Karnataka Bye Election

A by-election (also spelled as "bye-election"), also known as a special election, is an election held to fill a political office that has become vacant between general elections. Usually, a by-election occurs when the incumbent has died or resigned. It may also occur when the incumbent becomes ineligible to continue in office, for example because of a recall, ennoblement, a serious criminal conviction, failure to maintain a minimum attendance, bankruptcy or mental incapacity. List of Chief Ministers of Karnataka
The Chief Minister of Karnataka is the chief executive of the south Indian state of Karnataka. As per the Constitution of India, the governor is a state's de jure head, but de facto executive authority rests with the chief minister. Following elections to the Karnataka Legislative Assembly, the state's governor usually invites the party (or coalition) with a majority of seats to form the government. The governor appoints the chief minister, whose council of ministers are collectively responsible to the assembly. Given that he has the confidence of the assembly, the chief minister's term is for five years and is subject to no term limits.

Former Prime Minister H D Deve Gowda-led JDS on Saturday said it would announce the list of its candidates for the May five Assembly elections by March end.

"We will announce the list of at least 220 candidates within March 31," Senior JDS leader Basavaraj Horatti told reporters here.
The JDS Parliamentary Board would soon finalise the list and send it for approval to Gowda and State JDS President and his son H D Kumaraswamy, Horatti said.
Former minister and JDS leader N C Nanaiah charged both BJP and RSS with spreading canard about JDS having an "covert" understanding with them for forging an alliance for the polls."RSS and BJP are designing a ploy to weaken our support base with the minorities by spreading such a canard," he alleged. There was no reason for the JDS to strike an alliance with BJP as its image has taken a beating in the wake of corruption charges against it, he said.

Prahlad Joshi appointed as Karnataka BJP president by national president Rajnath Singh.Karnataka Political news update karnataka news 20-13.

Lok Sabha member Prahlad Joshi was on Thursday appointed state ruling BJP chief by national president Rajnath Singh to lead its tough battle in the May 05 Assembly polls.

The appointment of Joshi, representing Dharwad, was announced by Karnataka BJP just a day after the Election Commission declared the poll schedule.

Joshi pipped other contenders as he has a comparatively wider appeal and hails from north Karnataka which the party considers as its stronghold but where it is facing a threat to its prospects from former BJP strongman BS Yeddyurappa. Numerically powerful Lingayat community to which Yeddyurappa belongs has a strong presence in north Karnataka.

A second time Lok Sabha member from Dharwad, from where Chief Minister Jagadish Shettar also hails, 50-year-old Joshi, eclipsed former chief minister DV Sadananda Gowda, Mangalore Lok Sabha member Nalin Kumar Kateel and Minister Govind M Karjol who were also in the race.

Senior BJP leader Arun Jaitley and the party's in-charge of Karnataka affairs Dharmendra Pradhan were in the city recently eliciting the views of key players in the party's state unit on a successor to KS Eshwarappa who resigned from the post earlier this month.

Gowda, hailing from coastal Karnataka, was not seen as somebody who had a mass appeal, first time MP Kateel was considered as "too inexperienced" while Karjol was an "outsider" as he is originally not from the ruling party.

Some BJP leaders also saw the "imprint" of senior party leader HN Anant Kumar in the selection of Joshi whose case he has reportedly taken up after Karjol fell out of the race.

Joshi has his task cut out, with just under seven weeks to go for polls. Anti-incumbency factor is weighing heavily on BJP leaders even as Yeddyurappa, who has formed Karnataka Janatha Paksha, is hell-bent on spoiling its party.

Reacting to Joshi's appointment, Yeddyurappa said it wasn't a surprise to him as Anant Kumar, his bete noire, has been persisting with his name. "Anant Kumar is afraid to head the sinking BJP ship and hence he has suggested Joshi's name."

Elected to Lok Sabha first in 2004 and returned to Parliament in 2009, Joshi has served on different Parliamentary committees. Joshi had served as General Secretary, BJP, Dharwad District, from 1995-98. He had held the position of president, BJP, Dharwad District from 1998-2003. He is now general secretary of BJP in Karnataka.

Nearly 70 candidates including 15 former BJP MLAs  are likely to figure in the first list of candidates of the newly formed KJP for the assembly polls. The list will be released on March 21.

Former CM B.S. Yeddyurappa, campaign committee chairman Dhananjay Kumar and party senior leaders C.M. Udasi and Shobha Karandlaje were  involved in the candidate selection process. Sources said that die-hard supporters of the former CM will get a place in the first list. They include

former minister C.M. Udasi,
former MLAs Suresh Gowda Patil,
Basavaraj Patil Attur,
Nehru Olekar,
S.I. Chikkanagowdra,
Sunil Vallyapur,

H. Halappa,
B.P. Harish,
Holalkere Chandrappa,
G. Shivanna
and Tippeswamy.

The KJP had decided to give tickets to Tarikere MLA D.S. Suresh and  Nagatana MLA Vittal Katakadonda but the Speaker has not accepted their  resignations from the assembly.

Even sitting MLCs Shivaraj Sajjanar and Mohan Limbikai are interested in contesting the assembly elections  on a KJP ticket, sources said.

The party will set aside seats for ruling party MLAs and ministers who have decided to join the KJP once the Central Election Commission

issues the notification for elections. The KJP is hoping that agriculture minister Umesh Katti will soon join the party.

The KJP has also decided to reserve tickets for  MLAs,   Laxman Sawadi,  C.C. Patil,   Shrishailappa Bidaru, Yellapura MLA V.S. Patil and  Shirahatti MLA Ramappa Lamani.   Soon after the  second batch of MLAs join the party, the second list of   candidates will be released, sources said, adding that in the first list, Yeddyurappa may also announces candidates for Bengaluru city.

process is on and the second list of candidates will be announced soon, Yeddyurappa said.

The Karnataka Janata Paksha (KJP) headed by former chief minister BS Yeddyurappa on Thursday released its first list of 69 candidates for the May 05 Assembly Elections.

Beating the ruling BJP and the Opposition Congress in the move, Yeddyurappa told reporters that he will fight from his traditional Shikaripura constituency in Shimoga district.

The former chief minister's trusted lieutenant Shobha Karandlaje, whose name figures in the list announced a day after the Election Commission declared the single phase poll schedule, will contest from Rajajinagar in Bangalore.

Out of the 69 candidates, three are women, 14 belong to the SC and eight to the ST, besides three Muslims and a Christian, Yedurappa said.

The Congress, the BJP and the JDS are still engaged in the process of selecting candidates.

The KJP will not have truck with any other party and will contest all 224 Assembly seats, said Yeddyurappa, whose party did damage to the BJP in the recently concluded Urban Local Bodies polls, but failed to make a mark on its own.

"I am confident that the party will gain majority," he said.

The KJP is in touch with pro-Kannada and various other organisations fighting for the cause of state's land, water and farmers, he said adding, "We have had three rounds of talks with these organisations and they have expressed their eagerness to join hands with us."

The process is on and the second list of candidates will be announced soon, Yeddyurappa said.

Asked when other BJP ministers and legislators, apart from those who had already joined hands with him, are expected to join the KJP, Yeddyurappa added, "wait and watch”.

BJP leader in Karnataka K S Eshwarappa today said the party has become "free and pure" after the exit of B S Yeddyurappa.

Referring to Yeddyurappa, Eshwarappa, who resigned as state unit BJP President earlier this month, said the party's workers and well-wishers were earlier pained on two fronts -- confusion over state leadership and people facing corruption charges.

"Now, there is a unity in the leadership. There is no confusion," he claimed. "The workers and well-wishers are happy that those facing CBI cases and had served a prison term are not there. The party has become free and pure."

When pointed out that the party still had some MLAs who faced corruption charges and spent time in jail, Eshwarappa, also Deputy Chief Minister, said the party would take a call on them during distribution of tickets for the coming Assembly poll.

Meanwhile, he said consultations have been completed vis-a-vis selection of candidates in all the 224 constituencies for the May five poll, with interactions with BJP district president, MPs and MLAs, and the party would finalise the list at a meeting of the State election committee on March 23, which would then be forwarded to the central leadership for clearance.

In 150 segments, the party has finalised a single candidate each. Eshwarappa said the party would face the election on the plank of the achievements of the government in the past five years and the development work it carried out, and expressed confidence of returning to power.

Chief Minister Jagadish Shettar, who was with him at the press conference, said: "We will come back (to power) with clear majority".

Shettar said the party has formed a manifesto committee, under the chairmanship of Bangalore North Lok Sabha member D B Chandre Gowda.

To a question, Eshwarappa said the state unit will certainly invite Gujarat Chief Minister Narendra Modi for campaigning in the State.

As the Election Commission announced a single phase poll for Karnataka Assembly on May 5, the focus shifted to finalisation of candidates by principal political parties -- the ruling BJP, Congress and the JDS, which have already shortlisted nominees in majority of seats.

Opposition Congress, riding high after its impressive show in the recent elections to urban local bodies, has stolen the march with its election committee finalising the party's probables list earlier this week.

It has been sent to the screening committee, sources in the Karnataka Pradesh Congress Committee said adding, most of the sitting party MLAs are expected to be renominated.

Karnataka is the first major state to go to polls after Rahul Gandhi became the Congress vice-president.

BJP, bruised after its below-par performance in the ULB polls where it received a jolt by the Karnataka Janatha Paksha (KJP) of former Chief Minister BS Yeddyurappa, who broke away from the ruling party last year, has short-listed candidates for about 150 of the 224 constituencies.

It had earlier indicated that all sitting MLAs will get tickets. JDS state unit President H D Kumaraswamy said, his party will release the list of candidates for around 150 constituencies by March 23.

The presence of KJP and BSR Congress of former BJP Minister B Srimamulu, has added a new dimension to the coming Assembly poll, with some analysts saying the two could play spoilsport for the BJP, like they did in the ULB polls.

In the outgoing 224-member Assembly, the BJP has a strength of 104, followed by the Congress 71, JDS 25, while there are 16 vacancies, caused largely by those from the ruling party shifting their loyalty to the KJP.

Election Commission of India on Wednesday announced a single-phase poll in Karnataka to be held on May 5. Counting will take place on May 8. The term of the Karnataka assembly ends on June 3.

Announcing the dates, Chief Election Commissioner VS Sampath said that Karnataka will go for a single-phase assembly election May 5.

CEC Sampath said the counting of votes will take place May 8. Over 4.18 crore voters eligible to vote for 224-member assembly.

"Election officials have already held consultations with state authorities and met various political parties in the state during their visit to Karnataka," the CEC said.

The Congress goes into the polls with an edge, having finished way ahead of BJP in the recently concluded urban local body elections in the state. While the BJP's tally shrank to 907 seats, Congress bounced back by winning 1,906 seats. Karnataka is the first big state to go to polls after the elevation of Rahul Gandhi as the Congress vice-president. The last assembly poll exercise in February was confined to the three small north-eastern states of Nagaland, Meghalaya and Tripura.

The Congress will count on a victory in Karnataka to enthuse party workers ahead of the next major round of assembly polls in Delhi, Madhya Pradesh and Rajasthan, due later this year.

On the other hand, the state's ruling party, the BJP, seems to be in disarray ever since former CM and Lingayat strongman B S Yeddyurappa, who was asked to step down in 2011 in the wake of corruption charges, parted ways and formed his own party. There has been a steady erosion in the BJP's votebase, as was evident from the drubbing it got in the latest urban body elections.

Yeddyurappa said he will not return to BJP though he hoped BJP leaders will realise that the party has come to such a pass without me.

A day after its rout in Karnataka municipal polls, the ruling BJP blamed the debacle on infighting and vowed corrective measures to ensure the party wins the assembly polls due in two months.

Senior Bharatiya Janata Party (BJP) leaders met in Bangalore on Tuesday to discuss the reasons for the dismal show in the polls to 207 urban local bodies held March 7, 2013. The results were announced on Monday.

"Infighting cost us. KJP (Karnataka Janata Party) and BSR Congress also took away our votes," Higher Education Minister CT Ravi told reporters after the meeting.

Chief Minister Jagadish Shettar, his two deputies KS Eshwarappa and R Ashoka, former chief minister DV Sadananda Gowda and a few Lok Sabha members attended the meeting.

KJP was formed by former BJP chief minister BS Yeddyurappa while BSR Congress by former BJP minister B Sriramulu.

Ravi said "we will take corrective measures. We are confident of winning the assembly polls."

On possibility of Yeddyurappa's return to BJP, he said: "Nothing is ruled out in politics."

However Yeddyurappa, at a separate press meet, gloated over the defeat of his former party.

"My aim was to defeat BJP in the urban local bodies poll. That has been achieved," he said

The KJP won less than 300 of the over 4,900 seats in the local bodies.

The BJP won over 900 seats and was tied with Janata Dal-Secular while the Congress bagged more than 1,900 seats.

The BSR Congress managed only about 80 seas.

Yeddyurappa said he will not return to BJP though he hoped "BJP leaders will realise that the party has come to such a pass without me".

Opposition Congress in Karnataka put up a sterling performance in the elections to urban local bodies as political heavyweight B S Yeddyurappa played spoilsport to ruling BJP

Congress won 1,960 wards as against 906 each secured by BJP and JD(S) of former Prime Minister H D Deve Gowda in the March seven poll counting of votes for which was taken up today.

The polls in urban pockets of the state were seen as a "semi-final", coming as it does in the run up to assembly elections due by May. The Karnataka Janatha Paksha of former Chief Minister Yeddyurappa, who quit BJP in November last made its electoral debut securing 274 wards.

The former BJP strongman dented the ruling party's prospects but failed to make much impact statewide on its own, exemplified by his party's performance in his home district of Shimoga where KJP could secure only 34 wards out of 176 with

Congress bagging 64, JD(S) 40 and BJP 24.

The BSR Congress of former Minister B Sriramulu, who had also broken away from BJP won 86 wards, eating into latter's votes. Independents made it big, winning 776 wards and are all set to play a key part in formation of urban local bodies where the elections have thrown up fractured verdict.

Congress taken early lead in the Karnataka local polls,Karnataka local elections, Congress takes early lead and BJP trails in Karnataka local elections, Karnataka news Update, Karnataka News.

Bangalore:Mar 11, 2013

yeddyurappa

The Congress has taken early lead in the Karnataka local polls, which have been billed as semi-finals before the state elects a new Assembly in a couple of months.

Initial trends show that the Bharatiya Janata Party (BJP) is finding the going tough and has not been fully able to counter the BS Yeddyurappa effect.

There are a total number of 4976 seats for which counting is taking place. The Congress is doing very well in Bellary and Dakshin Kannada.

The Bellary brothers, who had launched the BSR Congress, are also trailing in their stronghold with the Congress leading in all the seats.

The party is also leading in areas dominated by the JDS. In what could be a massive blow to the BJP, the party is trailing at the fourth place.

The results are crucial since they could be an indicator of what will happen in the state elections coming up in two months. Over 200 municipalities including seven city corporations went to the polls on March 7.

The BJP needs to win 30-40 per cent of the seats in order to retain power. But the party has been riven by mass defections to the Congress and Yeddyurappa'a Karantaka Janata Party (KJP).

Even the Janata Dal (Secular) is hoping for gains to increases their bargaining power in the upcoming Assembly polls.
