Hiyanglam by-poll rescheduled to October 17
The by-poll to Hiyanglam constituency in Thoubal district has been rescheduled on October 17 in view of the Black Day observance.
Addressing media persons at his chamber in New Secretariat on Thursday, Chief Electoral Officer O Nabakishore announced that the Hiyanglam by-poll which was earlier scheduled for October 15 has been postponed to October 17 as the date clashed with the Black Day observance.
Black Day is observed every year in Manipur by various social organisations to protest the Merger Agreement which was signed on October 15, 1949.
Nabakishore said the model code of conduct has also come into effect with the announcement of the election schedule on September 12.
Hiyanglam by-poll is to conduct to fill its seat, which has been left vacant after sitting MLA MaibamKunjo of Manipur Pradesh Trinamool Congress Committee (MPTCC) passed away recently.
Notification for the by-election will be issued on September 20, the last date of filling for nomination will be September 27 and scrutiny of nominations will be done of September 29, he said.
Incidentally, Hiyanglam A/C has 34 polling stations and 24214 voters including 11888 males and 12326 females. Each of the polling station would be guarded by a section of Central paramilitary forces and all the polling stations would be declared as hyper-sensitive, informed the CEO.The entire voting process would be videographed and voters would be verified using the data base of electors available at the CEO's office, he added.
