What exactly is the odd-even rule?

Odd-even rule exemptions:

School children in uniform will be exempted from the ‘Odd-even rule’ in this second phase. Arvind Kejriwal-led govt has exempted women from the odd-even rule in its first phase, that continues to be the same this time too. 
 
Odd Even Started on 15th April (Ram Navami)
  1. The rule is being enforced from April 15-30, 8 am to 8 pm with Sundays being exempted. Women drivers and VIP vehicles have been exempted from the rule as well.
  2. 2,000 officials of Delhi Traffic Police are being deployed on roads daily
  3. Transport Minister Gopal Rai says the DMRC has added two more trains
  4. According to Delhi Traffic Police, 511 challans were issued till 1 pm and the highest number of offenders were from South and West Delhi.
  5. almost 2,500 personnel will be deployed at 200 points of the city, with ex-servicemen assigned the task of patrolling inner streets.
