EVEN as the Rourkela Municipal Corporation (RMC) continues to function without any elected council for the last couple of years, demand for early election to the civic body is gaining ground for ensuring development at grassroots level and improve delivery of services.

The formation of the RMC is embroiled in litigations delaying the election process while it is still debatable whether the civic body is better under the Government-appointed administrator or elected council. However, all political parties demand election.

The normal tenure of the then 33-member Rourkela Municipality, led by the BJD, had ended in August 2013 and within two months, the Government announced to upgrade it into RMC. The Housing and Urban Development department officially notified formation of RMC in November 2014.

The department has also failed to act on a separate HC order to take a decision on merger of slum pockets like Luakera, Hamirpur and Tumkela under territorial jurisdiction of RSP into RMC.  RMC Commissioner A K Mallick said formation of seven new wards is stalled owing to the HC’s stay order.

Former municipality chairman Ramesh Bal, who is also the president of Rourkela Bar Association and spokesperson of the BJP, said it is the responsibility of the Government to vacate the stay order on the RMC as the democratic process of election should not be jeopardised. The civic body without elected corporators cannot ensure development at grassroots level, he added.

Rourkela unit BJD president A C Mohanty and former Congress MLA Pravat Mohapatra also demanded RMC poll.
