A Gram Panchayat, City Corporation, Mahanagar Palika or Mahanagar Nigam is a local government in India that administers urban areas with a population of more than one million. The growing population and urbanization in various cities of India were in need of a local governing body that can work for providing necessary community services like health care, educational institution, housing, transport etc. by collecting property tax and fixed grant from the State Government.

Panchayati Raj and Municipal Govts in Arunachal Pradesh
- Since time immemorial till the advent of statutory Panchayats in Arunachal Pradesh, the political, social, legal and other affairs of the tribesmen were regulated through its indigenous self-governing institutions like Kabang, Buliang, etc only.
- Following the Chinese aggression of 1962, the Govt of India decided to design its administrative machinery of the NEFA Administration to achieve twin objectives of bringing the areas to the national mainstream; and to make the people to take a lively interest in developmental activities. Kind of modern governmental institutions was sought to be introduced so that the territory could come close to the national political life. The first step towards achieving these objectives was to appoint a four-member Committee headed by late Daying Ering to consider the expansion and development of modern local self-govt in then known as NEFA.
- The Ering Committee submitted its report in January 1965 with certain significant recommendations which were accepted by the Govt for implementation. The committee, inter alia, suggested an organically-linked four tier popular (rural) local bodies in NEFA.
- The President of India promulgated the North East Frontier Agency (NEFA) Panchayati Raj Regulation, 1967. It was framed on the basis of the Daying Ering Committee recommendations in the exercise of the powers conferred by Article 240 of the Constitution. In accordance with the provisions of the 1967 Regulation three-tier local-self administration was brought into force (1969) in the NEFA – Gram Panchayat at the village level, Anchal Samiti at Block level, and Zilla Parishad at District level. The fourth tier was the territorial level body named as Agency Council.
