Rajkot: Election Commission today slapped a notice on former Chief Minister and Gujarat Parivartan Party (GPP) president Keshubhai Patel for violating election code of conduct while going to a polling booth with a pilot car.

Keshubhai, who arrived in Rajkot today by a helicopter from Visavadar, went straight to polling booth Saraswati Shishu Mandir where he cast his vote. However, the EC took serious note that he had taken along a pilot car with him.

"Using pilot car to reach to the polling booth is simply a violation of election code of conduct and therefore the Election Commission has served notice to Keshubhai," an election officer said. 

Meanwhile, after casting his vote, Keshubhai said, "The wind of change is blowing across the state and GPP will form the government with absolute majority." 

 

"Some power-greedy leaders are misguiding people by giving false statements but people of the state want a change and GPP will lead the change," Keshubhai said without taking any names. 

The first phase of polling is taking place today in Saurashtra and south Gujarat and state unit presidents of all the three major parties - R C Faldu (BJP), Arjun Modhvadia (Congress) and Keshubhai Patel (GPP) - are contesting the elections.

Ahemdabad: Gujarat Parivartan party (GPP) chief Keshubhai Patel on Thursday said that Chief Minister Narendra Modi’s party BJP will lose badly in the Saurashtra region, where poling is being held in the first phase of assembly elections.

The GPP said this after casting his vote in Visavadar where he is pitted against BJP’s Kanu Bhalala.

Ahemdabad: An average 53% voting was recorded till 3pm of polling across 87 constituencies in the first phase of Gujarat Assembly polls which will decide the fate of big-wigs like Keshubhai Patel, BJP's R C Faldu and Congress' Arjun Modhwadia.

"An average 53 percent polling has been recorded till 1pm," Additional Chief Electoral officer Ashok Manek told reporters. 

Till 11 AM, voter turnout in the 87 constituencies was a moderate 18%, but in the following two hours, it increased to 38%. 

Even after noon, long queues were seen outside many polling booths as people were still coming to exercise their franchise. 

The polling began at 8 am this morning amidst unprecedented security. 

With 22% turnout in south Gujarat, Saurashtra and Ahmedabad (rural) in the first few hours, Gujarat Parivartan party (GPP) led by Keshubhai was reported to be doing well. 

The Gujarat Parivartan party (GPP) chief Keshubhai Patel today expressed confidence that his party will get an overwhelming majority in this election. “We are going to get a full majority,” he said, adding, “Ruling BJP will lose badly in the Saurashtra region.” 

The GPP chief said this after casting his vote in Visavadar where he is pitted against BJP’s Kanu Bhalala. 

Chief Minister Narendra Modi today urged the voters to come out and cast their precious votes. Modi appealed to voters using his Twitter handle that read: “A vote is the foundation of a strong and vibrant democracy. I urge you all to exercise your franchise.” 

Modi’s arch-rival Keshubhai Patel (Visavadar), State Congress president Arjun Modhwadia (Porbandar), Ahmed Patel (Bharuch) of Congress, Chandu Vaghasia (Gondal) of the NCP and RC Faldu (BJP) were among the senior leaders, who cast their votes early morning. 

The polling is taking place in 48 Assembly constituencies in seven districts of Saurashtra, on 35 seats in five districts of southern Gujarat and on four in Ahmedabad district. 

Polling has been by and large peaceful in the most of the areas but there were reports of a clash between Congress and BJP workers outside a polling booth in Valsad. 

Out of total 1,81,77,953 voters, there are 95,75,278 male, 86,02,557 female and 118 other voters.

For this phase, BJP has fielded candidates on all 87 seats going to the poll, whereas Congress is contesting on 84 and GPP on 83. 

48 seats in Surendranagar, Rajkot, Jamnagar, Porbandar, Jamnagar, Amreli and Bhavnagar are considered very crucial and decisive as political observers are watching keenly on how Keshubhai Patel factor plays out in the region. 

Voters will also decide the fate of many state political big-wigs who are contesting elections like Keshubhai Patel, Assembly Speaker Ganpat Vasava, Gujarat BJP president RC Faldu, state Congress president Arjun Modhwadia and Leader of Opposition Shaktisinh Gohil. 

State ministers like Vajubhai Vala, Vasuben Trivedi, Narottam Patel, Mangubhai Patel, Purshottam Solanki, Kiritsinh Rana, Dilip Sanghani, Kanubhai Bhalala, Mohan Kundaria and Ranjit Gilitvala will also be awaiting their fate following today’s voting. 

Apart from these three major parties, there are total 26 political parties and 383 independents in the fray, which include BJP rebel and sitting MLA Kanubhai Kalsaria, who has formed a new forum – Sadbhavna Manch – and fielded six candidates.

 

Today’s voting will also decide if Leuva Patel, a politically powerful sub-community of Patidars, will be swayed by the appeals and behind the curtain efforts to vote against Modi, on the grounds of alleged injustice meted out to their leader Keshubhai Patel. 

About 1,81,77,953 voters are expected to decide the fate of 846 candidates in the first phase. 

Among the 846 candidates, 46 female candidates too are in the fray and in the first phase of elections there are 9 such Assembly constituencies where more than one woman candidate is contesting this time. 

Forty sitting MLAs from BJP and 16 from Congress are also contesting to retain representation in the State Assembly. 

This phase will also see important contests on Visavadar where Keshubhai Patel is pitted against BJP’s Kanu Bhalala. In Kutiyana, son of ‘God Mother’ Santokhben Jadeja and NCP candidate Kandhal is contesting against Karsan Dula Odedara. 

In another interesting contest, Leader of Opposition Shaktisinh Gohil is facing Fisheries Minister Purushottam Solanki. 

Fate of three Congress MPs, Vithhal Radadia (Dhoraji), Kunvarji Bavalia (Botad) and Somabhai Patel (Limbadi), will be sealed on Thursday as they are also contesting this Assembly election. 

Important seats: Surendranagar, Rajkot, Jamnagar, Porbandar, Amreli and Bhavngar. Visavadar, Dhoraji, Botad, Limbadi etc.

The Election Commission of India reprimanded Gujarat Congress President Arjun Modhwadia for his remarks against Narendra Modi.

The ECI had found prima facie case of violation of General Conduct of Model Code of Conduct in Gujarat Congress President Arjun Modhwadia’s remarks against Gujarat Chief Minister Narendra Modi, and had issued a show cause notice to Modhwdia and asked him to reply latest by 5.00 pm on 24th November 2012.

As per the draft of the notice, Modhwadia had violated the Code of Conduct rule that prohibits personal attacks on the leaders of rival political parties, criticism of all aspects of their private life.

The exact rule was this: Criticism of other political parties, when made, shall be confined to their policies and programme, past record and work. Parties and candidates shall refrain from criticism of all aspects of private life, not connected with the public activities of the leaders of workers of other parties. Criticism of other parties or their workers based on unverified allegations or distortion shall be avoided.”

The notice to Modhwadia had been issued after a complaint from Shri Balkrishna Shukla, General Secretary of Gujarat BJP and Lok Sabha MP in reference to Modhwadia’s speech at public meeting held at Vadodara on 2-11-2012.

As per the CD transcript of that speech, the Election Commission had found following portions objectionable:

“Every morning he asks Dr. Manmohan Singh, come and fight elections against me …. Just as a monkey climbs tree and sitting up on that tree asks the lion standing down on the ground to come up, come up …… Arrey, you will have to come down one day ………..he will not come up …….. he is a lion ……. king of the jungle.”

“Every day he repeats Dr. Manmohan Singh ….. Manmohan Singh………… Manubhai is sitting here …….Manubhai, the fact is that he is infected with rabies…. Manubhai, he has bitten by rabid dog…”

“However Chief Minister, within your life what about your married life? Gujarat knows it. Why don’t you disclose it one day? And why it didn’t work out after marrying …”

Kheda: Cricketer Irfan Pathan on Wednesday shared the stage with Gujarat Chief Minister Narendra Modi in the campaign rally of BJP, the party which is trying to appease minority community voters in the state.

uring the rally for the second phase polling in the state, Irfan was seen standing besides the Chief Minister on the huge stage. 

Irfan, who belongs to Vadodara and has been forced out of cricketing action by an injury, waved his hands to a huge gathering of supporters, who had come to listen Modi's speech. 

In September 2011, Modi had launched 'Sadbhavana Mission' for peace and amity and to appease minority community voters.However, the BJP has not fielded any candidate from the minority community for the Assembly elections. 

Central Gujarat comprises the tribal and minority dominated belt of Panchmahal and Dahod and the Patel-dominated belt of Kheda, Anand and Vadodara. 

The first phase of Assembly elections are scheduled for tomorrow while the second phase voting is on December 17. Counting of votes is on December 20. 

 

Speaking at the rally, Modi said, "The menace of price rise will uproot the Congress." 

"Gujarat has a strong co-operative sector in milk production and even Congress leaders in Delhi consume milk from Gujarat. Yet, they have placed 30 per cent tax on milk due to which its prices have increased," he said.

Likewise, due to rising diesel prices, the cost of vegetables has also increased, he said. 

If someone promises something and fails to deliver on it, the person has a duty to come to the people and state the reason of being unable to fulfil the promise, but when Sonia Gandhi came to Gujarat she did not say a word on rising prices, the Chief Minister said. 

Commenting on Rahul Gandhi, he said, "Rahul Baba stayed in UP for months. He went to homes of poor, lifted children, the photo session went on for 12 months. But, the number of photos taken was more than the number of votes he got! People know such leaders well." 

He said the Congress neither has people nor issues in this election. Using their money power, the Congress may be all over the newspapers and television but they will not be able to enter the hearts of the people of Gujarat, he added. 

Modi alleged that it's been 40 years since the Congress promised 'Garibi Hatao' but have they adhered to their promise? Similarly, the Congress promised to bring prices down in 2009 within 100 days of getting elected, but prices have increased since then.

Gujarat is witnessing polling for the first phase of assembly elections today. Polling time is between 8.00 am to 5.00 pm.

The areas of Saurashtra, South Gujarat and Ahmedabad rural are witnessing polling today.

87 seats (out of total 182) in the districts of Valsad, Navsari, Dang, Tapi, Surat, Bharuch, Narmada, Bhavnagar, Amreli, Junagadh, Jamnagar, Rajkot, Porbandar, Surendranagar, Ahmedabad district(only rural part) are witnessing polling in first phase today.

Aishwarya Rai Bachchan was in Vadodara to inaugurate the branch of Kalyan Jewelers today. During a brief interaction with the media persons she replied a question on Gujarat’s progress.

“Khushbu to bahut hi khubsoorat rahi hai, bahut hi khubsoorat khushbu mili,” she said.

“I am familiar with incredible progress. Gujarat is going from strength to strength, and the nation is witnessing it,” she added.

“I salute the success of the state,” she further added.

 Rather than going out for an all-out battle, the Congress is more intent on shielding general secretary Rahul Gandhi in Gujarat despite Chief Minister Narendra Modi‘s regular taunts on the party’s second-in-command.

 “The prince is coming but he is reluctant to come as well because if he comes to Gujarat, his condition would be worse than Uttar Pradesh,” Modi said in an election rally apparently referring to Rahul Gandhi.Many see this approach from the Gujarat chief minister as his self-positioning as a prime ministerial candidate in 2014. In all likelihood, Rahul will be similarly positioned by the Congress and there is a high probability of a Rahul-Modi face-off in 2014. By trying to provoke the Congress to react, Modi is possibly trying to put the onus of a likely Congress failure in Gujarat on Rahul.

Even though Modi continues to fire salvos at Congress president Sonia Gandhi and her son Rahul, the party is careful not to bite the bait. Like Sonia Gandhi, Rahul, who is starting his Gujarat campaign from Tuesday, will avoid taking Modi’s name during rallies and focus primarily on UPA’s development programmes.

The Congress leaders are also trying to protect the Congress general secretary from Modi’s regular attacks.

“The very fact that Narendra Modi is talking about Rahul Gandhi means that he is afraid of Rahul Gandhi in Gujarat,” Law Minister Ashwani Kumar told CNN-IBN‘s Pallavi Ghosh.

After the Uttar Pradesh debacle, some people have started doubting Rahul’s capability as a vote catcher and a future leader.

Unlike in Uttar Pradesh, where the Gandhi scion campaigned almost daily crisscrossing the state, the Congress realised that taking on Modi at his home ground is a risky proposition.

A head-on clash against Modi in Gujarat might seriously dent Congress’ prospect in the 2014 Lok Sabha polls and might prove detrimental for Rahul’s political future.

The state goes to the polls on 13 and 17 December. The counting is on 20 December.

“The Congress has not been able to create a regional leader like Modi in Gujarat, or in fact in any other state,” said Prabhu Chawla the editorial director of The New Indian Express told CNN-IBN in heated late-night discussion with Rajdeep Sardesai. While Modi has been campaigning relentlessly in the state and leaving no stone unturned, the Congress can hardly boast of strong leader in the state.

 

“Not one of Congress’s advertisements in Gujarat has the face of a political leader, be it a state leader or a national leader,” said BJP spokesperson Nirmala Sitharaman, to which Sardesai asked the question whether the Congress does not want to attribute its defeat in Gujarat to any particular leader.Aakar Patel agreed that Congress had no might in the state neither did it want to put up a fight. He said that Rahul Gandhi and Congress President Sonia Gandhi had made no reference to the convicted ministers in the Modi government – Maya Kodnani and Babu Bajrangi. Vadodara: Union Minister of State for Power Jyotiraditya Scindia on said Gujarat has been earning Rs 1,700 crore per annum by selling power to other states, which has been allocated to it from central power sector projects. 

"The Centre has been allocating 3,000MW of power to Gujarat from its central power sector projects, of which it sells 835 MW of power to other states and earns an amount of Rs 5 crore per day," Scindia said addressing a poll public meeting in Elora park area of the Sayajigunj assembly constituency here tonight. "The electricity duty charged in Gujarat is 20 per cent as compared to 5 per cent in neighbouring Rajasthan and other states," he added. 

In a veiled attack on Gujarat Chief Minister Narendra Modi's development plank, he said the state was already developed on many fronts since ages. 

"Gujarat had been a developed state and it had been trading silk to China over a hundred years ago. Not only that, Ahmedabad was called Manchester of India because of a large number of textile mills in the city. Surat is known as a diamond city," the Union Minister said.Scindia alleged there was a "high rate" of mortality, women’s death and malnourishment in Gujarat. 

 

"There was a debt Rs 1.40 lakh crore on Gujarat, which shows what sort of development has taken place as claimed by Modi government," he said. 

Scindia alleged that while BJP talked about constructing a Ram temple in Ayodhya, it did not announce the date of construction of the temple.
