The Chief Minister of Karnataka is the chief executive of the south Indian state of Karnataka. As per the Constitution of India, the governor is a state's de jure head, but de facto executive authority rests with the chief minister. Following elections to the Karnataka Legislative Assembly, the state's governor usually invites the party (or coalition) with a majority of seats to form the government. The governor appoints the chief minister, whose council of ministers are collectively responsible to the assembly. Given that he has the confidence of the assembly, the chief minister's term is for five years and is subject to no term limits.

Stepping up his offensive against the BJP government in Karnataka, Congress Vice President Rahul Gandhi on Wednesday accused it of having “mortgaged” people’s future to “mafia” and “sold” the state to mining barons Reddy brothers.

Going ballistic against the BJP in the third lap of his campaign for the May 5 Assembly elections, Gandhi charged it with having “built” the Reddy brothers– G Janardhana and G Karunakara — to come to power in the state.

“The BJP people talk about corruption. Yesterday in Parliament, they spoke about corruption. But they will not talk about Karnataka. They will not mention the corruption in Karnataka. They will not say a Chief Minister went to jail. They will not say Reddy brothers who they sold the entire state to….they talk about corruption,” Gandhi said.

The BJP leaders “who have built” the Reddy brothers, “who have taken their money” and “who are responsible for corruption” in Karnataka go to the rest of the country and talk about corruption, he said.

Gandhi said there was a time when Karnataka used to shine and be talked about as a progressive and leading state but “the sad part is that in the last nine years, (when Congress was out of power), Karnataka’s shine has disappeared.”

For the first time in history, a Chief Minister had gone to jail, said Gandhi, apparently referring to B S Yeddyurappa, who is facing corruption charges and had to quit as Chief Minister on graft charge after his indictment by Lokayukta in its report on illegal mining.

“.. and your future has been mortgaged to mafia,” Gandhi said.

He said Karnataka had a lot of natural resources, among them huge iron ore reserve. “This wealth does not belong to one individual. It belongs to everybody in Karnataka. It belongs to the youth and old people of Karnataka.”

The resources were supposed to be used to build a future for the youth of the state but “what had happened in the last nine years is this wealth has been given to a single family,” he said in an obvious reference to Reddy brothers.

Janardhana Reddy, a former state minister, has been lodged in a jail in Andhra Pradesh since his arrest in an illegal mining case by CBI in 2011.

Rejecting Prime Minister Manmohan Singh's charge that minorities are feeling insecure under its rule in Karnataka, BJP on Tuesday said he should be pointing fingers at his own party-ruled states where communal violence had been reported.

"There has been no communal incident reported in Karnataka in the last five years of BJP rule, whereas communal riots have been reported in Congress-ruled states including Maharashtra and Rajasthan," party spokesperson Nirmala Seetharaman said.

Instead of levelling "baseless" allegations against Karnataka government, the Prime Minister should have thrown light on Dhule and Bharatpur communal violence which left several people dead, she said.

"Shouldn't Mr PM point fingers at Congress-ruled states and not Karnataka where there is communal harmony?" she said.

In an allround attack on the BJP government in Karnataka, Singh, in an election meeting in the poll-bound state, had yesterday accused it of "misgovernance" and "corruption" and said the minorities were feeling insecure under its rule.

Countering his remarks, Sitharaman said apart from providing security to minorities, the state government had taken several measures for their development.

The government had allocated Rs 475 crore for minority development and spent Rs 20 crore for the upkeep of churches. "Such a fund was never allocated by any other regime."

About Rs 50 crore had been spent for improving the Haj building, besides providing fellowships to seven lakh minority students, which had not been done before, she added.

Sitaraman accused Singh of misleading the people by claiming that the development in Karnataka had taken place due to the inclusive growth policy of the UPA Government.

"On one hand, he gives away awards to Karnataka government at the Centre and on the other levels baseless allegations during his visit here," she said.

The financial management of the state compared to the central government in last ten years had been much better because the deficit was well within three per cent, she claimed. "If this fact is looked into by the economist Prime Minister, he would not have alleged what he alleged yesterday," she said.

A panel in the United States has asked the government to continue its visa ban on Gujarat Chief Minister Narendra Modi. The panel said there was significant evidence linking Modi to the violence in Gujarat in 2002.

The US Commission for International Religious Freedom (USCIRF) in its annual report has placed India in the Tier 2 Countries on religious freedom along with that of seven other countries Afghanistan, Azerbaijan, Cuba, Indonesia, Kazakhstan, Laos and Russia.

For the 2013 Annual Report, USCIRF has recommended that the Secretary of State to re-designate eight countries as countries of particular concern (CPCs): Burma, China, Eritrea, Iran,

North Korea, Saudi Arabia, Sudan and Uzbekistan.Continue visa ban on Modi, says a US panel The panel said there was significant evidence linking Narendra Modi to the violence in Gujarat in 2002.

USCIRF also found that seven other countries meet the CPC threshold and should be so designated: Egypt, Iraq, Nigeria, Pakistan, Tajikistan, Turkmenistan, and Vietnam. In its annual report, the USCIRF notes that Modi is the only individual against whom the US has so far used its visa ban provision related to religious freedom in March 2005 due to his alleged complicity in the 2002 riots that resulted in the deaths of an estimated 1,100 to 2,000 Muslims.

"USCIRF continues to urge the Departments of State and Homeland Security to develop a lookout list of aliens who are inadmissible to the US on this basis," the report said, adding that in November 2012, it had written a letter to the then Secretary of State Hillary Clinton, to continue the US policy against Modi apprehending that the Gujarat Chief Minister might apply for a visa.

"Directly related to identifying and barring from entry such severe religious freedom violators, IRFA (International Religious Freedom Act of 1998) also requires the President to determine the specific officials responsible for violations of religious freedom engaged in or tolerated by governments of CPCs, and, when applicable and to the extent practicable, publish the identities of these officials in the Federal Register," the report said.

"Despite these requirements, no individual officials from any CPC (Country of Particular Concern) countries responsible for particularly severe religious freedom violations have been identified to date," the report noted.

On the 2002 Gujarat riots, the report said, in the last two years approximately 100 people have been convicted of various crimes, with punishments ranging from minor monetary fines to life imprisonment, and more than 100 individuals have been acquitted because of lack of evidence, witnesses refusing to testify or the death of witnesses.

Additionally, "Gujarati police have closed a large number of cases, citing the unavailability of witnesses. Notably in the last year, Mayaben Kodnani, the former Minister for Women and Child Welfare, was sentenced to 28 years in jail for her involvement in the Gujarat violence," it said.

Observing that there has been no large-scale communal violence against religious minorities in India since 2008, and in recent years the Indian government has created special investigative and judicial structures in an effort to address previous such attacks, USCIRS, however said that in the past year, progress in achieving justice through these structures for the victims of past incidents continued to be slow and ineffective.

In addition, members of religious minority communities, including Muslims, Christians, Sikhs, and Jehovah's Witnesses, reported an increase during the period of intimidation, harassment, and violence, particularly in states with anti-conversion laws.

Based on these concerns, USCIRF places India on Tier 2 in 2013. India had been on USCIRF's watch list since 2009.

BJP President Rajnath Singh on Monday said it was unfortunate that Karnataka had to see three chief ministers in five years of his party rule.

Addressing an election meeting at Khanapaur, about 24 km from here, he, however, said that the BJP rule had delivered results on the development front.

The BJP government was pro-farmer and pro-poor, he said.Coming down heavily on the UPA government, he alleged that it was entangled in various scams running into the tune of Rs 5.5 lakh crores.

"Prices of essential commodities are soaring everyday and even cooking gas, which is the middle class' basic need, was not spared," he said. "On what basis are Congress President Sonia Gandhi and her son Rahul Gandhi seeking votes in Karnataka," he asked.

Taking strong exception to alleged harassment of party chief Mayawati while campaigning in Karnataka, BSP on Monday demanded immediate removal of the state Chief Electoral Officer and action against erring officials to ensure fair polls.

BSP general secretary Satish Chandra Misra has complained to the Chief Election Commissioner, saying Mayawati was "deliberately" frisked and checked for unaccounted cash when she was campaigning in the southern state on April 27.

Misra also charged the Karnataka CEO of "deliberate" humiliation and harassment of the BSP leader, besides making false statements of recovery of unaccounted cash from her.

"It is clear that the entire action was pre-planned, deliberate and intentional to harass, embarrass and disturb the party president as well as election rally apparently playing at the hands of rival political parties, who were disturbed looking at the huge crowds assembled to attend the public meeting of Mayawati," Misra said in a letter to the CEC.

The BSP leader said the Chief Electoral Officer, Karnataka, and other officers below him who "misbehaved" under his directions have acted "malafide" at the behest of political parties who are in opposition to BSP.

Misra said there is no hope of free and fair poll being held under the guidance of the current CEO.

"Officers of this nature deserve to be removed outrightly from the said office so that free and fair elections are held in Karnataka and severe action deserves to be taken against all those who misbehaved and deliberately humiliated and embarrassed Mayawati," he said.

Misra also demanded that the EC must clarify and make public how much money politicians and party presidents and other leaders of political parties can take while campaigning during elections for meeting out their daily expenses.

Saddled with perceptible anti- incumbency sentiments, the ruling BJP is expected to yield ground in Bangalore urban areas that account for a significant 28 seats in the May five Assembly elections.

In the 2008 elections, the party had bagged 17 of those seats under the leadership of B S Yeddyurappa and on the back of a "sympathy factor" after the JDS refused to hand over power to the party, reneging on its promise on the coalition.

This time, there are no such factors in its favour. Yeddyurappa formed his own party Karnataka Janatha Paksha (KJP) last year after walking out of BJP, and may dent the ruling party's prospects in the city.

The Congress had bagged ten seats and the JDS of former Prime Minister H D Deve Gowda just one in the previous elections to the 224-member Assembly.

The crisis on the solid waste disposal front which lingered on for many weeks in parts of the city is still fresh on the minds of Bangaloreans, and the BJP which was at the helm of affairs in the Bangalore City Corporation had received flak over the inept handling of the issue.

The "face" of KJP in the city is undoubtedly the former Chief Minister's protege Shobha Karandlaje, who is taking on "seasoned" Law and Parliamentary Affairs Minister S Suresh Kumar in Rajajinagar.

Shobha, who had served the BJP government as Energy Minister, as also Rural Development and Panchayat Raj Minister in the Yeddyurappa cabinet, had won from the neighbouring Yeshwantpur constituency in 2008. The segment is among those being keenly watched.

Vijayanagar and Govindrajnagar segments offer another interesting scenario as it involves the father-son duo of realtor-politician M Krishnappa and Priya Krishna of the Congress seeking re-election.

Housing Minister V Somanna had won from Govindrajnagar in 2008 on Congress ticket but subsequently crossed over to BJP and quit the seat but in the bypoll lost to Priya Krishna.

This time, Somanna is pitted against Krishnappa in Vijayanagara which promises to be among the hotly contested seats in the State. Incidentally, 29-year-old Priya Krishna has declared assets of Rs 910.9 crore, highest by any candidate in this election.

It seems it would be an uphill task for the BJP to repeat its stellar poll performance of 2008 and it would certainly be hard-pressed as the Congress is determined to improve its tally and JDS appearing to be "resurgent" in some three-four constituencies, including Chamarajpet, where its MLA B Z Zameer Ahmed Khan is seeking re-election.

JDS is fancying its chances in particular in Yeshwantpura and Byatarayanapura segments.

Among the prominent candidates in the city is Deputy Chief Minister R Ashoka, who holds the Home and Transport portfolios, seeking reelection from Padmanabhanagar.

While the overall voter turnout was 64.91 per cent in the 2008 elections, the average in the 28 segments of Bangalore was a low 47.3 per cent. The lowest was in Sarvajnanagar in the city at 35.40 per cent.

The Election Commission and a number of NGOs have made vigorous efforts in the recent weeks seeking to enlighten voters on the need to exercise their franchise.

Crorepati candidates have a formidable presence in the May five assembly polls in Karnataka.

Out of the 1,052 candidates contesting from six parties, 681 or 65 per cent, are crorepatis.

The average asset per candidate among them is Rs 9.07 crore, according to Karnataka Election Watch and Association for Democratic Reforms which have analysed self-sworn affidavits of 1,052 out of the 2,948 contesting candidates.

The candidates belong to BJP, Congress, JD(S), Karnataka Janata Party led by former Chief Minister BS Yeddyurappa, BSR Congress of former minister B Sriramulu, Loksatta Party (LSP) and a few independent candidates, mostly outgoing MLAs.

According to the analysis, the average asset per candidate for Congress (217 analysed candidates) is Rs 21 crore. For JD (S), (215 analysed) the average is Rs10 crore, for BJP (218 analysed), it is Rs seven crore and for KJP (197 analysed) the average is Rs two crore.

For BSRC (171 analysed) and LSP (22 analysed) the average is Rs 1 crore.

The top three candidates with highest declared assets are (in decreasing order): Congress' Priyakrishna from Govindrajnagar Constituency with declared assets worth Rs 910 crores followed by his party colleagues N Nagaraju from Hosakote Constituency with assets worth Rs 470 crore and Anil Lad from Bellary City with assets worth Rs 288 crores.

Among the 215 candidates analysed for JD(S), K Bagegowda from Basavanagudi constituency has declared total assets of Rs. 250 crores.

From BJP, the highest assets of worth Rs. 118 crores have been declared by NS Nandiesha Reddy who is contesting from KR Pura.

Out of 1052 candidates, 61 candidates have declared assets less than Rs. 1 Lakh.

R Sathya Narayana of KJP from KR Pura Consituency has declared zero assets in his affidavit. Ramanna RHJ of Loksatta Party from Raichur constituency has declared assets worth Rs 950 followed by Dr Abdul Kareem of Loksatta Party from Bidar South who has declared assets worth Rs 25,000.

A total of 40 candidates out of 1,052 analysed have declared liabilities of 10 crores and above.

The top three candidates with highest declared liabilities are: Congress' Priyakrishna Rs. 777 crores followed by Prabhakara Reddy R of JD(S) from Bangalore South constituency Rs 200 crore and M.

Krishnappa of Congress from Vijayanagar constituency with Rs 78 crores worth of liabilities.

Out of the candidates analysed from six parties, 220 of them, or 21 per cent, have declared criminal cases against them.

Giving the party-wise candidates with criminal cases, it said 55 out of 217 or 25 per cent fielded by Congress have declared criminal cases against them followed by 48 out of 215 (22 per cent) candidates from JD(S), 44 out of 197 (22 per cent) candidates from KJP, 45 out of 218 (21 per cent) from BJP, 21 out of 171 (12 per cent) from BSRC and 2 out of 22 (9 per cent) candidates fielded by Loksatta Party.

Out of the 11 independent candidates analysed, four (36 per cent) have declared criminal cases against themselves.

The ToI-Daksh survey examines the importance of caste as an influence on voting behaviour and comes up with some surprising findings about voter attitudes in Karnataka.

The tie is caste. For all its tech-savvy and progressivism, Karnataka still remains extremely caste-conscious when it comes to the ballot box. According to the ToI-Daksh survey of 10,772 voters across the state, 41% of respondents believe caste is very important in deciding who to vote for. The candidate comes a poor second: around 20% of prospective voters cite that the person they are voting for matters most.

The survey found Dharwad, Gadag, Chitradurga and Haveri districts much more caste-conscious than the coastal or Hyderabad-Karnatak regions. Fully, 97% of the survey's respondents from Dharwad pronounce caste as the most important factor when it comes to choosing a candidate.

Nearly 88% of respondents from Gadag, 76% from Chitradurga and 70% from Haveri are caste-conscious. On the other side of the spectrum, Udupi, Kodagu and Dakshina Kannada districts show fewer than 1% of respondents believing caste is important.

When asked about the range of opinions uncovered by the poll, political analyst and pro-vice-chancellor of Jain University Sandeep Shastri explains: "Normally, if the values are 0% or more than 90%, it's a bit surprising. However, there is indeed a higher level of caste consciousness in Dharwad, Gadag and Chitradurga districts, the stronghold of the Lingayats. There is always a strong caste-based mobilization in these districts. As far as Dakshina Kannada, Udupi and Kodagu are concerned... the caste factor in polls is indeed less."


The survey also shows increased caste-based voting among older voters. Half the respondents over the age of 61 say caste matters to them. Unsurprisingly, younger voters are more progressive; 46% of voters below the age of 45 gave minimal importance to caste.

The real shocker is that the highest educated demographic also shows the most caste sensitivity; 47% of respondents with postgraduate education say they are influenced by caste. On the other hand, only 39% of uneducated voters say caste matters to them.

"It is not surprising," says R Indira, a sociologist at Mysore University. "A person's first identity factor is caste. It was believed that the influence of caste would diminish with education. But education does not necessarily mean a change of heart. Now caste polarization is taking place in new ways. Up till the 1980s, people felt embarrassed to openly speak about caste. Now, it is being discussed in the open. The proliferation of caste- and subcaste-based organizations and the increase in the number of caste-based mutts have played a major role in making people aware of caste."

Nearly 43% of rural voters are likely to vote by caste, as opposed to 38% of urban voters. Men seem more caste-conscious, with 43% rating caste highly, as against 37% of women.

In terms of income, the segment with annual incomes between Rs 1 lakh and Rs 10 lakh are the most likely to vote on the basis of caste. Those with incomes between Rs 25,000 and Rs 50,000 are the least likely to take caste into consideration when voting.

Political parties are all too aware of this. Caste calculus underlies seat allocation and candidate selection. The dominant Lingayat and Vokkaliga communities have the lion's share of party tickets. Lingayat strongman BSY has allocated 71 tickets to fellow Lingayats. Close behind is the BJP which has given 60 tickets to Lingayats. The JD(S) plays for the Vokkaliga vote, with 56 tickets allocated to the community. The Congress targets the backwards communities, with 48 tickets given to members of the backward castes. Clearly, caste makes political sense.
