This district holds immense historical and archaeological significance, owing to the presence of ancient temples and other tourist attractions. Some of these are the Temple of Sun God at Arasavilli, Mukhalingam Temple, the Dantapuri Budhdhist Remnant Site, the Mahendra Tanaya, Ravi Valasa, and the famous beaches of Kalingapatnam, Baruva and Kallepalli, among others. With a total population of 2,537,597 (2001 census), the Srikakulam District is one of the most urbanized and populous districts in AP.

 

About the Constituency:

Belonging to the Srikakulam District in the northeastern parts of Andhra Pradesh, its eponymous Parliamentary constituency is one of the 42 Lok Sabha seats in the state. The total number of electorates in the Srikakulam Lok Sabha Constituency (constituency number 19) according to Election Commission of India 2009 reports are 1,226,125 of which 593,164 are males and 632,961 are females. The Srikakulam Lok Sabha seat, which fought its first general elections in the year 1952, holds political importance in Andhra Pradesh as a whole. Formerly known as Chicacole, the Srikakulam District has the town and municipality of Srikakulam as its administrative headquarters. One of the most renowned industries in this district is the medicine company called Dr. Reddy's Laboratories.

 

As per the Delimitation Commission’s Order of 2008, a total of seven Assembly segments make up this Parliamentary constituency.

Political Background:

Though West Delhi areas have traditionally been habitat of the Punjabi and Khatri voters, in its new avatar would also include —traditional Delhi dehat voters, the residents of new housing societies in Dwarka and many migrant voters in over 100 unauthorised colonies — severely denting its exclusive Punjabi profile. Others include many resettlement colonies who are traditionally Congress voters.

Present Scenario:


Delimitation has resulted in the addition of old seats like:

  • Janakpuri
  • Hari Nagar
  • Tilak Nagar from south Delhi
  • Madipur, Najafgarh from Outer Delhi.

Also, four completely new Assembly seats —

  • Uttam Nagar
  • Vikaspuri
  • Matiala
  • Dwarka

have come into existence and are part of this new constituency. Comprising both rural and urban areas, the 10 Assembly segments falling in the West Delhi parliamentary constituency will see a battle of attrition between the Congress and the BJP, Arvind Kejriwal’s Aam Aadmi Party (AAP) with the BSP are likely to play a major role in the results of some of the constituencies.

Where BJP can foresee its chances:

BJP is likely to have an edge over Congress in Janakpuri, Hari Nagar and Tilak Nagar constituencies. The constituency comprises 70 per cent areas of outer Delhi and 30 per cent of south Delhi. With a total 1,748 polling stations, numbers of voters add up to 1,81,2,564 in the area.

 About Parliamentary Constituency: 

  • With affluent colonies and Government employees largely dominating the New Delhi Parliamentary Constituency, development is set to be the main poll plank in the most prestigious segment.
  • The ruling Congress has its tail up by winning six seats in the 2008 Assembly Polls under the leadership of Chief Minister Sheila Dikshit. While Dikshit is eyeing to win the seat for the fourth time in a row; BJP’s Vijender Gupta is determined to put up a stiff fight to his arch political rival in what could be the most keenly-contested battle. In the past too, the New Delhi constituency held its charm with several classic battles. The seat has been represented in the Lok Sabha by political heavyweights like Sucheta Kriplani, Atal Bihari Vajpayee, Lal Krishna Advani and Bollywood heartthrob of yesteryear's Rajesh Khanna.
  • The most prominent political establishments of the country, some of the most expensive residential addresses in the world and the high-end shopping destinations and tourist attractions characterise the New Delhi parliamentary constituency. Dominated by Government employees from various States, Punjabi migrants and middle class voters of various hues, the New Delhi constituency has emerged as the real metropolitan face of the Capital. What adds value to this prestigious seat is its representation in the Delhi Legislative Assembly by Chief Minister Sheila Dikshit for three terms in a row. True to its character, the seat is once again the ground for the most keenly-contested electoral battle between Dikshit and her political rival Vijender Gupta, the former president of Delhi BJP.
  • The New Delhi parliamentary constituency comprises the Assembly seats of New Delhi, Greater Kailash, Malviya Nagar, Karol Bagh (SC), Rajinder Nagar, Patel Nagar (SC), Kasturba Nagar, Delhi Cantonment, RK Puram and Moti Nagar. With the well developed and planned Lutyen’s Zone and some posh localities, comprising a major part of the constituency, New Delhi is also the most urbanised pocket in the country. However, the previous election results have broken the myth that the urban voters are a monopoly of the BJP. The BJP lost its stronghold since 1952 - Kasturba Nagar constituency - to the Congress’s first timer Neeraj Basoya. In the 2008 Assembly elections, the first after delimitation, the saffron party could flutter, in just four segments, with the Congress winning six.

Political  Background :

  • Prior to delimitation too, New Delhi seat held its charm with several classic battles. In Parliament, the seat was represented by BJP icon Atal Bihari Vajpayee twice in 1977 and 1980 respectively. His tenure was followed by a sensational fight between another BJP heavyweight Lal Krishna Advani and Rajesh Khanna, the Bollywood heartthrob of the yesteryear's, wherein Advani had just managed to get better of the latter in a nail-biting finish. Later, Khanna was also elected from the seat defeating another actor-turned-politician Shatrughan Sinha. The New Delhi seat also went to apolitical persons like Jagmohan in 1996, 1998 and 1999 after it was won by Congress leader Ajay Maken in 2004 and 2009.
  • With a population of 2.65 lakh and the voters population at 1.45 lakh, the New Delhi Assembly constituency has 40 per cent areas of Sarojini Nagar, 47 per cent Gole Market and 13 per cent of Minto Road. Most of the New Delhi Municipal Council (NDMC) areas fall under this constituency. This segment has 37 per cent Government employees, 20 per cent Punjabi, 18 per cent Scheduled Caste, 10 per cent Bania, 10 per cent Brahmin and 1 per cent slum dwellers. The constituency comprises North Block and South Block, Janpath, NDMC areas, South Extension, Lodhi Colony, BK Dutt colony, Safdarjung Enclave, Rouse Avenue, President House, Chitragupta Road, Gole Dakkhana, Connaught Place, Panchkuiyan road, some parts of Minto road, RBI quarters and Sarojini Nagar.

About Parliamentary Constituency:

Once identified as a downmarket habitat for Delhiites, Trans-Yamuna since then has transformed into being one of the most sought-after addresses in the national Capital. The ever-expanding horizons of this area, located across the river, led to a population boom, which further resulted in its bifurcation into two parliamentary constituencies, namely, East Delhi and North-East Delhi. Marked by scores of group housing societies and JJ colonies, East Delhi got a major facelift due to the Commonwealth Games, 2010.

Demographic Background:

With a vote share of about 10 per cent, the Poorvanchalis (migrants from Eastern UP and Bihar) form the biggest regional group here. However, with continuous migration of people in this region, there has been a gradual change in the dynamics of voting pattern here. The East Delhi parliamentary constituency now has 15.70 per cent Muslims, 14.35 Punjabis, 14.82 per cent SCs, 12.45 per cent OBCs, 11 per cent Brahmins, 11-12 per cent migrants from UP and Bihar, 9 per cent Baniyas, 6.74 per cent Gujjars, 3 per cent Sikhs and 1 per cent South Indian voters.

Regions:

A major part of East Delhi falls south of the GT Road in Trans-Yamuna but also spreads to the West of the Yamuna covering posh areas like Jangpura and Okhla. It not only contains a large number of group housing societies, DDA flats and upscale colonies, but also has over 100 unauthorised regularised colonies.

 About Parliamentary Constituency: 

  • Once known as the constituency of the rich and famous, South Delhi has lost its elite touch post-delimitation. Many of the posh colonies have been shifted to the New Delhi Lok Sabha constituency, while South Delhi now has a majority of voters from villages and slums, bringing caste politics into play as never before.
  • Affluent colonies like Greater Kailash, Hauz Khas and RK Puram were separated out of it as a consequence of delimitation in 2008 and the South Delhi constituency was converted into a conglomerate of villages; mostly carved out from the erstwhile Outer Delhi constituency that was represented by Congress veteran Sajjan Kumar

 Present Political Scenario:

  • Make shift from BJP TO Congress: From being a posh constituency to a conglomerate of villages and from being a BJP bastion to a Congress stronghold, the South Delhi Parliamentary constituency has undergone a complete transformation. Delimitation of constituencies in 2008 led to posh areas like Greater Kailash, Hauz Khas and RK Puram giving way to a host of unauthorized colonies and villages dominated by migrants, Jats and the Gujjars. Not only did the constituency lose its urban sheen, but also saffron clusters of Moti Nagar, Hari Nagar and Janakpuri were separated from it to form parts of the West Delhi Parliamentary constituency. On the other hand, nearly 90 per cent of the areas of the erstwhile Outer Delhi constituency merged with the South Delhi constituency with voters bearing impression of Jat leader Sajjan Kumar on their minds and hearts.
  • Political History: Prior to delimitation, the South Delhi seat remained a tough nut to crack for the Congress. Till 2009, despite performing decently in the Assembly polls, the Congress failed to wrest the seat since 1985 when Congress’ Arjun Singh had won the by-elections. The reasons for this parliamentary constituency becoming a stronghold of the BJP are not far to seek. The predominantly Punjabi population, mostly first and second generation post-Partition refugees, sided with the BJP ever since. Longstanding Parliamentarian and BJP veteran Vijay Kumar Malhotra retained the seat for the most part of this phase.
  • With nearly 15 lakh voters, the South Delhi Parliamentary constituency comprises the Assembly segments of Bijwasan, Palam, Mehrauli, Chhatarpur, Deoli, Ambedkar Nagar, Sangam Vihar, Kalkaji, Tughlakabad and Badarpur. With a large rural base, the constituency has a dominant OBC population of around 31.5 per cent. The Scheduled Castes, Gujjars, Jats and Yadavs too play a significant role in this part of the city. Once known as the constituency of the rich and the famous, South Delhi has lost its elite touch post-delimitation. Many of the posh colonies have been shifted to the New Delhi Lok Sabha constituency, while South Delhi now has a majority of voters from villages and slums, bringing caste politics into play as never before.
  • Present Scenario: However, given the caste equations and existence of unauthorised colonies, cracking this belt will be a tough challenge for the BJP as the dominant OBC, Gujjars, Jats and Yadavs are considered traditional vote banks of the Congress. However, the BJP would hope for finishing better this time with Ramvir Singh Bidhuri coming to the party fold and its Gujjar face Ramesh Bidhuri too maintaining its hold on the community. Of the 42 villages in the constituency, 18 are dominated by Jats, 12 by Gujjars and five by the Yadavs.
  • While Gujjars are predominantly present in Chhatarpur, Badarpur and Tughlakabad, Jats also have a sizeable presence in the villages bordering West Delhi. The South Delhi constituency has 31.5 per cent of OBC population, 18.5 per cent of SC, 9.39 per cent Brahmins, 9.04 per cent Gujjars, 6 per cent Muslims, 5.29 per cent Punjabis, 5 per cent Jats, 4.40 per cent Banias, 3.6 per cent mixed-class and 2.33 per cent Yadavs. As a single region entity, the Poorvanchalis account for nearly 15 per cent of the votes.
