Three-tier Panchayat election in Haridwar district will be held in three phases, starting from December 21. The election will be held for the posts of Pradhans, District Panchayat members Kshetra Panchayat members and Gram Panchayat members.
The counting of votes will start from 8 am on January 5. As election will be held through ballot papers counting of votes may take two or three days to complete. The notification being issued on Saturday, the model code of conduct has been enforced in the district, excluding the areas falling under Municipal Corporation.
A total of 8, 30, 905 voters— 3,93,697 women and 4,37,208 men—will exercise their franchise in this three-tier rural body election. The election will be held for 3736 posts of Gram Panchayat, 308 posts of Gram Panchayat pradhans, 221 posts of Kshetra Panchayat and 47 posts of District Panchayat, said State Election Commissioner Subardhan while interacting with media persons in Dehradun on Saturday.
Despite the model code of conduct being enforced, the ongoing development projects in election - bound areas would not be affected, he said, adding that the model code of conduct would be in force till the election result is declared.
Subardhan further said that the three phase election will be held as per the dates announced. In the first phase, election will be held for two blocks - Laksar and Khanpur on December 21. In the second phase, election will be held for another two blocks—Bahadarabad and Bhagwanpur on December 27.
The polling for the third and the final phase will be held in two blocks- Roorkee and Narsan- on January 2, 2016. Candidates can file their nominations from 8 am to 4 pm between December 1 and December 4. Scrutiny of nomination papers will be held between December 5 and December 9. Candidates can withdraw their nominations between 8 am and 3 pm on December 10.
Election symbol to the candidates of blocks, Laksar and Khanpur, will be allocated on December 11 while they would be allocated to the candidates of Bahadrabad and Bhagwanpur blocks on December 17. December 23 has been fixed for the same to the candidates of Roorkee and Narsan. The polling will be held between 8 am to 5 pm on above mentioned dates.
Candidates contesting election for the post of Gram Panchayat member can spend maximum `5,000 while `25, 000 can be spent on the maximum side by the candidates contesting for the post of Gram Panchayat Pradhan and Kshetra Panchayat members. However, those contesting for the posts of District Panchayat members would be allowed to spend Rs 70, 000. The election commission has made 1508 polling booths and 520 polling centres to conduct peaceful election, the State Election Commission chief said.
