74% turnout in Uttarakhand by-poll

A turnout of 73.95% was recorded in the by-election to the Bhagwanpur Vidhan Sabha seat in Uttarakhand on Saturday.
The bypoll in Haridwar district was necessitated following the death of Surendra Rakesh, who was Minister of Transport and Social Welfare in the Harish Rawat Cabinet. He was a member of the Progressive Democratic Front that supports the Congress government in Uttarakhand.
In March last year, Rakesh was suspended from the BSP for anti-party activities.
There is tough competition between Congress candidate Mamata Rakesh, wife of Surendra Rakesh, Bharatiya Janata Party candidate Rajpal Singh, and (Master) Satyapal Singh, an Independent candidate. The byelection is important to the Congress as a win here will ensure it has a majority of 36 MLAs in the 70-member House.

Uttarakhand bypoll: BJP demands appointment of 'impartial' observer
Opposition BJP in Uttarakhand on Friday asked the Election Commission of India to appoint an "impartial observer" for tomorrow's Bhagwanpur Assembly bypoll and sought deployment of para-military personnel throughout the constituency.
Bypoll to the seat was necessitated by the death of Cabinet Minister Surendra Rakesh in February this year.
1> Congress has fielded his widow Mamata Rakesh from the seat to garner sympathy votes whereas BJP has nominated a greenhorn Rajpal Singh from the seat.
2> Surendra Rakesh had won the seat on a BSP ticket in 2012 assembly elections but was later expelled by the party for alleged anti-party activities.
3> The entire constituency has been divided into 16 sectors where 143 poling booths have been set up in a total of 86 polling stations. There are 1,12,069 voters in the constituency, of which 60.789 are male and 51,280 female.

Haridwar SSP Sweety Aggarwal said apart from local police personnel, Central para-military forces are being deployed at each sensitive and extremely sensitive booth of the constituency which falls under the district.
Besides, six mobile parties have also been constituted by the police whereas one sub-inspector, 4 constables and one section of Provincial Armed Constabulary have been deployed at every inter-state barrier, she said.
One PAC platoon has also been kept in reserve at the district police headquarters, she said.

The ruling congress has fielded his widow Mamata Rakesh from the seat where she is locked in a straight contest with BJP's Rajpal Singh.

SIX CANDIDATES IN THE FRAY FOR UTTARAKHAND ASSEMBLY BY-POLL

With the Bahujan Samaj Party and the Samajwadi Party choosing to stay out of the fray, a straight fight between the Congress and the BJP appears to be on the cards for Bhagwanpur Assembly seat in Uttarakhand where a by-poll will be held on April 11.
A total of six candidates are in the fray for the by-poll to the reserved SC seat including ruling Congress’s Mamata Rakesh, BJP’s Rajpal Singh and four Independents - Gurmel, Darshana Devi Rathore, Dipak Surya and Pritam Singh.
The seat fell vacant after the death of Cabinet Minister Surendra Rakesh in February this year.
The Congress has fielded his widow Mamata Rakesh from the constituency to make the most of sympathy votes in favour of the deceased MLA who died of cancer, while the BJP has nominated a relative greenhorn Rajpal Singh from the seat.

Winning the seat is important for the ruling Congress in Uttarakhand as it will help the party get the elusive majority figure in the State Assembly on its own.
