Holding of Panchayat elections in J&K approved, Panchayat elections, Panchayat elections J&K,Jammu and Kashmir, State Administrative Council, Panchayati Raj Act , Shantmanu, Chief Electoral Officer,

To pave way for the timely conduct of elections to the Panchayats in the State, the State Administrative Council (SAC) on Thursday approved the amendments to the Panchayati Raj Act ,1989 to the extent that the ensuing elections are held under the superintendence, direction and control of Chief Electoral Officer, J and K.

The last elections to the Panchayats in the State were held in the Year 2011 and the same were constituted/notified in the month of July 2011. The five years term of present Panchayats in the State is expiring in July 2016. As per the Panchayati Raj Act, 1989, the elections to the Panchayats are to be conducted by State Election Commission to be constituted under the Panchayati Raj Act. However, the State Election Commission has not been constituted till date and the amendment was necessitated as such.

Meanwhile, Chief Electoral Officer, Shantmanu, reviewed the preparation of Municipal Electoral Rolls with all 22 Deputy Commissioners of the State through Video Conferencing.
The Deputy Commissioners apprised the CEO that the process of bifurcation/segregation of Municipal Rolls from the Assembly Rolls is almost over. After bifurcation, the checklists have been sent back to the respective vendor for printing and the Roll will be ready for draft Publication within week’s time.

The Chief Electoral Officer stressed upon all the Deputy Commissioners to give wide publicity for maximum coverage of all eligible voters, once the schedule for Summary Revision of Municipal Rolls is notified. Apart from publicity in print and electronic media, the Deputy Commissioners were asked to make arrangements for Special Camps and facilitation centers for registration, modification, deletion etc.
The Deputy Commissioners informed the CEO that process of Physical verification of Polling Stations has also been almost completed in all the Committees/Councils/Corporations. The CEO asked the DC’s to ensure Basic Minimum Facilities in all Polling Stations.
Shantmanu also informed to the Deputy Commissioners that the reservation of Wards in the Municipal Corporations, Councils, Committees as per the Municipal Corporation, Council Act is also being notified shortly. The objections, if any, received from the Public shall be forwarded to the concerned Deputy Commissioner for examination, comments and recommendations. The concerned Deputy Commissioner shall revert back with his/her comments/recommendations in week’s time.
