat Gaurav Yatra with his controversial remark of "Hum Panch Humara Pachchis", in an oblique reference to the minority community. Ten years down the line, struck by his prime ministerial ambition, Narendra Modi tried raising the issue of corruption in coal block allocation by the Union government before the essentially rural crowd of North Gujarat with a hope of striking similar chords once again.

Narendra Modi is on a high as parched Saurashtra and Kutch saw moderate to heavy rains recently, which eased the fodder scarcity in the stronghold of his bête noire Keshubhai Patel and Gordhan Zadafiya and fuelled hopes for the farmers to raise cash crops like maize and corn after missing out on their staple groundnut and cotton sowing.

As a matter of fact Modi, who has been under pressure from the growing clout of Keshubhai Patel's Gujarat Parivartan Party (GPP) and mounting discontent among the farmers in Saurashtra, had failed to conceal his glee. In a recent meeting Modi had in fact said that now that the rains have arrived "the (currency) notes will rain and so will votes."

While the state government has been issuing advertisements on several "injustices meted out to Gujarat" in the local media for quite some time now, Modi too indicated that the perception will be further fanned in the state ahead of the election. Falling back on his vitriolic style, Modi 'appealed' to the people to work towards 'Congress-free Gujarat' on the lines of 'gutka-free Gujarat' to wipe out "cancer", as thousands of people were walking out of the venue site after being denied entry into the makeshift arrangement, muddied from a heavy rain last night.

Half a kilometer long line of police vehicles on a narrow murky road that led to the venue added to the plight of thousands of villagers, who were brought to attend the starting of the yatra ahead of the most crucial election in the career of Gujarat chief minister. As the people were denied entry after the makeshift venue could not hold any more people, most left frustrated without seeing the leaders.

As Modi spoke, many rolled in the slimy mud quite literally.

Modi kick starting the electioneering however targeted the Congress alleging that Congress is following the lines of its former Prime Minister late Indira Gandhi and is targeting constitutional bodies like CAG. On the 2G issue, Congress leaders had adopted a similar stance towards the Supreme Court, Modi added.

Modi also took on the Congress for its poll slogan "Disha badlo dasha Badlo" (change direction change situation) and asked what disha (direction) is being talked about? That of Delhi? Asking the crowd if they want the same durdasha of Delhi, that of corruption and curfew, he said Gujarat doesn't want any of these.

Modi also reacted to the appeals of local Congress leaders to the people to oppose him during his yatra and said are the leaders so scared that they wouldn't even listen to his voice?

"Do you want Sonia Gandhi and the Prime Minister to face similar opposition when they come here," Modi said adding that in a democracy, everyone is entitled to place their views. He further stated that his government will extend all the support to the opposition to place their views before the people.

The first phase of the Vivekanand Yuva Vikas Yatra traversed through Modhera, Chanasma, Dhinoj, Jotana, Kadi and ended with a public meeting at Sanand.

11 Sep 2012:

Ahmedabad: Following Congress and Chief Minister Narendra Modi, former chief minister Keshubhai Patel will also undertake an election campaign yatra through Gujarat starting from September 23. Eighty-three years old Patel, who quit BJP recently and formed 'Gujarat Parivartan Party' (GPP), has decided to call it 'Parivartan yatra'.
Gujarat Congress leaders have taken out four yatras so far, while Modi has embarked on 'Swami Vivekananda Yuva Vikas Yatra'.
GPP's yatra will start from temple town of Virpur in Rajkot district of Saurashra region, considered to be the stronghold of the newly formed party.

BJP may win 133 seats in Gujarat: Survey, Opinion Poll Gujarat Assembly Elections 2012, Gujarat Election News 2012, Gujarat News

05 Oct 2012: New Delhi: The Bharatiya Janata Party (BJP) is expected to sweep 50 percent of all votes and win 133 of the 182 seats in the upcoming elections in Gujarat, a survey of voters released on Friday said.

In contrast, the Congress would maintain its 38 percent vote share but get only 43 seats, a drop of 16 from its 2007 tally, the LensOnNews survey said.

The findings follow a survey of 7,294 voters across 52 constituencies across the state.

The BJP's projected seats would be a gain of one percent in vote share but would give it 16 more seats as compared to 2007, it said.

The Congress is slated to maintain its 38 percent vote share but get only 43 seats.

It said the phenomenon of a small swing of vote share resulting in a disproportionate benefit to the BJP in terms of seats was dominantly due to the delimitation exercise.

Of the 16 more seats projected to be gained by the BJP since 2007, a substantial number of 10 seats are to be attributed to an increase in the number of urban seats, it said.

The Congress, the survey said, was handicapped as it lacked a state leader to match the stature of Chief Minister Narendra Modi.

"This has played into Modi's hands, and he has converted the election into a battle between the 'six crore people of Gujarat' and the 'Delhi Sultanate' of Sonia and Rahul Gandhi."

It said former BJP chief minister Keshubhai Patel's attempts to rally his Leuva Patel community to undercut Modi had failed make a dent in the BJP's vote share.

The LenOnNews Poll was conducted between September 02 and 28. The results are subject to a margin of error of 3 percent.

15 Oct 2012:

Ahmedabad: Gujarat BJP will send Observers to each district of the state in coming days to select candidates for upcoming Assembly polls.

"A panel of three members will travel between October 18 to 28 to each district of the state and eight municipal corporations. Prospective candidates can represent their aspiration to contest before the Observers," BJP spokesperson Jagdish Bhavsar said.

The three-member panels will comprise a woman member in each team and they will cover all the 182 constituencies in ten days, he said.

As per the party process after receiving inputs from constituencies, the state leadership will set up a panel of three names per constituency and finalise candidates.

This was decided in a state-level meeting of BJP held at Koba in Gandhinagar where chief minister Narendra Modi, BJP in-charge Balbir Punj and state BJP president RC Faldu were present.

Congress Campaigning in Gujarat starts targets to dethrone Modi

20 Aug 2012:

Ahmedabad: Opposition Congress in Gujarat is meticulously carrying out an aggressive and sustained campaign ahead of the state assembly polls, taking up issues affecting people and connecting with the masses by organising various yatras and agitations, which has for the first time put the ruling BJP on the defensive.

Even Gujarat chief minister Narendra Modi, who has never bothered to react to statements and promises of state Congress leaders in the run up to December 2012 elections, has had to respond to some of its poll promises.

"Earlier, state leaders of Congress, instead of doing any ground work, used to depend more on virtual campaign through advertisements and press statements and held the hope that charisma of their central leadership will sail them through," a Congress leader said.

But this time there is a planned meticulous campaign in which state level leaders have actually gone to the people of Gujarat and tried to connect with a large number of people through various yatras and stirs and have taken up real issues affecting them, he said.

"The Congress campaign had started a year ahead of the scheduled date of polls. Our focus of campaign is arrogance of Gujarat chief minister Narendra Modi versus democratic values," Congress spokesperson Manish Doshi said.

We have held a sustained campaign against the issues concerning people, which the present government has failed to tackle like unemployment, corruption, benefits of development not reaching poor and lower middle class and insensitivity of those in power towards problem of common man, Doshi said.

Gujarat Congress President Arjun Modhvadia, election campaign committee chief Shankarsinh Vaghela and leader of opposition Shaktisinh Gohil have not only focused on building of organisational strengths, but in tandem have targeted right areas and sections of the society for the campaign of the party, he said.
