A by-election (also spelled as "bye-election"), also known as a special election, is an election held to fill a political office that has become vacant between general elections. Usually, a by-election occurs when the incumbent has died or resigned. It may also occur when the incumbent becomes ineligible to continue in office, for example because of a recall, ennoblement, a serious criminal conviction, failure to maintain a minimum attendance, bankruptcy or mental incapacity. List of Chief Ministers of Karnataka
The Chief Minister of Karnataka is the chief executive of the south Indian state of Karnataka. As per the Constitution of India, the governor is a state's de jure head, but de facto executive authority rests with the chief minister. Following elections to the Karnataka Legislative Assembly, the state's governor usually invites the party (or coalition) with a majority of seats to form the government. The governor appoints the chief minister, whose council of ministers are collectively responsible to the assembly. Given that he has the confidence of the assembly, the chief minister's term is for five years and is subject to no term limits.

The West Bengal government on Thursday announced fresh panchayat election dates on May five and eight, but the State Election Commission told the Calcutta High Court that it would not conduct the polls without deployment of central paramilitary forces.

Advocate General Bimal Chatterjee told the court of Justice Biswanath Somadder, hearing the case by SEC seeking cancellation of the election, that a letter was addressed to the state election commissioner stating that May five and May eight were the new election dates.

He sought to assure the court and the SEC that all arrangements would be made for holding free, fair and peaceful elections and said that the commission should accept its assurance to ensure that the elections were held in time.

The Advocate General insisted that the state would make security arrangements from within the state and if necessary, bring forces from neighbouring states and assured all assistance to the SEC.

But SEC's counsel Samaraditya Pal submitted that it was not possible for the commission to hold the elections without deployment of central forces because of apprehension of violence.

Pal, quoting a letter by SEC to the state government, submitted that the commission had repeatedly said that the elections be held in three phases with deployment of 800 companies of central paramilitary forces on consideration of situation prevailing in the districts.

He said the state government had sought elections in two phases, the reasons for which were not explained.

The phasing of the elections and choice of districts in each phase was the prerogative of the commission, he submitted and the state had no authority to announce the phases and districts for such phases.

MLAs quits From BJP In karnataka Poll, Three More MLAs quit Form BJP in Karnataka assembly poll Continuing desertions from the ruling BJP in poll-bound Karnataka, Karnataka News.

Bangalore:

bangalore karnataka

In continuing desertions from the ruling BJP in poll-bound Karnataka, three more MLAs on Thursday quit it eyeing to join other parties.

Two of them -- Madal Virupakshappa and S V Ramachandra -- are set to be candidates of the B S Yeddyurappa's Karnataka Janatha Paksha (KJP) while Raju Gouda alias Narasimha Naik is in touch with the JDS, sources said.

Gouda had resigned from the ministership recently amid indications that he would join the Congress. It now appears that he has apparently failed to get a Congress ticket.

Meanwhile, the BJP is to organise a rally here on April 8 which would be attended by the party President Rajnath Singh, Leaders of Opposition in Lok Sabha and Rajya Sabha Sushma Swaraj and Arun Jaitley respectively, officially launching its campaigning for the May 5 elections.

BJP sources said the party would finalise tomorrow at least 140 candidates of the total 224 Assembly seats.

Karnataka assembly Election 2013 : Yeddyurappa's KJP to play spoilsport for BJP, reveals C-Voter survey, BJP's high voltage anti-corruption campaign could be blunted by next month's Karnataka results.Karnataka News 20-13.

Bangalore, april 4 :

b-s-yeddyurappa-2011-7-28-6-0-27

The BJP's high voltage anti-corruption campaign could be blunted by next month's Karnataka results. As the BJP's sole southern bastion readies to go to the polls on May 5, Headlines Today and C-Voter pre-poll survey has found that the BJP is facing a crushing defeat in the assembly elections. Its only hope if any lies in introducing Gujarat Chief Minister Narendra Modi to the campaign, feel voters.

The BJP's tally is set to shrivel from 110 to 52, the pre-poll survey conducted between January and March projects.

The Congress meanwhile is set to boost its numbers by a whopping 38 to end up forming the government in Karnataka. It is likely to win 118 seats, eight more than the BJP in 2008.

But most interestingly, in another strong indicator of Narendra Modi's growing popularity, a majority of 64 per cent believe that he can help the BJP recover lost ground in Karnataka.

The Headlines Today-C Voter pre-poll survey was conducted among 15,000 respondents across all the 224 assembly segments of Karnataka. The data is weighted to the known demographic profile of the state as per 2001 census. As always, there is a plus or minus margin of error of 3 per cent.

The BJP's nemesis is turning out to be former chief minister BS Yeddyurappa. His Karnataka Janata Party has an 8 per cent decisive swing in its favour. While that wins him just 12 seats in the new assembly, it deals a mortal blow to the BJP's hopes of retaining power.

HD Deve Gowda's JD (Secular) has been left stranded exactly at the same place as in 2008 with the pre-poll survey projecting 19 seats for the party.

The Congress' big victory in Karnataka, it's first after some facile wins in the northeast and Himachal, is coming on the back of a one percent decline in vote share.

The BJP's vote share is seeing a steep decline of 6 per cent with it coming down from 34 per cent to 28 per cent.

Interestingly, a series of questions asked of the respondents show that 40 per cent of the respondents believe that corruption is the single biggest reason for the BJP's loss in the state.

The constant infighting which has seen a revolving door at the chief minister's office has contributed to the overwhelming feeling among 62 per cent of those polled who said the BJP failed to provide better governance than previous governments

While BSY may have succeeded in slamming the door shut on BJP's 'gateway to the south', his party's tally of 12 is also way below the mark and will not help him play kingmaker in the state.

Congress in Karnataka is putting together a high-voltage campaign for the May five assembly polls, with Sonia Gandhi, Rahul Gandhi and Prime Minister Manmohan slated to address public meetings even as it is set to unleash celebrity power.

Congress Campaign committee today held a meeting chaired by Veeranna Mathikatti and discussed the strategy. Mathikatti said party President Sonia Gandhi, Vice-President Rahul Gandhi and Singh would address public rallies.

The party would field popular Kannada actors Darshan, Ramya and Bhavana, who is a member of the committee, to woo the voters, besides Kannada film veteran Ambareesh who is also a contender for the assembly ticket, party sources said.

Meanwhile, Karnataka Pradesh Congress Committee premises became a venue for protests as well as celebrations. Though the party is yet to officially announce the list, supporters of those who are believed to have got the ticket were in cheerful mood. Loyalists of those who feared they lost out held noisy demonstrations.

"There are so many contenders and we can't satisfy everybody. It's normal for those who fail to get ticket to protest. Congress workers would not work against the party and the candidates", said the Leader of Opposition in the assembly Siddaramaiah said while seeking to downplay the protests.

Both Congress and ruling BJP are expected to announce their first list of candidates later this week. The first day of filing nominations is on April ten.

There was speculation over whether Ministers Umesh Katti, Murugesh Nirani and V Somanna would quit BJP and join B S Yeddyurappa's Karnataka Janatha Paksha (KJP). Katti made it clear in Belgaum today he would contest on a BJP ticket. "The rumours that I will join KJP is the creation of the media".

There were indications from Nirani and Somanna today that they would remain in the ruling party.

Meanwhile, BJP MLA from Lingasagur, Manappa Vajjal, quit the party today to join JD(S). He would contest the election on a JD(S) ticket.

JD(S) MLA from Maddur Kalpana Siddaraju quit the party today after she was denied a ticket. She has now sought a ticket from the Congress.

After the eviction of B. S. Yeddyurappa The current key man of Karnataka politics the Karnataka election 2013 is heading for a coalition government.

So far as Karnataka opinion survey poll prediction 2013 is concerned the scenario has been changed after eviction of B. S. Yeddyurappa otherwise it would have been second victory for BJP in Karnataka. Yeddyurappa is the Most Popular Lingayat Mass Leader in Karnataka Electoral History will result in big destruction of BJP and also not allowing Congress or other party to gain out of it.

Lingayat and Vokkaligas are key cast which decide major winning and loosing scene.

After Gujarat election result BJP compared Yeddyurappa with keshu bhai , but in a hurry of comparison they forgot that their is no Narender modi in Karnataka. B. S. Yeddyurappa factor has a potential of getting more then 70 seats and thus forming a alliances government.

Congress on other hand is leaderless for now also have the potential to gain momentum. Congress needs a good face projected to gain the enthusiasm of party cadres and voters, congress needs a miracle Lingayat leader. Fight between BJP and KJP has already started, it Congress yet to enter the scene.

KJP led by B. S. Yeddyurappa is supposed to get maximum seats and forming a alliance government after election results are declared for 2013.

New Delhi:

The Election Commission today allotted broadcast and telecast time to political parties for carrying out election campaigns on Doordarshan and All India Radio for the May 5 Karnataka assembly elections.

The Commission has decided to extend the equitable time sharing scheme on the electronic media through Prasar Bharati Corporation and the use of broadcast and telecast time will be available only to national parties and recognised state parties in the polls.

While Congress has got the maximum time 166 minutes, the ruling BJP has got 163 minutes in Karnataka for each of broadcast and telecast, followed by JD-S with 111 minutes.

Karnataka will go to polls on May 5 to elect its 224- member Assembly and counting of votes will be held on May 8. The tenure of current Karnataka assembly expires on June 3.

While 36 constituencies are reserved for SCs, 15 are reserved for STs in the state. The campaigning facility will be available from Regional Kendras of All India Radio and Doordarshan and in the headquarters of Karnataka and relayed by other stations within the state.

The EC has said a base time of 45 minutes will be given to each national party and recognised state party (in respect of Karnataka) uniformly on the Regional Kendra of Doordarshan network and All India Radio network in the State of Karnataka and any additional time allotted is on the basis of performance of parties in the last polls.

No party will, however, be allocated more than 15 minutes in a single session of broadcast and Time Vouchers will be issued in the denomination of 5 minutes to each of the six national parties - BJP, Congress, BSP, CPI, CPI-M, and NCP and the sole recognised regional party - the JD-S.

The period of broadcast and telecast will be between the last date of filing the nominations and will end two days before the date of poll in Karnataka.

"There will, however, be no telecast or broadcast during the 48 hours preceding the close of polls as per specific provisions of the Representation of People Act, 1951," the EC said in an order.

In addition to the broadcast by parties, the EC held that Prasar Bharati will organise maximum of two panel discussions and/or debates on the Kendra/Station of DD/AIR and each party can nominate one representative to such a programme. The EC will approve coordinators for such panel discussions/debates.

The poll process in Karnataka will start on April 10 with the issue of notification when candidates can start filing nominations. The last date for nominations is April 17 and after scrutiny the next day, the last date for withdrawal of candidatures is April 20.

The polls will be held from 8 AM to 5 PM and electronic voting machines will be used for these elections. There are a total of 4.18 crore voters in Karnataka and as many as 50,446 polling stations will set up.

Gujarat Chief Minister Narendra Modi has threatened to initiate legal proceedings against a local Congress leader for serving a notice asking him to apologise and withdraw his remarks calling Prime Minister Manmohan Singh a "night watchman" of the Gandhi family.

Replying to the legal notice issued last month by former Pradesh Congress Member K K Benson, Modi, through his advocates K N Subba Reddy and Vivek Reddy, asked him not to initiate any "false, frivolous and adventuristic complaint against him."

"Inspite of this advice, if you (Benson) were to institute any such false and frivolous complaint..., I will not only be constrained to defend the same, but also initiate appropriate legal proceedings against you, both civil and criminal, at your sole risk and cost," Modi said in the reply.

Modi termed as not true the statement that by calling the PM as "night watchman" he has insulted, degraded and defamed him in public and added that the demand that he apologise for it "is wholly untenable."

Benson had served a legal notice to Modi asking him to apologise and withdraw his remarks calling Prime Minister a "night watchman" of the Sonia Gandhi family.

Without naming Manmohan Singh, Modi on March 3 had said the Congress appointed a "night watchman" to keep the seat warm for the first family of the Congress.

"They did not realise that the night will be so long and dark. As a buffer, they appointed an economist to the post," Modi had said.

200 crore would be spent on conducting elections to the State Legislative Assembly on May 5 :Karnataka Assembly Electrion 2013, Karnataka Political News Update, Karnataka News 20-13.

Bangalore:

April 02, 2013

bangalore karnataka

A sum of Rs 200 crore would be spent on conducting elections to the State Legislative Assembly on May 5, the state's Chief Electoral Officer Anil Kumar Jha said here today.

The state government would bear entire cost of the poll and had already released Rs 100 crore, he told reporters here.

"We sought Rs 200 crore from the state Government to conduct elections. We will spend about Rs 180 crore to Rs 200 crore", he said.

About Rs 2.5 lakh would be spent in each constituency to create awareness on enrolment of names in the voters' list and taking up Systematic Voters? Education and Electoral Participation (SVEEP) plan.

Steps have been taken to increase the percentage of voters to the population from the present 62 to 65 in Bangalore.

Already, 3.02 lakh applications have been received since January 20 in the city and nearly 60 per cent of them had been cleared.

There are 64.41 lakh voters in the city. Jha said he held a meeting with officials of the Excise Department and instructed them to take steps to prevent illegal transportation of liquor and manufacturing of spurious liquor in districts.

All distilleries have been told to adhere to the model code of conduct during elections. There are 94 distilleries, including 23 wineries, in the State. Units have to manufacture liquor as per the indent given by the Karnataka State Beverages Corporation Limited, he added.

subsidised rice scheme in Karnataka,Poll panel stalls subsidised rice scheme in Karnataka assembly.Karnataka News 20-13, Karnataks Political news.

Bangalore:

The Election Commission on Thursday directed Karnataka's BJP government not to go ahead with its Rs 2 per kg rice distribution scheme to poor families in view of the model code of conduct (MCC) in force for the state assembly elections May 5.

"We have told the state government that sale of subsidised rice to ration card holders through the public distribution scheme would violate the MCC, which is in force since March 20 when the state assembly election was announced," state's chief electoral officer Anil Kumar Jha told reporters here.

As the scheme was announced Feb 8 by Chief Minister Jagadish Shettar in the state budget for ensuing fiscal (2013-14), the state government was preparing to launch it from April 1 at Koppa near Sringeri in Chikmagalur district, about 320 km from here.

About 9.8 million below poverty line (BPL) cardholders across the state were to benefit from the pro-poor food scheme, with about 20-25 kg per BPL family per month.

Similarly, cardholders above poverty line (APL) were to also benefit from the subsidised scheme with rice priced at Rs 10 per kg through fair price shops across the state.

Though state Food and Civil Supplies Minister DN Jeevaraj expressed surprised at the poll panel's directive, he told reporters that the state government would abide by the decision.

In a related development, the state-run Karnataka Electricity Regulation Commission has put on hold its decision to hike power tariff in view of the MCC and in response to an appeal by the state utilities (escoms).

Chief Election Commissioner VS Sampath and the other two members of the poll panel will visit Bangalore April 8-9 to hold second round of interactions with political parties and review poll preparations with state officials and police authorities.
