About eight percent of the candidates --analysed by the Association for Democratic Reforms (ADR) and Maharashtra Election Watch (MEW)-- who are contesting the third phase of elections to the Municipal Council and Nagar Panchayats in four districts of Maharashtra, are crorepatis.

Local bodies elections will be held for 342 seats in Aurangabad, Nanded, Bhandara and Gadchiroli districts tomorrow.

Screening of self-sworn affidavits (done by both these non-government bodies) of 1142 candidates out of the 1623 who are contesting the third phase of 20 Municipal Councils and two Nagar Panchayats across the state, have shown that 90 (8 percent of 1142) are crorepatis.

Due to unavailability of some affidavits, ADR could not analyse candidates contesting for Municipal Councils of Vaijapur, Gangapur (both Aurangabad district), Kandhar (Nanded district) and Nagar Panchayats of Ardhapur & Mahoor (both Nanded district).

The average assets per candidate analysed for this election, is Rs 31.97 lakhs, for these four districts.

The candidate with highest declared total assets is Ganesh Jaikisan Fafat who is contesting from Desaiganj Municipal Council (Gadchiroli), with assets worth Rs 6 crore plus. There are 264 (excluding one zero asset) candidates who declared assets below Rs 2 lakhs.

The candidate with highest declared total liabilities is also Fafat with liabilities of Rs 1.55 crores.

Agewise

About 69 candidates have declared to be between 21 to 24 years; 175 candidates between 25 to 30 years, 349 candidates between 31 to 40 years; 333 candidates are between 41 to 50 years; 154 candidates have declared their age to be between 51 to 60 years, 57 candidates are between 61 to 70 years while five candidates had declared their age to be between 71 to 80 years.

Out of total 1142 analysed candidates, 578 (51 percent) are men whereas 564 (49 percent) are women.ADR and MEW have also analysed self-sworn affidavits

of 86 candidates out of 119 who are contesting for post of Municipal Councils President in the third phase.

Due to unavailability of affidavits, ADR could not analyse candidates contesting for Municipal Councils of Vaijapur, Gangapur (both Aurangabad district), Kandhar (Nanded district) and Nagar Panchayats of Ardhapur & Mahoor (both Nanded district).

President elections are being conducted directly in all 20 Municipal Councils.

Crorepati Candidates

According to a statement from ADR, out of the 86 screened candidates, 27 (31 percent) are crorepatis.

The average assets per candidate analyzed for this election, is Rs 95 lakh plus.

The candidate with highest declared total assets is Yogita Pramod Pipare who is contesting from Gadchiroli Municipal Council (Gadchiroli), with assets worth Rs 7 crore plus. There is only one candidate Ashok Gangaram Tokalwar from Deglur council, who declared zero asset from above four districts.

There are 11 (excluding one zero asset) candidates who declared assets below Rs 2 lakhs.

The candidate with highest declared total liabilities is Archana Bhaskar Dange who is contesting from Desaiganj Municipal Council (Gadchiroli), having liabilities of over Rs one crore.


 

  1. In Third Phase 50 gram panchayats will go to polls on December 18
  2. Nominations will be received between December 6 and 13. Scrutiny of papers will be done on December 14 and last date of withdrawal is December 16. On the same day, election symbols will be distributed to candidates.
  3. Counting of votes will be taken up on December 28, after the polling is over.
  4. In Thane district, there are five gram panchayats, which will go to polls while in Palghar district there are three gram panchayats; Raigad, Ratnagiri, Ahmednagar, Nandurbar, Aurangabad, Beed and Gadchoroli one each; Solapur, Nanded, Amravati, Buldhana and Wardha two each; Bhandara, Dhule and Yavatmal 3 each; Pune 6, and Nashik 10.

When & Where Elections will be held in four phases across Maharshtra for minicipal councils corporation nagar parishads nagar panchayats

  1. For the 61 local bodies in Vidarbha, polling will be held in three phases. On November 27 (Phase 1), polling will be held for eight councils in Yavatmal district, five in Akola, three in Washim, nine in Amravati, nine in Buldhana, six in Wardha, and five in Chandrapur.
  2. There is no polling in Vidarbha on December 14 (Phase 2). Elections to 14 parishads and pachayats in Pune and Latur will be held on December 14 (Phase 2).
  3. On December 18 (Phase III), the four local bodies go to polls in Bhandara, and two in Gadchiroli.
  4. On January 8 (Phase IV), 11 parishads and panchayats in Nagpur and two in Gondia go to polls.
  5. Across the state, Nov 27 will see polling in 147 councils and 18 panchayats. In phase II on Dec 14, 14 councils will go to polls. Phase III will have 20 councils and two panchayats while the Phase IV on Jan 8 will witness polling in 11 municipal councils.
  6. Of the 212 municipal councils, in 192, voters will directly elect council presidents.
  7. The 212 councils together have a population of 94 lakh, of which more than 70 lakh are registered voters.
  8. The SEC this year has developed a portal where candidates can file their nomination and upload their affidavits.
  9. Out of the total 4,750 seats for which elections will be held, 2,445 seats are reserved for women, 608 seats for Schedule Castes, 198 seats for Schedule Tribes and 1,315 seats for the Backward Classes category.
  10. Maharashtra Election Commissioner said each of the ballot papers on the Electronic Voting Machines (EVMs) shall have different colours for easy identification.
