Modi had said Rahul Gandhi was not campaigning in Gujarat because he did not want to take responsibility of his party's defeat.

Ahmedabad:Dec 11 ,2011 : Two days before Gujarat goes to vote, Congress's yuvraj Rahul Gandhi is finally set to enter the battleground on Tuesday. However, the question is whether it is a little too late to take on Chief Minister Narendra Modi.

The Congress leader will address meetings at Sanand in Ahmedabad in central Gujarat and at Jamnagar and Amreli in Saurashtra regions. Observers say it's in the rural confines of Saurashtra that the most powerful political battle is being fought. The BJP rebels led by Keshubhai Patel will be looking to dent Modi in the BJP's original bastion.

Congress President Sonia Gandhi and Prime Minister Manmohan Singh have already campaigned in the state where the party is out of power for two decades. Congress's announcement of Rahul campaigning in Gujarat came when Narendra Modi dared Rahul Gandhi to campaign in Gujarat.

8 Dec 2011: JAMNAGAR/AHMEDABAD: Countering Sonia Gandhi's charges that the ruling BJP's promises were "hollow and false", chief minister Narendra Modi on Friday attacked the Congress president saying she was "spreading lies" against his government.

"It is shameful how Sonia Gandhi is spreading lies on issues about which Congress has lost right to speak," Modi told a poll rally.

"Mrs Gandhi says Gujarat roads are bad. Is that believable? She says Gujarat farmers are ruined. Is that how Gujarat sees 11 per cent growth in agriculture?" Modi said.

Earlier in the day, while addressing poll rallies in Mandvi in South Gujarat and Keshod in Saurashtra, the UPA chairperson had criticised BJP's development claims in Gujarat terming them as "hollow and false".

Treading cautiously, Sonia highlighted "failures" of the state on a range of fronts including law and order, welfare of farmers and tribals, amongst others, without naming the Gujarat chief minister.

"Women do not find it safe going outside after 6:30 pm in Delhi....But Madam Sonia ji says situation of law and order is not good in Gujarat...She has no right to speak on law and order," Modi said reacting to Sonia's comment.

The chief minister addressed public rallies in Falla, Jamnagar and Ahmedabad.

Giving an example of the girl, who had been arrested from Palghar in Maharashtra for her comments on Facebook about late Bal Thackeray, Modi said, "She prefers to stay in Gujarat over Maharashtra."

The girl and her family have shifted to Gujarat. "Think seven times before spreading canards on Gujarat," Modi said.

Introduction

Education

•Having achieved 100 % enrollment in primary schools and decreased dropout ratio to 2%, we will now bring the dropout rate to zero and stabilize it at that level. Further, through initiatives like Gunotsav, we will bring qualitative improvements in education.

•Gujarat’s journeying towards becoming a knowledge society with qualitative and quantitative improvement in secondary, higher and technical education.

•Mukhyamantri Scholarship Yojana for assisting poor students to pursue higher studies.

•Network of hostels to be setup in urban regions to provide accommodation to 40,000 students, focus on girls’ hostels

•Novel schools like sports schools and green schools, more specialized universities and global institutions will be set up.

•Continuing our tradition of establishing specialized universities, we will set up more such institutions including those for marine, auto, infrastructure, engineering, management, biotechnology etc.

•The scope of Vidyalaxmi bond will be enhanced to cover all Girl students studying in government schools across the state (presently being given in only those villages where female literacy is less than 35%).

•100 % pay grant to urban educational committees on quality basis.

•New day schools in different districts.

•Priority in setting up grant-in-aid schools for tribal areas, regions surrounding deserts and salt-making regions.

•Teaching of foreign languages such as Chinese, Japanese etc. would be encouraged.

Health

•Decentralization of services, institutions and facilities of healthcare sector.

•Medical college to be set up in each major district including tribal regions.

•A scheme will be introduced to provide assistance to needy students of government self finance medical colleges.

•Generic medicines and diagnostic services will be provided at almost no cost through the Gujarat Medical Services Corporation established recently.

• The scope of Mukhyamantri Amrutam (MA) Yojana will be gradually expanded to include neo (lower) Middle class families. At present poor families are covered up to Rs. 2,00,000 per annum for treatment of catastrophic illnesses such as cancer, heart failure, neurological diseases, kidney disorder etc.

•New speciality hospitals will be established at Surat, Vadodara, Rajkot and North Gujarat for critical diseases of cancer, kidney and heart.

•Various initiatives for women and child care like Mission Balam Sukham for addressing malnutrition, Khilkhilat Van for safe transportation of newly born child with mother, Nand Ghar (modern Anganwaadis), Mata Yashoda Awards etc.

•Geriatric Hospitals / Wards, introduction of MD (Geriatrics) course and Sunday OPD clinics as a part of special healthcare for Senior Citizens. Chirayu Yojana to encourage Old Age Homes on PPP basis.

•Healthcare services will be decentralized and district civil hospitals would be equipped with Cardiac intensive care unit, kidney dialysis centre and neonatal intensive care unit

Agriculture and Animal husbandry

•While in 40 years, only 6.70 lakh agricultural power connections were provided, the present BJP government has provided 4 lakh such connections in only 11 years. Further, we will see to it that all pending demands are met on an immediate basis.

•With our persistent water harvesting and water harnessing drives, we have successfully freed our farmers from 57 dark zones which they suffered since years. We will continue water harvesting and saving drives so that our farmers do not suffer dark zones again.

•Assistance and relaxation in agricultural and vocational credit to farmers and Sakhi Mandals.

•Agriculture production will be further increased by farm mechanization and modernization of agriculture

•We have already covered more than seven lakh hectares of land under drip/sprinkler irrigation. We will cover more and more land under these systems furthering our motto of ‘per drop more crop’.

•Special emphasize on value addition and export of agri-products.

•Health cards to be provided for animals.

•Global Agritech fair once in every two years like Vibrant Gujarat Summit.

•The state government will share the burden of higher insurance premium being unduly charged by the Central government from cotton growing farmers

•Production of vegetables and fruits has witnessed a steep rise in last decade. Our vegetables and fruits have reached to the international markets. Green house, poly house, net house etc. to be encouraged to establish Gujarat as vegetable basket of the country.

•Small and marginal farmers pay 7% interest on agricultural loans taken from cooperative organizations. The government will share their burden by paying 3% interest so that the farmers have to pay only 4% interest.

•In past, congress gave away huge stretches of Gauchar land to the industries. During past 11 years, out of the total land allocation to industries, mere 4.97% has been Gauchar land. Moreover, due to the progressive policies of the present state government, Gauchar land has increased by 6800 heactares in last decade!. The Government has made all efforts for qualitative cultivation of Gauchar land by adopting scientific approach. Moving ahead in this direction, the Government will continue its efforts to ensure the well-being of its cattle population and the families rearing them.

•Special focus on Gauchar development through newly formed Gauchar Development Board.

•Facilities of cold storage and agri-processing to be provided in every district Irrigation

•Additional 16 lakh hectare of land will be covered under irrigation.

•Special focus on expanding area under agriculture .

•The mammoth task of filling up ponds of North Gujarat with rain water will be undertaken.

•All dams of Saurashtra will be filled with Narmada Water in next three years under ‘Saurashtra Narmada Avtaran Irrigation (SAUNI) Yojana’ l at a cost of Rs. 10,000 crore.

•Channel will be constructed in canals in Ghed area i.e Ranavav and Kutiyana of Porbandar district and Mangrol and Keshod of Junagadh district and also in Bhal area, so that rainy water would be prevented to flow into sea water and will be harnessed, soil erosion will be checked and thousands of hectare of land will be reclaimed.

•Involving international experts, Kalpasar project will be implemented fast.

•The work of Bhadbhut barrage on Narmada river will be completed on priority Inclusive Development

•Due to the quantum leap of development in last one year, middle class families have increased in Gujarat. Such neo middle class category will be defined and welfare schemes will be worked out for this category. Similarly, based on income and other parameters, middle class would be defined to introduce welfare schemes for them.

•“My own home in my area”- is a dream of every individual and for fulfilling this dream we will implement Mukhymantishri Grih Samrudhhi Yojana.

o An ambitious project of Rs. 33,000 crores to be implemented by setting up a separate department to be headed by the Chief Minister

o For ensuring transparent and timebound allocation, a State level Housing regulatory authority shall be set up

o The project will be implemented including people’s participation and giving relaxation in GDCR, FSI and land prices

o Total 50 lakh pucca houses will be built up in next five years including 28 lakh houses in rural area and 22 lakh houses in urban area

o Well developed colonies with good basic amenities and houses of 36 sq. meter each will be provided to 7.5 lakh slum dwellers in urban area.

o 7.5 lakh houses consisting of 2 rooms and kitchen will be built up for economically weaker sections with annual income upto Rs. 1 lakh by taking a nominal contribution of Rs.50,000 only

o 3.5 lakh houses will be constructed under Urban Affordable Housing for urban lower middle class having an annual income above Rs. 1 lakh but upto Rs. 2.50 lakh.

o 3.5 lakh 2 BHK houses will be constructed for middle class families with an annual income above Rs. 2.50 lakh but less than Rs. 5 lakh in urban area.

o Housing Township scheme for providing housing at an affordable rate to industrial labourers, workers, skilled workers etc, near their work place.

In 40 years, the earlier governments had given hardly 12 lakh houses to people (totaling both urban and rural) i.e. on an average 30,000 houses per year while the present BJP government has given 22 lakh houses in last 11 years at an average of 1 lakh houses per year. Those having a track record of only 30,000 houses in a year are promising today that they will construct 3 lakh houses per year. Had they done this in 40 years, today none would have been houseless.

•Insurance cover will be provided to all citizens against accidental death and permanent disability.

•Assistance for mass marriages to all irrespective of caste or income levels.

•Public services in the field of education, health, transporation etc will be made more efficient and widespread so that the middle class can rely on them and doesn’t need to pay exorbitant rates for private services. The present government has already done a lot in this direction. We have numerous examples like 108 Emergency services, BRTS, new ST buses, City civic centres and one day governance, ICU on wheels, New engineering colleges etc. Gujarat government provides engineering education with the lowest fees in the country. Making public services and facilities better and efficient and even better than the private sector is an important part of our governance. This would ensure good quality services at affordable rates to the middle class.

•Phase wise and timebound implementation of underground drainage schemes in all urban areas of the state at a cost of Rs. 4,000 crore.

•We have been supplying round the clock uninterrupted power upto village household. We have also successfully provided cooking gas through pipeline to thousands of household and would be providing to many more in next five years. In addition, we will introduce rooftop solar power scheme which will have double benefit- generation of clean energy and additional income for middle class households.

Development of the Deprived

•The present government has successfully eliminated middlemen and distributed benefits worth Rs. 13,000 crores to around 85 lakh poor through Garib Kalyan Melas so far. We will make Garib Kalyan Melas more scientific by integrating all poverty alleviation schemes in next five years.

•Caste certificate will be given along with the result of class-10 result to relieve the parents and students from the hassles of obtaining the same.

•From among the scheduled castes, landless people of extremely backward castes (ati pachhat jaati) will be given relaxation from the restrictions of Tenancy Act for purchasing land up to maximum two acres once in lifetime.

•A development package would be introduced for Scheduled castes on the lines of Vanbandhu Kalyan Yojana and Sagarkhedu Vikas Yojana.

•In last five years, we have undertaken well planned development of the deprived sections dwelling in the eastern tribal belt and the western coastal belt through Vanbandhu kalyan yojana and Sagarkhedu vikas yojana. For the next five years, we have already introduced ambitious packages of Rs.40,000 crores for the tribals and Rs. 21,000 crores for the coastal people. By rigorous implementationof these packages, we will ensure that the development of these regions gets at par with other developed areas of Gujarat.

•We will encourage setting up of industries in tribal areas with a special focus on agro processing, cottage industry, handicraft and exports.

•We will revise the ‘creamy layer’ limit for OBCs to Rs 6 lakh per annum.

•Special hostel facilities for students from backward classes.

•It will be ensured that the people of scheduled tribes living in rural areas get their own pucca house with basic amenites to relieve them from the hardships related to living in a kachha house.

Employment

•More than 30 lakh employment generation with the development of industrial and service sector.

•In addition, more than 30 lakh to provided with self-employment and skill-development training under Mission Mangalam scheme.

•Vocational training will be provided to youth for employment benefits and opportunities.

•Special efforts shall be made to enhance soft skills and industrial entrepreneurship among youth.

•Skill Development University will be set up. It will frame the roadmap and curriculum for preparing 2.5 crore skilled workforce in next 10 years to fulfill the demands of the present and future industries.

•Identity cards will be given to unorganized sector labourers, arrangements would also be made to provide them good quality health services.

•Minimum wages of laborers will be increased.

•Tie ups will be made with banks to ensure easy access to credit for self employment and training. Government will become a guarantor for such credits, wherever necessary.

•Gujarat is emerging as an Auto-hub. To meet the corresponding requirement of human resource, nNew institutions and courses will be started.

Forest, Environment and Climate Change

•Committed to establish Gujarat’s identity as a ‘Green’ state.

•Special programme for growing fodder on the grasslands in forest areas.

• To check contamination and develop the numerous lakes existing in and around villages of Gujarat, a Lake Development Authority will be set up.

• Studies and action plan to mitigate the effects of climate change.

• Gujarat’s share in the country’s total CERs earned is 17.28%. Our government will encourage industries to maintain this position and give impetus to technological development which can reduce carbon emission. We will undertake intensive campaign for public awareness regarding this issue.

•Aim at protecting the environment and preventing pollution along with economical and industrial development.

•Special focus on the project for developing Gandhinagar as a solar city and a carbon neutral city.

Women and Child Development

•A policy will be formed to encourage positive attitude amongst families towards the birth of girl child.

•Vidya Laxmi Bond scholarship programme will be expanded to cover all girls studying in government schools.

•Besides strengthening of Government facilities for pregnant mothers and infants, the Chiranjeevi scheme will be made more effective.

•Special provision for women’s colleges, women’s ITIs and women’s hostels.

•Nari Adalats to be set up in more talukas for imparting justice to women by women.

•Credit has been made available to 2.5 lakh Sakhi Mandals comprising of 24 lakh members to make women self reliant under “Mission Mangalam”. We will give interest subsidy on such loans. Youth

•A new Youth Policy will be framed for ensuring youth-led development of the state. This will include a focus on sports, employment and employability.

•Khel Mahakumbh has been held across the state since 2010 for one month. It will be made more outcome oriented.

•By opening sports school in districts, those aspiring for pursuing sports as a career will be encouraged and nurtured.

•Special attention to be given on local sports of every region. Such as beach sports, water sports, mountaineering and adventurous sports, archery.

•Policy will be framed to incentivize Gujarat’s sportspersons who perform well at the state, national or international level; including preferences in certain government jobs.

Food Security

•Annapurna Yojana – Planning of providing food to the poor through Sakhi Madals with government assistance.

•The PDS system of Gujarat which has been well acknowledged even by the Supreme court of India will
be further strengthened and coupons for ration will be distributed through eGram Vishwagram centres Revenue

•An authority will be formed by State government to verify Property Titles

•NA permission requires clearances from multiple agencies. A Special portal will be set up to get the same instead of the applicant being made to run from one office to other as per the system ongoing since years.

•Open House being held at a few Collector offices for expediting issue of NA permission will be extended to more and more districts.

•Relaxation in stamp duty in case of voluntary/ mutual exchange of land among farmers.

Power and other energy sources

•Power generation will be doubled within five year.

•Per capita electricity consumption will be taken to global levels.

•Leadership in non conventional energy including solar and wind power.

•Gujarat will be of game changer in solar power sector.

•Rooftop solar generation on houses will also be encouraged.

•Greater usage of natural gas will be encouraged among people, while maintaining the state’s position as country’s biggest natural gas user and distribution network possessor.

Drinking Water

•Drinking water is being provided to 75% population in the state comparing to 30% average of the country. The coverage will be extended in next five years.

•Water management committees will be made more sustainable.

Urban Development

•Special package of housing for urban poor – around 25 lakh houses to be constructed.

•Increasing financial assistance for individual urban toilets.

•Ahmedabad Gandhinagar metro rail services (MEGA) at a cost of Rs. 15,000 crores, BRTS in other cities

•Proper development of modern, fast and public transport systems such as BRTS and Metro.

•Riverfront development in other cities, more Twin cities.

•Formation of new municipalities on the basis of census 2011.

•Saheri Garib Samrudhhi Yojana was introduced with a provision of Rs. 13,000 crore in 2007 especially for urban poor. In the next five year, the package has been enhanced to Rs. 25,000.

Infrastructure

•Doubling length of 10 and 4/6 lane roads.

•Expansion and strengthening of roads including rural roads

•World-class development of roads, railway.

•Developments of ports with global parameters.

•Development of logistic parks at Ahmedabad, Palanpur, Vadodara, Dahej, Hajira.

•Intra-state water transportation to be introduced. As a part of the initiative, first Ro-Ro ferry project from Bhavnagar to Dahej is being developed. This effort will also be extended to other places.

•We have decided to establish Multimodal Affordable Transport Authority (MATA) for Ahmedabad Municipal Corporation with a view to set an integrated system across different modes of transport such as ST bus, city bus, BRTS and Metrorail, and to save commuters from taking separate tickets for separate vehicles during long traveling.

•Rail linkages upto the last mile, including in newly developing industrial regions, on PPP basis.

•Civil Aviation Industry will be developed rapidly. A new international airport at Dholera Tourism

•Special focus on tourist destinations like Saputara, Pavagadh, Girnar.

•Creation of infrastructure and encouraging setting up of tourist facilities like budget hotels, guest houses etc at tourist destinations.

•Today Gujarat’s police force is the youngest in India and has highly educated techno-savvy youth due to the recruitment of a large number of police force in recent years. Recruitment process will be continued to strengthen the police force. This will also provide employment opportunities for the youth.

•Gujarat’s successful experiment of Lok Adalat and evening courts would be further expanded and strengthened.

•Special Lok Adalats for women.

•A set of rules will be framed for Private Security. Priority to ex-servicemen would be considered.

Ports

•Port cities to be developed around the ports.

•Integrated Port Management System will be introduced for port management.

•Currently, 323 Million Metric Ton per Annum (MMT PA) cargo is being transported from ports of Gujarat. We will increase this capacity to 500 MMT PA by 2015-16 and 800 MMT PA by 2020.

•Gujarat will be developed as a Ship building hub of South Asia.

•Institutions will be set up and courses introduced for human resource development in marine and port sectors

•Special Jetties will be set up for fisheries.

•At present 2 LNG terminals are available in the state. We will develop more such terminals.

E-Governance, IT and BT

•Gujarat offers statewide network of broadband connectivity. Now the government will set up statewide WiFi network. WiFi facilities will be made available on public places and commercial centers.

•Through e-governance we will ensure public services to citizens at the nearest possible point.

•Distance learning & teaching and telemedicine will to be spread across the state.

•One Day Governance centers to be expanded.

•13 Special Investment Regions (SIR) to be developed.

•Per capita electricity consumption in the state is 1615 kwh while nation’s electricity consumption is 1615 kwh. It will be made equivalent to the world level at 2782 kwh.

•Gujarat will be made fully gas based economy.

•Gujarat will play a role of leader and game changer in the field of non conventional energy resources including solar and wind power.

•Global competitiveness in port sector. Ports will be connected with roads and railways.

Administration

•Right to Services Act to be introduced.

•An annual recruitment drive will be held to fill up Government vacancies alongwith well-planned projections of future requirements

•Further decentralization of administration by making the newly formed districts and talukas operational and strengthening the ATVT approach.

•More than 500 services activities will be made available online.

•Age limit for entry to government jobs has been recently increased – from 25 to 28 and 28 to 30 for different posts. Age relaxation for special classes will continue. This will be implemented across the board in all government and semi government jobs thereby providing more opportunities for employment.

Financial Management

•Planned expenditure of Rs. 3 lakh crores over the next five years.

•Having achieved 100 % enrollment in primary schools and decreased dropout ratio to 2%, we will now bring the dropout rate to zero and stabilize it at that level. Further, through initiatives like Gunotsav, we will bring qualitative improvements in education.

•Gujarat’s journeying towards becoming a knowledge society with qualitative and quantitative improvement in secondary, higher and technical education.

•Mukhyamantri Scholarship Yojana for assisting poor students to pursue higher studies.

•Network of hostels to be setup in urban regions to provide accommodation to 40,000 students, focus on girls’ hostels

•Novel schools like sports schools and green schools, more specialized universities and global institutions will be set up.

•Continuing our tradition of establishing specialized universities, we will set up more such institutions including those for marine, auto, infrastructure, engineering, management, biotechnology etc.

•The scope of Vidyalaxmi bond will be enhanced to cover all Girl students studying in government schools across the state (presently being given in only those villages where female literacy is less than 35%).

•100 % pay grant to urban educational committees on quality basis.

•New day schools in different districts.

•Priority in setting up grant-in-aid schools for tribal areas, regions surrounding deserts and salt-making regions.

•Teaching of foreign languages such as Chinese, Japanese etc. would be encouraged.

Health

•Decentralization of services, institutions and facilities of healthcare sector.

•Medical college to be set up in each major district including tribal regions.

•A scheme will be introduced to provide assistance to needy students of government self finance medical colleges.

•Generic medicines and diagnostic services will be provided at almost no cost through the Gujarat Medical Services Corporation established recently.

• The scope of Mukhyamantri Amrutam (MA) Yojana will be gradually expanded to include neo (lower) Middle class families. At present poor families are covered up to Rs. 2,00,000 per annum for treatment of catastrophic illnesses such as cancer, heart failure, neurological diseases, kidney disorder etc.

•New speciality hospitals will be established at Surat, Vadodara, Rajkot and North Gujarat for critical diseases of cancer, kidney and heart.

•Various initiatives for women and child care like Mission Balam Sukham for addressing malnutrition, Khilkhilat Van for safe transportation of newly born child with mother, Nand Ghar (modern Anganwaadis), Mata Yashoda Awards etc.

•Geriatric Hospitals / Wards, introduction of MD (Geriatrics) course and Sunday OPD clinics as a part of special healthcare for Senior Citizens. Chirayu Yojana to encourage Old Age Homes on PPP basis.

•Healthcare services will be decentralized and district civil hospitals would be equipped with Cardiac intensive care unit, kidney dialysis centre and neonatal intensive care unit

Agriculture and Animal husbandry

•While in 40 years, only 6.70 lakh agricultural power connections were provided, the present BJP government has provided 4 lakh such connections in only 11 years. Further, we will see to it that all pending demands are met on an immediate basis.

•With our persistent water harvesting and water harnessing drives, we have successfully freed our farmers from 57 dark zones which they suffered since years. We will continue water harvesting and saving drives so that our farmers do not suffer dark zones again.

•Assistance and relaxation in agricultural and vocational credit to farmers and Sakhi Mandals.

•Agriculture production will be further increased by farm mechanization and modernization of agriculture

•We have already covered more than seven lakh hectares of land under drip/sprinkler irrigation. We will cover more and more land under these systems furthering our motto of ‘per drop more crop’.

•Special emphasize on value addition and export of agri-products.

•Health cards to be provided for animals.

•Global Agritech fair once in every two years like Vibrant Gujarat Summit.

•The state government will share the burden of higher insurance premium being unduly charged by the Central government from cotton growing farmers

•Production of vegetables and fruits has witnessed a steep rise in last decade. Our vegetables and fruits have reached to the international markets. Green house, poly house, net house etc. to be encouraged to establish Gujarat as vegetable basket of the country.

•Small and marginal farmers pay 7% interest on agricultural loans taken from cooperative organizations. The government will share their burden by paying 3% interest so that the farmers have to pay only 4% interest.

•In past, congress gave away huge stretches of Gauchar land to the industries. During past 11 years, out of the total land allocation to industries, mere 4.97% has been Gauchar land. Moreover, due to the progressive policies of the present state government, Gauchar land has increased by 6800 heactares in last decade!. The Government has made all efforts for qualitative cultivation of Gauchar land by adopting scientific approach. Moving ahead in this direction, the Government will continue its efforts to ensure the well-being of its cattle population and the families rearing them.

•Special focus on Gauchar development through newly formed Gauchar Development Board.

•Facilities of cold storage and agri-processing to be provided in every district Irrigation

•Additional 16 lakh hectare of land will be covered under irrigation.

•Special focus on expanding area under agriculture .

•The mammoth task of filling up ponds of North Gujarat with rain water will be undertaken.

•All dams of Saurashtra will be filled with Narmada Water in next three years under ‘Saurashtra Narmada Avtaran Irrigation (SAUNI) Yojana’ l at a cost of Rs. 10,000 crore.

•Channel will be constructed in canals in Ghed area i.e Ranavav and Kutiyana of Porbandar district and Mangrol and Keshod of Junagadh district and also in Bhal area, so that rainy water would be prevented to flow into sea water and will be harnessed, soil erosion will be checked and thousands of hectare of land will be reclaimed.

•Involving international experts, Kalpasar project will be implemented fast.

•The work of Bhadbhut barrage on Narmada river will be completed on priority Inclusive Development

•Due to the quantum leap of development in last one year, middle class families have increased in Gujarat. Such neo middle class category will be defined and welfare schemes will be worked out for this category. Similarly, based on income and other parameters, middle class would be defined to introduce welfare schemes for them.

•“My own home in my area”- is a dream of every individual and for fulfilling this dream we will implement Mukhymantishri Grih Samrudhhi Yojana.

o An ambitious project of Rs. 33,000 crores to be implemented by setting up a separate department to be headed by the Chief Minister

o For ensuring transparent and timebound allocation, a State level Housing regulatory authority shall be set up

o The project will be implemented including people’s participation and giving relaxation in GDCR, FSI and land prices

o Total 50 lakh pucca houses will be built up in next five years including 28 lakh houses in rural area and 22 lakh houses in urban area

o Well developed colonies with good basic amenities and houses of 36 sq. meter each will be provided to 7.5 lakh slum dwellers in urban area.

o 7.5 lakh houses consisting of 2 rooms and kitchen will be built up for economically weaker sections with annual income upto Rs. 1 lakh by taking a nominal contribution of Rs.50,000 only

o 3.5 lakh houses will be constructed under Urban Affordable Housing for urban lower middle class having an annual income above Rs. 1 lakh but upto Rs. 2.50 lakh.

o 3.5 lakh 2 BHK houses will be constructed for middle class families with an annual income above Rs. 2.50 lakh but less than Rs. 5 lakh in urban area.

o Housing Township scheme for providing housing at an affordable rate to industrial labourers, workers, skilled workers etc, near their work place.

In 40 years, the earlier governments had given hardly 12 lakh houses to people (totaling both urban and rural) i.e. on an average 30,000 houses per year while the present BJP government has given 22 lakh houses in last 11 years at an average of 1 lakh houses per year. Those having a track record of only 30,000 houses in a year are promising today that they will construct 3 lakh houses per year. Had they done this in 40 years, today none would have been houseless.

•Insurance cover will be provided to all citizens against accidental death and permanent disability.

•Assistance for mass marriages to all irrespective of caste or income levels.

•Public services in the field of education, health, transporation etc will be made more efficient and widespread so that the middle class can rely on them and doesn’t need to pay exorbitant rates for private services. The present government has already done a lot in this direction. We have numerous examples like 108 Emergency services, BRTS, new ST buses, City civic centres and one day governance, ICU on wheels, New engineering colleges etc. Gujarat government provides engineering education with the lowest fees in the country. Making public services and facilities better and efficient and even better than the private sector is an important part of our governance. This would ensure good quality services at affordable rates to the middle class.

•Phase wise and timebound implementation of underground drainage schemes in all urban areas of the state at a cost of Rs. 4,000 crore.

•We have been supplying round the clock uninterrupted power upto village household. We have also successfully provided cooking gas through pipeline to thousands of household and would be providing to many more in next five years. In addition, we will introduce rooftop solar power scheme which will have double benefit- generation of clean energy and additional income for middle class households.

Development of the Deprived

•The present government has successfully eliminated middlemen and distributed benefits worth Rs. 13,000 crores to around 85 lakh poor through Garib Kalyan Melas so far. We will make Garib Kalyan Melas more scientific by integrating all poverty alleviation schemes in next five years.

•Caste certificate will be given along with the result of class-10 result to relieve the parents and students from the hassles of obtaining the same.

•From among the scheduled castes, landless people of extremely backward castes (ati pachhat jaati) will be given relaxation from the restrictions of Tenancy Act for purchasing land up to maximum two acres once in lifetime.

•A development package would be introduced for Scheduled castes on the lines of Vanbandhu Kalyan Yojana and Sagarkhedu Vikas Yojana.

•In last five years, we have undertaken well planned development of the deprived sections dwelling in the eastern tribal belt and the western coastal belt through Vanbandhu kalyan yojana and Sagarkhedu vikas yojana. For the next five years, we have already introduced ambitious packages of Rs.40,000 crores for the tribals and Rs. 21,000 crores for the coastal people. By rigorous implementationof these packages, we will ensure that the development of these regions gets at par with other developed areas of Gujarat.

•We will encourage setting up of industries in tribal areas with a special focus on agro processing, cottage industry, handicraft and exports.

•We will revise the ‘creamy layer’ limit for OBCs to Rs 6 lakh per annum.

•Special hostel facilities for students from backward classes.

•It will be ensured that the people of scheduled tribes living in rural areas get their own pucca house with basic amenites to relieve them from the hardships related to living in a kachha house.

Employment

•More than 30 lakh employment generation with the development of industrial and service sector.

•In addition, more than 30 lakh to provided with self-employment and skill-development training under Mission Mangalam scheme.

•Vocational training will be provided to youth for employment benefits and opportunities.

•Special efforts shall be made to enhance soft skills and industrial entrepreneurship among youth.

•Skill Development University will be set up. It will frame the roadmap and curriculum for preparing 2.5 crore skilled workforce in next 10 years to fulfill the demands of the present and future industries.

•Identity cards will be given to unorganized sector labourers, arrangements would also be made to provide them good quality health services.

•Minimum wages of laborers will be increased.

•Tie ups will be made with banks to ensure easy access to credit for self employment and training. Government will become a guarantor for such credits, wherever necessary.

•Gujarat is emerging as an Auto-hub. To meet the corresponding requirement of human resource, nNew institutions and courses will be started.

Forest, Environment and Climate Change

•Committed to establish Gujarat’s identity as a ‘Green’ state.

•Special programme for growing fodder on the grasslands in forest areas.

• To check contamination and develop the numerous lakes existing in and around villages of Gujarat, a Lake Development Authority will be set up.

• Studies and action plan to mitigate the effects of climate change.

• Gujarat’s share in the country’s total CERs earned is 17.28%. Our government will encourage industries to maintain this position and give impetus to technological development which can reduce carbon emission. We will undertake intensive campaign for public awareness regarding this issue.

•Aim at protecting the environment and preventing pollution along with economical and industrial development.

•Special focus on the project for developing Gandhinagar as a solar city and a carbon neutral city.

Women and Child Development

•A policy will be formed to encourage positive attitude amongst families towards the birth of girl child.

•Vidya Laxmi Bond scholarship programme will be expanded to cover all girls studying in government schools.

•Besides strengthening of Government facilities for pregnant mothers and infants, the Chiranjeevi scheme will be made more effective.

•Special provision for women’s colleges, women’s ITIs and women’s hostels.

•Nari Adalats to be set up in more talukas for imparting justice to women by women.

•Credit has been made available to 2.5 lakh Sakhi Mandals comprising of 24 lakh members to make women self reliant under “Mission Mangalam”. We will give interest subsidy on such loans. Youth

•A new Youth Policy will be framed for ensuring youth-led development of the state. This will include a focus on sports, employment and employability.

•Khel Mahakumbh has been held across the state since 2010 for one month. It will be made more outcome oriented.

•By opening sports school in districts, those aspiring for pursuing sports as a career will be encouraged and nurtured.

•Special attention to be given on local sports of every region. Such as beach sports, water sports, mountaineering and adventurous sports, archery.

•Policy will be framed to incentivize Gujarat’s sportspersons who perform well at the state, national or international level; including preferences in certain government jobs.

Food Security

•Annapurna Yojana – Planning of providing food to the poor through Sakhi Madals with government assistance.

•The PDS system of Gujarat which has been well acknowledged even by the Supreme court of India will
be further strengthened and coupons for ration will be distributed through eGram Vishwagram centres Revenue

•An authority will be formed by State government to verify Property Titles

•NA permission requires clearances from multiple agencies. A Special portal will be set up to get the same instead of the applicant being made to run from one office to other as per the system ongoing since years.

•Open House being held at a few Collector offices for expediting issue of NA permission will be extended to more and more districts.

•Relaxation in stamp duty in case of voluntary/ mutual exchange of land among farmers.

Power and other energy sources

•Power generation will be doubled within five year.

•Per capita electricity consumption will be taken to global levels.

•Leadership in non conventional energy including solar and wind power.

•Gujarat will be of game changer in solar power sector.

•Rooftop solar generation on houses will also be encouraged.

•Greater usage of natural gas will be encouraged among people, while maintaining the state’s position as country’s biggest natural gas user and distribution network possessor.

Drinking Water

•Drinking water is being provided to 75% population in the state comparing to 30% average of the country. The coverage will be extended in next five years.

•Water management committees will be made more sustainable.

Urban Development

•Special package of housing for urban poor – around 25 lakh houses to be constructed.

•Increasing financial assistance for individual urban toilets.

•Ahmedabad Gandhinagar metro rail services (MEGA) at a cost of Rs. 15,000 crores, BRTS in other cities

•Proper development of modern, fast and public transport systems such as BRTS and Metro.

•Riverfront development in other cities, more Twin cities.

•Formation of new municipalities on the basis of census 2011.

•Saheri Garib Samrudhhi Yojana was introduced with a provision of Rs. 13,000 crore in 2007 especially for urban poor. In the next five year, the package has been enhanced to Rs. 25,000.

Infrastructure

•Doubling length of 10 and 4/6 lane roads.

•Expansion and strengthening of roads including rural roads

•World-class development of roads, railway.

•Developments of ports with global parameters.

•Development of logistic parks at Ahmedabad, Palanpur, Vadodara, Dahej, Hajira.

•Intra-state water transportation to be introduced. As a part of the initiative, first Ro-Ro ferry project from Bhavnagar to Dahej is being developed. This effort will also be extended to other places.

•We have decided to establish Multimodal Affordable Transport Authority (MATA) for Ahmedabad Municipal Corporation with a view to set an integrated system across different modes of transport such as ST bus, city bus, BRTS and Metrorail, and to save commuters from taking separate tickets for separate vehicles during long traveling.

•Rail linkages upto the last mile, including in newly developing industrial regions, on PPP basis.

•Civil Aviation Industry will be developed rapidly. A new international airport at Dholera Tourism

•Special focus on tourist destinations like Saputara, Pavagadh, Girnar.

•Creation of infrastructure and encouraging setting up of tourist facilities like budget hotels, guest houses etc at tourist destinations.

•Sea and river cruises services including hover craft between Dwarka and Bet-Dwarka to be developed.

•Dandi March route to be developed as heritage corridor.

•Sant Nagri (town of saints) will be set up to showcase the lives and teachings of great saints of India.

•The places in Dangs where Lord Rama visited would be developed as a tourist circuit “Shree Ram Pagdandi”.

•We will bring qualitative transformation in tourism industry through several initiatives such as tourism and hospitality management, tourist guide, tourist police and tourist publications.

•Ferry service to connect with Maharashtra.

•The construction of Statue of Unity in memory of Shri Sardar Vallabhbhai Patel at the Sardar Sarovar Project (SSP) dam site will be implemented in a time-bound manner. It will world’s tallest statue. Security

•Today Gujarat’s police force is the youngest in India and has highly educated techno-savvy youth due to the recruitment of a large number of police force in recent years. Recruitment process will be continued to strengthen the police force. This will also provide employment opportunities for the youth.

•Gujarat’s successful experiment of Lok Adalat and evening courts would be further expanded and strengthened.

•Special Lok Adalats for women.

•A set of rules will be framed for Private Security. Priority to ex-servicemen would be considered.

Ports

•Port cities to be developed around the ports.

•Integrated Port Management System will be introduced for port management.

•Currently, 323 Million Metric Ton per Annum (MMT PA) cargo is being transported from ports of Gujarat. We will increase this capacity to 500 MMT PA by 2015-16 and 800 MMT PA by 2020.

•Gujarat will be developed as a Ship building hub of South Asia.

•Institutions will be set up and courses introduced for human resource development in marine and port sectors

•Special Jetties will be set up for fisheries.

•At present 2 LNG terminals are available in the state. We will develop more such terminals.

E-Governance, IT and BT

•Gujarat offers statewide network of broadband connectivity. Now the government will set up statewide WiFi network. WiFi facilities will be made available on public places and commercial centers.

•Through e-governance we will ensure public services to citizens at the nearest possible point.

•Social Media driven greater consultative policy formulation

•Distance learning & teaching and telemedicine will to be spread across the state.

•One Day Governance centers to be expanded.

•A new portal for job placements will be launched for facilitating the youth of the state in finding right jobs.

•Gujarat has been a frontrunner in application of satellite technology. BISAG institution is well known in India. More and more usage of this technology for management of natural resources on the under the surface of the earth will be ensured.

•Marine biotechnology especially Sea Weed Cultivation will receive focused attention.

Global Gujarat

•13 Special Investment Regions (SIR) to be developed.

•Leadership in industrial sector and thus generating more and more employment.

•World level modern and well planned cities. Eco cities and Smart cities.

•Human resource vision will be prepared and availability of trained and skilled man power including specialized skills will be ensured

•Gujarat will be developed as a knowledge society by strengthening education systems right from primary schools to higher studies and research.

•Per capita electricity consumption in the state is 1615 kwh while nation’s electricity consumption is 1615 kwh. It will be made equivalent to the world level at 2782 kwh.

•Gujarat will be made fully gas based economy.

•Gujarat will play a role of leader and game changer in the field of non conventional energy resources including solar and wind power.

•Global competitiveness in port sector. Ports will be connected with roads and railways.

•Growth in agriculture and horticulture will be continued with more efficient use of resources and better backward and forward linkages

Administration

•Right to Services Act to be introduced.

•An annual recruitment drive will be held to fill up Government vacancies alongwith well-planned projections of future requirements

•Further decentralization of administration by making the newly formed districts and talukas operational and strengthening the ATVT approach.

•More than 500 services activities will be made available online.

•Age limit for entry to government jobs has been recently increased – from 25 to 28 and 28 to 30 for different posts. Age relaxation for special classes will continue. This will be implemented across the board in all government and semi government jobs thereby providing more opportunities for employment.

Financial Management

•Planned expenditure of Rs. 3 lakh crores over the next five years.

Ahmedabad: The central leadership of the ruling BJP and the main opposition Congress will on Monday release their respective election manifestos for the upcoming Assembly Elections in Gujarat.

According to reports, Gujarat Chief Minister Narendra Modi, Leader of Opposition in Rajya Sabha Arun Jailtley and other senior leaders will release the BJP’s manifesto in Ahmedabad.

 
In the poll manifesto, BJP is likely to focus on affordable housing for urban areas and irrigation facilities for agriculture in rural areas. The party is also expected to go aggressive on all completed development projects including the Sardar Sarovar Branch canal.

Voicing support for Modi-the hardline Hindutva leader of BJP- party veteran LK Advani and its Leader of Opposition in Lok Sabha Sushma Swaraj recently described the Gujarat Chief Minister as a “role model” of development and an ideal prime ministerial candidate.

The two leaders also made an appeal to other states to imitate him.

“Modi is undertaking great development work in Gujarat. He is a role model for chief ministers of other states on how to rule, govern and take care of even the poorest,” Advani said while addressing election rallies at Kalol and Mansa in Gandhinagar district yesterday.

 
Praising Modi for introducing schemes for tribals and fishermen, Advani said “Prices have risen during the Congress regime while the Union government is facing corruption charges. Scam after scam is being unearthed.”

In a major boost to Modi's prime ministerial ambitions, BJP leader Swaraj indicated that the Gujarat Chief Minister could be NDA's candidate in 2014 General Elections.

"He is fit to be the Prime Minister... He has done great work in Gujarat," Swaraj told a news channel.

Gujarat Chief Minister Shri Narendra Modi will start the final round of election campaign from Shri Somnath on Saturday morning.

On Saturday, 1st of December, Shri Narendra Modi will first go to Somnath and seek blessings of world famous and historically very important Shri Somnath mahadev. Soon after this he will address a campaign rally at Tower chawk in Veraval.

Shri Modi will then move to Khambha and address a rally at 11.30 am.

Shri Modi will address another rally at Bhavnagar district’s Mahuva at 1.00 pm.

After a quick round of Saurashtra, he will move to South Gujarat, and address a rally at Dharampur at 3.00 pm, Katargam Darwaja at 7.00 pm and Piyush Complex Udhana 7.00 pm.

Shri Modi has recently addressed 26 public rallies on 29 November through 3D technology. He will address another 26 rallies through 3D holographic technology on 4 December.

Former Gujarat Minister of State for Home Amit Shah, facing charges in the Sohrabuddin fake encounter case, has been fielded by BJP from the Naranpura Assembly seat in the forthcoming elections for which the party today announced its third list of 89 candidates. BJP's Central Election Committee declared the list of candidates, comprising of 89 names, for the two-phase Gujarat Assembly elections to be held on December 13 and 17. Gujarat Chief Minister Narendra Modi presented the list of prospective candidates in the CEC meeting and got the central leadership's assent. Shah, who is facing allegations of his involvement in the Sohrabuddin fake encounter case and was externed from Gujarat earlier, will contest from Naranpura. A close confidant of Modi, Shah was reportedly in touch with the police officials who allegedly carried out Sohrabuddin's encounter. Other prominent candidates announced today include Anandiben Patel, a close Modi associate, who will contest from Ghatlodiya. It is widely rumoured that she may take over the mantle in Gujarat if Modi moves to national politics after the polls.

Bharatbhai Barot, another leader from Modi's coterie, will be in the fray from Dariapur. Shri Arvindbhai Ladani is former member of Municipal Council, while Shri Keshubhai Nakrani is sitting MLA.
