EC announces Assembly Elections schedule for Five States

Election Commission (EC) today announced schedule for Assembly elections in Madhya Pradesh, Delhi, Rajasthan, Mizoram and Chhattisgarh. Election commission did not announce any dates for Jammu & Kashmir yet.

  • Madhya Pradesh - November 27th
  • Delhi and Mizoram - November 29th
  • Rajasthan - December 4th
  • Chhattisgarh - November 14th and 20th
  • Counting on December 8th.

Three of these five states are currently ruled by BJP (Madhya Pradesh, Rajasthan and Chhattisgarh).

New Delhi: Apart from 650 observers who will keep a close watch, EC has also decided to deploy micro-observers in select constituencies of Chhattisgarh, in the backdrop of the possibility of attacks by Naxals. They will be appointed from among central government/PSU officials available locally. The micro-observers, working directly under the general observer, will be stationed at specific polling locations from where they can keep a close watch on one or more polling stations. 
While issuing mandatory order for transfer of officials who have been in one district for more than three years and no-posting in home district, EC has also asked district election officers to prepare a comprehensive plan, including communication strategy which will cover resources such as landlines, mobile phones, wireless sets, satellite phones etc. State chief electoral officers have been asked to open helplines and control rooms in each assembly constituency. 
Asking central government, state governments, candidates and political parties to
observe the model code of conduct, EC has drawn their attention to the provision that no appeal to caste or communal feelings can be made for securing votes.

The total number of seats in the Assembly Constituencies of the above States and seatsreserved for the Scheduled Castes and the Scheduled Tribes, as determined by the DelimitationCommission under the Delimitation Act, 2002 are as under: -

  ELECTORAL ROLLS

General Elections will be conducted in the States of Chhattisgarh, Madhya Pradesh,Mizoram, Rajasthan, and NCT of Delhi on the basis of the electoral rolls revised with referenceto 01.01.08 as the qualifying date and prepared in accordance with constituencies newlydelimited by the Delimitation Commission. The electoral rolls in four States has been alreadycompleted and finally published. In NCT of Delhi, the electoral rolls of 24 AssemblyConstituencies have been finally published on 6th October 2008 and the rolls of remaining 46Constituencies will be published on 15-10-2008.

ELECTORS PHOTO IDENTITY CARDS (EPIC)

 Identification of the voters at the polling booth at the time of poll shall be mandatory.Electors who have been provided with EPIC shall be identified through EPIC only. Presently,the EPIC coverage in these States is as under:-Chhattisgarh 64.51%Madhya Pradesh 85.00%Mizoram 91.00%Rajasthan 84.63%NCT Delhi 80.00%All the residual electors are advised to obtain their Elector’ Photo Identity Cards fromthe Electoral Registration Officers of their Assembly Constituencies urgently.ELECTRONIC VOTING MACHINES (EVMs)6. The poll in these States will be conducted at all polling stations using EVMs. TheCommission has already made arrangements to ensure availability of adequate number of EVMsfor the smooth conduct of elections. A two-stage randomization of EVMs will be made. In thefirst stage, all the EVMs stored in the district storage centre will be randomized by the DistrictElection Officer (DEO) in the presence of the representatives of the recognized political partiesfor allocation assembly constituency-wise. After the EVMs in a constituency are prepared forthe poll by the Returning Officer and the ballot units are fitted with ballot papers, then theEVMs will again be randomized to decide the actual polling stations in which they will beThe Commission will be deploying 650 Observers to ensure smooth conduct of forthcomingGeneral Elections in these states. The Observers will be asked to keep a close watch on everystage of the electoral process to ensure free and fair elections.In addition to the General and Expenditure Observers, the Commission will also deploy Micro-Observers selectively. They will be appointed from amongst the Central Government/CentralPSU officials available locally. They will be stationed at specific polling station locationshousing one or more polling stations and keep close watch on poll proceedings on the poll day.These micro-observers would directly work under control and supervision of the generalobserver.

 HUGE salary hike for President, VP and Governors

 

I t is good news for all you youngsters who dream of becoming the President of India - you no longer need to fear of being poor.

The Indian government finally cleared the proposal to up the bank balance of the first men and women of India... the President, Vice-President and Governors will get a solid 300 per cent hike in salary.

The President's wages will be rocketed to Rs 1.50 lakh per month from Rs 50,000 at present. The Vice-President gets the biggest boost as he/she will now earn Rs 1.25 lakh instead of the present Rs 40,000. The Governors will now rake up as much as Rs 1.10 lakh rather than the current Rs 36,000.

The business lunch regarding the additional cash wads, headed by Prime Minister Manmohan Singh was held at a Cabinet Committee meeting on Economic Affairs (CCEA). The extra moolah will start rolling from January 2007.

President Pratibha Patil and the other blessed personnel can thank the 6th Pay Commission report that enables a secretary at the Center to receive the magic number of Rs 80,000 per month.
