Parliament Winter Session to begin on November 24 , end on December 23


parliamentNEW DELHI: The winter session of Parliament will start from November 24 and conclude on December 23 during which the government may try to push many key legislations including the GST bill and Insurance amendment bill that seeks to hike FDI limit in insurance sector to 49%.


The decision to hold the month-long session was taken by the Cabinet Committee on Parliamentary Affairs (CCPA) on Monday. The Election Commission, meanwhile, announced biennial elections for 11 Rajya Sabha seats. The biennial elections will be held on November 20. Ten out of 11 seats, which will fall vacant on November 25, are from Uttar Pradesh while the remaining one is from Uttarakhand. Out of the 10 in UP, six are at present occupied by the Bahujan Samaj Party. 


The winter session will have 22 sittings in which four days have been earmarked for Private Members' business. There are 67 bills pending before Parliament – eight before the Lok Sabha and 59 before the Rajya Sabha — are pending and the government will push for passage of "at least 30 to 35" legislations, a senior minister said. 

This will be the second major session since the Narendra Modi Government took over in May. The long wait for finalization of seating arrangement in Lok Sabha is expected to be over before the session commences, almost six months after the constitution of the new House. 

Prominent among the members who are retiring from Rajya Sabha on November 25 include former Samajwadi Party leader Amar Singh, SP general secretary Ram Gopal Yadav, BSP chief Mayawati's close aide Brijesh Pathak and BJP's Kusum Rai. 

 

While six members from BSP are retiring, the term of two members from SP, one from BJP and one Independent is also coming to an end.  The Election Commission also announced elections to the vacant RS seat from Uttarakhand after BJP's Bhagat Singh Koshiyari was elected to Lok Sabha in the general elections. 

According to the election schedule, the process of filing nominations will begin from November 3 after the issuance of notification. While November 10 is the last date of filing of nominations, the last date of withdrawal is November 13. The polling as well as counting will take place on November 20. 

The retiring Rajya Sabha members include Akhilesh Das, Avtar Singh Karimpuri, Brijlal Khabari, Brijesh Pathak, Raja Ram and Veer Singh (all BSP), Amar Singh and Ram Gopal Yadav (both SP), Kusum Rai (BJP) and Mohammad Adeeb (Congress). 

As per the party position in UP assembly, ruling Samajwadi Party can win six seats, BSP two and BJP one. The remaining seat can be won by Congress-RLD combine or any other combination.
