The Chief Minister of Karnataka is the chief executive of the south Indian state of Karnataka. As per the Constitution of India, the governor is a state's de jure head, but de facto executive authority rests with the chief minister. Following elections to the Karnataka Legislative Assembly, the state's governor usually invites the party (or coalition) with a majority of seats to form the government. The governor appoints the chief minister, whose council of ministers are collectively responsible to the assembly. Given that he has the confidence of the assembly, the chief minister's term is for five years and is subject to no term limits.

BJP leader Arun Jaitley will meet senior Karnataka party leaders on Saturday to select a new head for the state unit following incumbent KS Eshwarappa's resignation on Thursday.


Jaitley, leader of the opposition in the Rajya Sabha, is reaching Bangalore late on Friday and senior state leaders will meet him Saturday to finalise the name, Chief Minister Jagadish Shettar told reporters.


Formal announcement of the new party chief will be made in two or three days by Bharatiya Janata Party (BJP) president Rajnath Singh after Jaitley briefs him on the Bangalore talks, he said.

Jaitley, leader of the opposition in the Rajya Sabha, is reaching Bangalore late on Friday and senior state leaders will meet him Saturday to finalise the name.


Karnataka: BJP meet on Saturday to select new head for the state unit

Eshwarappa, who is also deputy chief minister handling revenue portfolio, announced his resignation from the party chief post soon after voting ended for 208 urban local bodies in the state on Thursday.


Though his three-year term ended in January, 2013, the timing of the announcement came as a surprise as the party had given indications that he will remain in office till after assembly elections due in May.


At least five names are making rounds in BJP circles to succeed Eshwarappa. The five are former party chief and former chief minister DV Sadananda Gowda, Deputy Chief Minister R Ashoka, Minor Irrigation Minister Govind Karjol and Lok Sabha members Pralhad Joshi and Nalin Kumar Kateel.

The new president will be BJP's third president after the party came to power for the first time in the state in May 2008.

Eshwarappa succeeded Sadananda Gowda in January 2010.

Incidentally Shettar is the party's third chief minister. He took over from Sadananda Gowda in July 2012.

Gowda succeeded BS Yeddyurappa in August 2011 after he was forced quit as chief minister over mining bribery charges.

Polling for 208 urban local bodies in Karnataka, the results of which will be seen as a referendum on the BJP's corruption-scarred rule in the state, ahead of Assembly Elections due in May, began on Thursday amid tight security.

Counting of votes will be held on March 11.

The local bodies are spread across all 30 districts of the state.

Over 8.5 million voters of the state's total electorate of more than 40 million, are eligible to vote in the polls to the seven city corporations (excluding Bangalore), 43 city municipal corporations, 65 town municipal councils and 93 town panchayats.

Elections to the Bangalore civic body, the Bruhat Bengaluru Mahanagara Palike or Greater Bangalore City Corporation, were held in 2010 and are due in 2015.

Polling, which began around 7 am in 10,000 polling booths, supervised by around 46,000 officials, will end at 5 pm.

Over a 100,000 police personnel are on poll duty to ensure orderly balloting.

Voting is being held to elect 4,867 representatives as 85 have been elected unopposed and there were no nominations for 24 seats, according to the state election commission.

More than 21,000 candidates are in the fray with the Congress fielding the highest number of candidates, 4,492, followed by Bharatiya Janata Party 3,954 and Janata Dal-Secular 3,651.

Two new outfits -the Karnataka Janata Party (KJP) and BSR ('Badavara Shramikara Mattu Raithara' or poor, workers and farmers') Congress - both floated by former BJP men are also in the fray.

The KJP, headed by former BJP chief minister BS Yeddyurappa, has fielded 1,966 candidates while BSR Congress, floated by former BJP minister B. Sriramulu 1,496.

The Communist Party of India (Marxist) is contesting 133 seats.

The rest are independents.

Though the outcome will impact the morale of all the parties in the fray, focus is mainly on the show the BJP will put up.

This is the first major election the BJP is facing after coming to power in the state for the first time in May 2008.

The results will be a test of popularity of Jagadish Shettar, who is BJP's third chief minister in over four years. This is the first elections after he took office in July last year.

The BJP has also declared that he is the party's chief ministerial candidate in the forthcoming assembly polls.

The results will also have a major bearing on Yeddyurappa's political fortunes.

He has made his intentions very clear - to defeat BJP. To achieve this goal, he has asked his supporters to work for the victory of Congress candidates in places where KJP is not contesting or is not sure of winning.

The Congress was the major winner in the last polls to these local bodies held five years ago, followed by JDS and BJP.

Karnataka High Court Wednesday ordered issue of notice to former chief minister B S Yeddyurappa on a petition challenging an Election Commission order recognising him as the President of Karnataka Janata Party (KJP).

Justice Mohan Shantanagoudar gave the order on the petition filed by founder of KJP Padmanabha Prasanna Kumar challenging the recognition on the ground Yeddyurappa had violated rules while declaring himself as the party President.

The court had on February 27 ordered issue of notice to the Election Commission.

Prasanna Kumar had formally handed over the reigns of the party to Yeddyurappa at a rally in Haveri on Dec 9 last year.

Election Commission subsequently recognised Yeddyurappa as the President of KJP and rejected Prasanna Kumar's claim as the founder President.

Meanwhile, KJP member V Dhananjaya Kumar has filed a defamation suit agaist the petitioner before a magistrate court here.

Thirteen BJP MLAs from Karnataka, who recently quit the party, are set to take oath as member of BS Yeddyurappa's Karnataka Janata Party (BJP) on Thursday.

The Speaker of the state Assembly accepted their resignations on Wednesday. This has endangered the BJP government as it has now support of only 108 MLAs in the 223-member Assembly.

On Monday, two BJP MLAs submitted a petition to the office of the Speaker, requesting disqualification of 12 MLAs.

They alleged the MLAs were indulging in anti-party activities and were trying to topple the government under the pressure of Yeddyurappa, the former BJP leader who recently quit following a tussle with the central leadership.

The complaining MLAs also submitted a CD and some documents in support of their claims.

K'taka: 13 BJP MLAs to join BSY's party Yeddyurappa, a Lingayat strongman, however, said that he had no plans of toppling the BJP government in the state and was also not eyeing to hijack the presentation of budget this year.

The BJP leadership, meanwhile, maintained that it was confident of completing its full tenure.

Chief Minister Jagadish Shettar stressed the fact after meeting party president Rajnath Singh, who recently succeeded Nitin Gadkari, in New Delhi, Singh also said that there was no crisis in Karnataka.

Shettar said there was no threat to the government and that the budget would be presented on February 8.

According to some quarters, the KJP was looking for an opportunity to disrupt the session to deny any advantage to the BJP ahead of the state polls scheduled this year.

Governor HR Bhardwaj said on January 26 that the Shettar government still enjoyed a majority and as the leader of the BJP legislature party, it was his call to take action on the resignation of the 13 MLAs.

KG Bopaiah, Speaker of the Karnataka Assembly, is expected to meet the loyalists of former chief minister and KJP president BS Yeddyurappa on Tuesday.

The meeting comes a day after two BJP MLAs sought the disqualification of Yeddyurappa loyalists for alleged anti-party activities.

In their petition, the BJP MLAs said they have proof to show that the 12 party MLAs loyal to Yeddyurappa took part in the KJP rally in Haveri on December 9.

After quitting the BJP, Yeddyurappa had floated the KJP at a convention at Haveri on December 9 last year. The KJP is preparing to give a tough fight to thr ruling BJP in the state Assembly Elections due later this year.

Thirteen MLAs loyal to Yeddyurappa had on Wednesday tried to meet Speaker Bopaiah to submit their resignation from the Assembly membership. As Bopaiah was not present, they had submitted their resignations to Governor HR Bhardwaj.

On Monday, BJP president Rajnath Singh and Karnataka Chief Minister Jagadish Shettar had held talks, post which the former said he was confident about the Karnataka government completing its term.

Rajnath singh said there was no crisis in Karnataka and the BJP government.

Karnataka Chief Minister Jagadish Shettar met BJP president Rajnath Singh on Monday and spoke over the political situation in the southern state after 13 MLAs loyal to rebel leader BS Yeddyurappa decided to quit, endangering the government.


Yeddyurappa was the first BJP chief minister. Shettar, the third CM to head the state government in five years, said the meeting was a courtesy call and he sought blessings from the new party president.

The meeting occurred after Singh warned Shettar against compromising on the BJP's principles even if that threatened the survival of the government in Karnataka.

It may be mentioned here that 13 MLAs loyal to Yeddyrurappa, who is currently the president of the Karnataka Janata Party, had gone to meet assembly Speaker KG Bopaiah to submit their resignation but since the latter was not present, they submitted their papers to Governor HR Bhardwaj.

The BJP has 117 members (excluding the Speaker) in the 224-member assembly.

The Congress has 71 members while the JDS has 26. The house has seven Independents while one member is nominated. Two seats are vacant.

The Bharatiya Janata Paty (BJP) continued its troubleshooting on the political crisis in Karnataka. Newly-appointed BJP Presdient Rajnath Singh met Karnataka Chief Minister Jagadish Shettar early on Monday morning. Rajnath Singh is confident that there is no threat to the BJP government in the state.

Rajnath's assurance comes after an hour-long meeting with the Karnataka CM Jagadish Shetttar in the capital. While Rajnath termed the visit as a courtesy call, he sounded optimistic that the BJP will complete its tenure. "There is no threat to our Karnataka government. Our state government in Karnataka will complete its tenure. This was a courtesy call," Rajnath Singh said.

"There is no crisis in Karnataka, nothing to worry. No MLA has technically resigned till now, so we have to wait," Shettar said.

Shettar's meeting was precipitated after the 13 MLAs, who resigned last week, said that they will meet the Speaker with their resignation letters on Monday. If the Speaker accepts their letters, the BJP strength comes down to 105, which is just two seats more than what the Opposition has.

Reports say the crisis may prolong till February first week, which is when the Governor HR Bhardwaj has asked the Chief Minister to prove his majority at a special session of the Assembly. In the 225-member Assembly, BJP has a strength of 117 excluding the Speaker and it requires 113 for a simple majority. Congress has 71 members and JDS 26. There are seven Independents and two vacancies. One member is nominated.

BJP Spokesperson Rajiv Pratap Rudy on Sunday attacked the Governor for convening the Assembly on February 4 and said the right of convening lies with the Speaker of the State Assembly and not the Governor. "This right is with the Speaker. Karnataka Governor's intervention proves that the Congress is trying interfere in the affairs of the BJP-led Karnataka government," Rudy said.

angalore: To prepare the party for the next year's Assembly polls and counter its rebel leader BS Yeddyurappa, ruling BJP on Friday launched a state wide campaign. 

Five teams, including the one headed by Chief Minister Jagadish Shettar and party state unit president K S Eswarappa, would visit various districts till December 30, BJP said in a press release here.

The Shettar lead team would tour in the districts of Chikkodi, Bagalkot, Bijapur, Dharwad, Gadag and Belgaum. 

Eswarappa and his team will visit Shimoga, Chikmagalur, Raichur and Koppal, it said. 

General Secretary Anantkumar, former Chief Minister D V Sadananda Gowda, Deputy Chief Minister R Ashok will also be heading a team each, the release said. 

Anantkumar team will visit Tumkur, Chitradurga, Davanagere and Bangalore Urban. 

Sadananda Gowda will campaign in Mandya, Chamarajanagar, Mysore, Hassan, Dakshina Kannada, Udupi and Kodagu. 
The team led by Ashok visits Bidar, Gulbarga, Belgaum, Kolar, Chikkaballapur and Ramanagar. 

Yeddyurappa who launched his Karnataka Janata Party on December 9, has been criss-crossing parts of the state to drum up support for his outfit ahead of the Assembly polls due by April-May next, sending shock waves to BJP. 
Yeddyurappa also plans to hold a meeting of MLAs supporting him by this week end to decide the fate of Shettar government.

Bangalore: A CBI court on Friday extended to December 31 the judicial custody of mining baron G Janardhana Reddy and four others, arrested in the illegal mining case of Associated Mining Corporation (AMC) owned by him. 
CBI court judge BM Angadi extended the judicial custody of the accused till December 31. 


Reddy and his close aide Mehfuz Ali Khan were produced before the court through video conferencing from Chanchalguda jail in Hyderabad where they have been lodged in connection with the Obulapuram Mining Company case (OMC) case.

However, the other three were produced through video conferencing from Parappana Agrahara jail here. 
The bail pleas of all the five accused was rejected by the CBI court earlier. 

Reddy subsequently moved the High Court for bail and his plea was also rejected. 
The bail pleas of Khan, the then Deputy Conservator of Forests, Bellary district, S Muthaiah and the then Director Mines and Geology S P Raju have already been rejected by the High Court.

Mandya: Daring the BJP to take action against the 13 MLAs who threw their lot with him and attended the formal launch of his KJP party, former Chief Minister BS Yeddyurappa said they would resign en masse if the situation so warranted.

"In the coming days most of our supporters will take a decision to tender resignation to join KJP. If circumstances so warrant, they will resign en masse", he told reporters here after offering worship at the Nimishamba temple. 

Under the prevailing situation, Chief Minister Jagadish Shettar should resign, he said.

Fearing loss of numbers, the BJP's state core meeting at Belgaum had yesterday refrained from taking any action against the MLAs, who defied the party diktat and shared the dias with Yeddyurappa at the formal launch of KJP at Haveri on Dec 9. 

Yeddyurappa, who also offerred prayers at the tomb of Tippu Sultan, said his party was built on secular ideology and that he needed the support of all sections of society.

Belgaum (Kar): Congress and JD(S) on Thursday boycotted the Assembly here to protest Speaker KG Bopaiah's decision to disallow extension of the session by a day in order to discuss the CAG report on illegal mining and denotification of land. 

Raising the issue, Opposition Leader Siddaramaiah demanded that the session be extended by a day to discuss the CAG report. 

The CAG had yesterday rapped the BS Yedyyurappa and HD Kumaraswamy governments for "rampant" illegal denotification of land benefiting builders and companies during 2007-11.

The report has also thrown light on illegal mining done during 2006-11 in three districts of Karnataka, resulting in the state losing Rs 3414.45 crore in revenue. 

Siddaramaiah contended that the purpose of holding winter session would be defeated if the Upper Krishna Project is not debated and government does not reply on the issue. 

He opined that government should have held a 15 day winter session and pointed out it had been held for just 33 days in the year instead of the mandatory 60 days. 

Deputy Chief Minister KS Eshwarappa intervened and said that he supported the demand for extension, but it would be difficult for legislators to attend it as they had already committed themselves to their constituencies. 

 

As per the agenda, the session was to end yesterday, but government extended it by one more day, he said and urged the chair to conduct the business of the day. 

Siddaramaiah countered by saying the Speaker has powers to direct the government to extend the session.

The Assembly later passed Karnataka Prevention of Cow Slaughter and Preservation of Cattle (Amendment) Bill 2012, which was opposed by the opposition yesterday. 

Speaking to reporters outside the House, Congress and JDS leaders said they would seek intervention of Governor H R Bhardwaj to stall the 'controversial' Cow Slaughter Ban Bill. 

The Assembly later passed several Private Universities Bills.
