With the new controversial amendments in place, the much-awaited panchayat polls in Haryana have been scheduled from October 4.
The elections will be held in three phases with voting on October 4, 11 and 18, State Election Commissioner Rajeev Sharma announced on Tuesday. With the announcement, the Model Code of Conduct came into effect on Tuesday.
There are 197-gram panchayats, 123 panchayat samitis and 20 zila parishads in Haryana. For the first phase of polls, the nominations will have to be filed between September 15 and 19; for the second phase between September 22 and 29 and for the third phase between October 1 and 7.
The final list of candidates for the first phase of polls will be released on September 24; for the second phase on October 3 and for the third phase on October 10. In case of panches and sarpanches, counting will be done immediately after the closure of voting.
However, the counting for the election of members of panchayat samitis and zila parishads will begin at 8 am on October 21.
The expenditure limit for candidates contesting for the post of panches has been set at Rs 10,000 while the expenditure limit for the sarpanch post of gram panchayat having up to 15 wards will be Rs 30,000 and Rs. 50,000 for the candidates contesting for the sarpanch post for Gram Panchayats having more than 15 wards.
The expenditure limit for candidate contesting for the post of member, Panchayat Samiti has been set at Rs 1 lakh and Rs 2 lakh for candidates contesting for the post of member, Zila Parishad.
As per the new rules, however, candidate are not eligible to contest the panchayat polls, if charges have been framed against them in a criminal case for an offence punishable with imprisonment for not less than 10 years, even though they have not been convicted.
Candidates should have also passed matriculation examination or its equivalent examination from any recognised institution/ board, among others.
