A by-election (also spelled as "bye-election"), also known as a special election, is an election held to fill a political office that has become vacant between general elections. List of Chief Ministers of Karnataka
The Chief Minister of Karnataka is the chief executive of the south Indian state of Karnataka. As per the Constitution of India, the governor is a state's de jure head, but de facto executive authority rests with the chief minister. Following elections to the Karnataka Legislative Assembly, the state's governor usually invites the party (or coalition) with a majority of seats to form the government. The governor appoints the chief minister, whose council of ministers are collectively responsible to the assembly. Given that he has the confidence of the assembly, the chief minister's term is for five years and is subject to no term limits.

Bengaluru civic corporation poll on July 28
Election to the Bengaluru civic corporation will be held on July 28 and counting on July 31, the state poll panel said on Thursday.
Bengaluru, (IANS) Election to the Bengaluru civic corporation will be held on July 28 and counting on July 31, the state poll panel said on Thursday.
Announcing the poll schedule for Bruhat Bengaluru Mahanagara Palike's (BBMP) 198 wards, state election commissioner P.N. Srinivasachari said the code of conduct comes into force with immediate effect and remain till August 1.
He said civic commissioner G. Kumar Naik will notify the election on July 8 when the nomination process will also begin and candidates can file papers up to July 15, he told reporters here.
Scrutiny will be on July 16 and withdrawal will be allowed till July 20.
Re-polling, if required, will be held on July 30.
"Rs.5 lakh is the poll expense limit per candidate," Srinivasachari said.
Of the city's 10 million population, 7,122,165 are registered voters till date and those who have not yet enrolled can do by July 15 in their civic wards.
"In all, 6,733 polling stations will be set up across the 198 wards, with one booth for 15,000 voters. Three helplines will function for enquiries, complaints and malpractices, if any on the voting day," Srinivasachari said.
EVMs will be used for polling and a holiday will be declared for July 28.
The poll is being held before August 5, as directed by the Supreme Court on May 5 on the plea of the state government, which sought more than the six months the Karnataka High Court had set on April 24.
The Congress government superseded the Bharatiya Janata Party-led civic body on April 18, four days before its five-year tenure was to end.
An amendment was also passed in the assembly on April 20 to bifurcate or trifurcate the BBMP for better governance, but could not become a law as the bill was referred to a committee of the legislative council on the insistence of the opposition BJP and the Janata Dal-Secular (JD-S).
The state government's attempt to postpone the poll beyond August 5 backfired, as the high court's single judge bench of Justice B.V. Nagarathna on Tuesday dismissed its interim application, with a fine of Rs.10,000 for attempting to defy the apex court order.

8,687 candidates to be elected unopposed
A total of 8,687 candidates are all set to be elected unopposed in the forthcoming gram panchayat elections.
State Election Commissioner P.N. Srinivasachari told presspersons here on Wednesday that 901 seats will remain vacant as no nominations had been filed.
Admitting that residents of several districts, including Kolar, Chamarajanagar, Chikkamagaluru, and North Karnataka, had boycotted the polls, he said it was either because of lack of basic amenities, particularly drinking water, or a demand to upgrade the existing gram panchayats into town panchayats.
“The seats that have been boycotted will go uncontested. We will subsequently conduct polls in these places too,” he said.
The commission has made elaborate arrangements for the smooth conduct of the two-phased polls on May 29 and June 2. “We will begin mustering for the first phase on Thursday and the ballot boxes and other election paraphernalia will be handed over to the designated poll officers on the same day. Polling will be held between 7 a.m. and 5 p.m. on May 29,” Mr. Srinivasachari said.
On the reported auctioning of seats in some villages, he said this had been reported only in a few gram panchayats. “We had instructed the Deputy Commissioners to conduct a probe. However, when the officers went to those areas, none came forward to give a complaint. We will have to consider these seats as elected unopposed,” he said.

Karnataka Gram Panchayat Election: 3,272 GPs Go to Polls Today
BENGALURU: Voters in 15 districts will choose their local governments on Friday as 3,272 gram panchayats go to polls in the first phase, with over 1.2 lakh candidates in fray.
Elections for the remaining 2,801 gram panchayats will be held on June 2.
These grassroot-level elections are expected to see a record turnout as voting has been made mandatory for the first time in the state, though there is no punitive action for those who do not vote.
In the run-up to the elections, a hectic and fiery campaigning was witnessed in all gram panchayats with candidates leaving no stone unturned to woo the voters. Unlike Assembly and Parliament elections, there is no cap on expenditure by candidates in the GP polls, and money and liquor were flowing freely during the campaign.
The reason for such a fierce fight is attributed to the huge funds that are being pumped directly to the local governments under various schemes like the Mahatma Gandhi National Rural Employment Guarantee Scheme.
“Unlike in the past, gram panchayats are getting huge funds now. So there is a huge scope for the GP members to make best use of these funds and bring a visible change in their villages. But unfortunately people with such intentions are very few,” said a senior Congress leader while refusing to be named.
Though these elections are supposed to be apolitical, all the three major political parties of the state actively participated in the campaigning as a majority of the candidates are workers of these political parties.
Mysuru, Chikkamagaluru, Dakshina Kannada, Hassan, Kodagu, Mandya, Chamarajnagar, Udupi, Belagavi, Vijayapura, Haveri, Bagalkot, Uttara Kannada, Dharwad and Gadag districts will go to polls on Friday in the first phase.
Candidate Murdered: A GP election candidate was murdered by miscreants on KGF-Mulabagal Road on Thursday. Subramani (36) was contesting from Balla. Personal enmity is suspected to be the reason.

No special brushes to ink gram panchayat poll voters
MYSURU: The election commission is using the old plastic applicator instead of special brush to mark indelible ink on voters during the upcoming Gram Panchayat (GP) polls in the state. The special brushes were used in the recent assembly elections in New Delhi to mark the ink on voters.
The Mysore Paints and Varnish Limited (MPVL) has supplied 90,000 bottles of indelible ink worth Rs 1.10 crore to the State Election Commission (EC). Each 5 ml ink bottle costs around Rs 90 and can be applied to nearly 300 to 400 voters.
