Barring Kangra and Lahaul-Spiti, all other districts will go to polls.Announcing the schedule, State Election Commissioner TG Negi said the elections would be held for 192 zila parishad members, 1,280 panchayat samiti members, 2,436 panchayat pradhan, up-pradhans and 1,5438 gram panchayat members with the first phase commencing on the New Year.Nomination papers will be filed on December 15, 16 and 17 and the scrutiny will be done on December 18. The last date for the withdrawal of candidature will be December 21.

Security arrangements and schedule 

  1. About 21,000 officials and 11,000 security personnel will be deployed on poll duty
  2. As many as 15,438 polling booths will be set up for 36,77,858 electorate in the districts
  3. Nomination papers will be filed on December 15, 16 and 17 
  4. Scrutiny will be done on December 18
  5. Last date for the withdrawal of candidature will be December 21
  6. Voters whose names have not been included in the list can apply for registration up to December 8

A list of candidates will also be published on the same day while the list of polling stations will be out by December 15.The counting of votes for pradhans, up-pradhans and panchayat members will be started immediately after the polling process while the counting for panchayat samiti and zila parishad members will be done on January 7 at the block headquarters.

The election process will end on January 8, 2016.The urban bodies elections will not be held along with the panchayat poll. The elections in 743 panchayats in Kangra district are not being held simultaneously due to unavailability of ballot boxes.

The commission has decided not to borrow ballot boxes from the other states.Negi said the polling would be held through paper ballots and option of NOTA would be there.The elections in Lahaul-Spiti, which remains snowbound during the winter, will be held in June while the elections in Pangi and Bharmour in Chamba district and some parts of Spiti have already been held and the polling in the areas was about 70 per cent.

The elections in Jabal and Namlok in Anni block and Kargon and Soel in nagar panchayat of Kullu district are scheduled to be held in 2017.About 21,000 officials and 11,000 security personnel will be deployed in each phase and in all, about 1 lakh officials will be put on poll duty. As many as 15,438 polling booths will be set up for 36,77,858 electorate in the districts going for polls, including 18,77,983 male and 17,99,872 female voters.

Voters whose names have not been included in the list could apply for registration up to December 8, Negi said.As many as 58 observers, including IAS, HAS and IFS officers, have been appointed for the smooth conduct of poll and one observer will look after two blocks in plain areas while a separate observer will be deputed for each block in the difficult and far-flung areas.

Replying to a question on poll boycott by 149 voters in Pangi, Negi said the villagers had grievances about the construction of roads but they could have exercised NOTA option.Two panchayats in Kullu have threatened to boycott the elections and the Deputy Commissioner is trying to persuade the voters to participate in polling.Candidates having encroached upon government land have been debarred from contesting the panchayat elections.

“The model code of conduct which came into force with the announcement of the election schedule today will not have any impact on the ongoing interviews but the result will not be declared and the ongoing routine works will not be affected,” he added.
