Rajasthan Congress may issue the first list of candidates by mid-March

Under the chairmanship of PCC chief and Deputy Chief Minister Sachin Pilot, the Congress Election Committee will discuss the Lok Sabha candidate panel on Wednesday. The party expects that by the middle of March, the first list of candidates on 'safe seats' will be released.

Before the Rajasthan assembly elections, the pilot was made the head of the committee. Former LOP (Leader of Opposition) Rameshwar Dudi and Food and Civil Supplies Minister Ramesh Meena respectively is co-chairman and convenors of the committee, while Chief Minister Ashok Gehlot is a member of the committee.

This meeting will consider the names of candidates of 25 Lok Sabha seats. It has been learned that the meeting will unanimously pass a resolution giving a right to invite Congress President Rahul Gandhi to final call in the selection of candidates to reduce the likelihood of objections by local leaders on some candidates.

A similar process was adopted by the committee before the Assembly elections, and CEC (central election committee) after consulting with Gehlot, Pilot and Dudi had finalised the list.

The seats will be where there is no objection to the suitable candidate. The party has been discussing the names of candidates for almost two weeks. Senior leaders, ministers, along with Gehlot, Pilot and Rajasthan in-charge Avinash Pandey, have deliberated candidature by taking feedback from local leaders in marathon meetings at the beginning of this month.

The Congress is facing grave factionalism which can influence the party's election prospects in the coming elections.

Rajasthan cabinet approves the removal of education criteria for local body polls

The Rajasthan cabinet approved two amendments bills - Rajasthan Panchayati Raj (Amendment) Bill, 2019, and the Rajasthan Municipalities (Amendment) Bill, 2019 - to end the minimum educational qualification condition for contesting the local body elections in the state.

The next step is now presenting both the bill in the state assembly in the present session, according to an official statement.

The education criteria were introduced by the previous Vasundhara Raje-led BJP government in 2015. Under this norm, a candidate had to pass Class X for contesting municipal, Zila Parishad or Panchayat Samiti elections. However, a candidate contesting for the post of a sarpanch is required to have passed Class VIII or Class V in tribal-reserved areas.

In wake of agitation by the Rajasthan Administrative Service (RAS) aspirants over extension of the examination date, the cabinet has also decided to ask the state public service commission to extend the date of the main examination.

Rajasthan Congress talks on 6 Lok Sabha seats

The Congress party has started brainstorming on its prospective candidates in Rajasthan. Senior Congress leaders held a meeting on January 16 at the Civil Lines residence of Rajasthan Chief Minister Ashok Gehlot.

Chief Minister Ashok Gehlot held a meeting to discuss prospects for six Lok Sabha seats in Rajasthan: Chittorgarh, Rajsamand, Bhilwara, Sirohi-Jalore, Ajmer and Jaipur.

Apart from Gehlot, others who attended the meeting included Deputy Chief Minister Sachin Pilot, Congress state incharge Avinash Pandey, state co-incharge Vivek Bansal and senior Congress leader CP Joshi.

Congress leaders said the party's top officials would also hold a meeting for other Lok Sabha seats of Rajasthan in the next few days.

There are 25 Lok Sabha seats in Rajasthan. In the 2014 Lok Sabha election, all 25 seats were won by the Bharatiya Janata Party (BJP).

However, with the recent victory in the assembly election, Congress appears more confident to face the general elections.

Congress emerged as the single-largest party in the recent assembly elections. It fell short of the majority mark by one seat and has formed the government with the support of smaller parties and Independents.

Congress’ Shafia Zubair won the Ramgarh Assembly seat in Rajasthan by defeating BJP's Sukhwant Singh by 12,228 votes. With this win, Congress’ tally in Rajasthan touches 100 out of 200 seats. In Jind, BJP’s Krishan Middha emerged victorious, winning the seat by over 12,000 votes. Middha has overtaken Jannayak Janata Party candidate Digvijay Chautala. Congress heavyweight and national spokesperson Randeep Singh Surjewala settled at the third spot.

Following Congress’ win in the Ramgarh elections, Rajasthan Chief Minister Ashok Gehlot said the result would encourage the party ahead of the Lok Sabha polls. He said “I am happy that people took a well-meditated step. They have taken the right decision. I thank them and express my gratitude.

Rajasthan has a 200-member assembly but polling in Ramgarh was postponed following the death of the Bahujan Samaj Party (BSP) candidate Laxman Singh.

According to the schedule, polling was held in the constituency on January 28 from 8 am 5 pm. The candidate will be of the BSP only and the last date for filing nomination is January 10.

The polling for the rest of the 199 constituencies in the state took place on December 7 and counting was done on December 11.

Delhi’s Deputy Chief Minister Manish Sisodia, who is in-charge of AAP’s affairs in Rajasthan, visited the State capital on Saturday. “In every Assembly election in Rajasthan, people elect either the BJP or the Congress. There is hardly any difference in governance,” Mr Sisodia said. This time, people were looking at the AAP with “high hopes”. The party would also expand its presence in States such as Madhya Pradesh, Gujarat and Chhattisgarh.

Poll-bound Rajasthan tops the table in registration of new political outfits in the country

In the past two months, 22 new political parties were registered with the Election Commission, with five of those from Rajasthan. Other poll-bound states of Chhattisgarh and Madhya Pradesh, however, seem to be out of favour with new political outfits with no registrations. Elsewhere, Uttar Pradesh saw four new registrations, followed by Tamil Nadu and Delhi with three each.

According to data from the Election Commission, one of the new outfits in Rajasthan is the Bharat Vahini Party of Ghanshyam Tiwari, a former BJP leader who formed his own party after falling out with the BJP. The other parties are Panch Party, Abhinav Rajasthan Party, Sarv Shakti Dal and the Bharatiya Jan Satta Dal.

Historically, there has always been a direct contest between the Congress and BJP in Rajasthan. Small parties only play spoilsport in some seats where the BJP and Congress are locked in a close contest. In the 2013 assembly elections, as many as 58 parties contested including 42 that were unrecognised registered parties. The BJP (45.50%) and Congress (33.31%) had shared nearly 79% votes between them, leaving only 21% with the remaining 56 parties.

“Smaller parties don’t have much significance. They together can influence 40 seats in the 200-seat assembly. However, they can damage the prospects by eating into the votes of the BJP and Congress,” said Raghu Sharma, a Congress MP.
With elections drawing closer, smaller parties like AAP, BSP, INLD, NCP, LJD and SP have intensified their activities in the state. Recently, Sharad Yadav of the LJD visited Rajasthan and hinted at contesting 50 seats in an alliance led by the Congress.

There were two instances in the past when small parties had spoilt the party for both the Congress and BJP, resulting in hung assemblies. In 1993, the two main parties had a tight finish with the BJP bagging 95 seats and the Congress cornering 76. At the time, former vice president of India and BJP stalwart Bhairon Singh Shekhawat formed the government, poaching independents.

In 2008, the Congress faced a similar situation when it ended up with a tally of 96 seats with the BJP getting 78. In that elections, the BSP and Kirori Lal Meena, who had broken away from the BJP, damaged the prospects of both parties. Ashok Gehlot formed the government by engineering a defection among the BSP MLAs and joining hands with Meena.

Political analysts believe that such a situation may arise in the coming elections as well.

“The Congress looks a divided lot. Chief minister Vasundhara Raje (of BJP) looks to gaining ground riding on her Gaurav Yatra. The voting margin may be thin this time between the two parties. Then smaller parties may play a key role in the formation of the government,” said Gurwinder Singh, a senior journalist.

Can Congress win the Rajasthan Assembly Elections 2018?

The Bharatiya Janata Party had swept the Rajasthan Assembly Elections in the 2013 Assembly Elections which had clearly indicated that Congress were on their way out. But come 2018 and it seems that the tables have turned on them for it looks like the BJP is out of the race. Let’s look if Congress can win the Rajasthan Assembly Elections 2018.

With an assembly of 200 seats, the Rajasthan assembly elections are a contest between the two parties only. In this state too, the battle is going to be only between the two major parties – Congress and BJP. Rajasthan is represented by 25 Lok Sabha seats and 10 Rajya Sabha seats in the Parliament and their share is significant. The ruling government’s tenure will end by January 20, 2019, and elections will be held sometime in the last month of 2018.

The recent by-poll elections held in the state were won by the Congress party with a good margin in Mandalgarh Assembly Seat, Alwar and in Ajmer constituencies making the win for the Congress highly important as the three seats were earlier held by the BJP. These results have boosted the morale of the Congress and they are confident of winning the seat this time in Rajasthan. The man responsible for this win is Sachin Pilot who has become the face for Congress in Rajasthan. He may be projected as the Chief Ministerial Candidate in the State which is set to go to polls in 2018.

By tracing the performance of both Congress and BJP, one can see that since 1998, the state has seen the power alternating between these two parties only.

An increase in the seat share coupled with anti-Vasundhara sentiments in the state will help the Congress to win by a good margin. Let us look at the factors responsible for this possibility.

Anti-Vasundhara Sentiments –

The current Chief Minister Vasundhara Raje is definitely not a favorite among the people. Elected in 2003 as well, the people ousted her in 2008 replacing her with Ashok Gehlot. Her win in 2014 she herself attributes was because of the Modi wave which had swept the country with the motive of ousting the UPA government. Anti-incumbency factor has played a critical issue in her last tenure and will play a role in this one too. She comes from the royal Scindia family. She is known for her dominating attitude and the voices against her and her aides are growing louder. The policies of the government have not satisfied the doctors, teachers, the farmers, the trading community, the dominant community of Rajputs etc. which is a major issue. While the Modi Wave is still working its magic in the State which might help in garnering a few votes, the State government’s lackadaisical approach in the everyday matters of the people will be the reason for its downfall. This shows that if the BJP wants to win in Rajasthan they need to change the CM’s face. Her inaccessibility and a disconnect from the people, for example, the case of Ramganj mob violence last year when the CM was absent from the issue and which was then handled by the CM’s aides shows how she cannot handle tough situations in her state. The issue was of a Muslim couple who were harassed by the policemen which resulted in an angry mob gathering in front of the police station. The mob attacked the police station resulting in the vandalism of property and violence. But, the shocking thing was the non-intervention of the Chief Minister and instead her aides looked into the matter. The same was the case with the hacking of a Muslim man in Rajsamand district or for that matter the attacks by Karni Sena during the release of the movie Padmaavat. In the many instances of acts of violence committed – communal or casteist, the Chief Minister has not responded to the people in this digital age. Also, the Anand Pal case (encounter of a Rajput gangster claimed to have connections with a minister of BJP) whose encounter is not being justified properly by the police is not being seen too kindly by the Rajput community which is the major vote bank of the BJP.

While some of the positives attributed to her regime are infrastructure development like the state stands first in the country for skill development. It is developing its capacity for solar energy and also is emerging as a place for investments and businesses. These set of positives though are insignificant when one looks at the list of negatives – not being there for her people and not doing things of significance for the people. While she was ousted out of power by Congress in 2008 for pretty much the same reason – anti-incumbency and series of corruption and related instances, she regained her power in 2013 due to the combined forces of the Modi wave which had swept the country, unhappiness with the Gehlot government and the general feeling of dethroning the Manmohan Singh government at the Centre. But now, the common sentiment echoing is that even though the people are in support of Modi, they do not want another term for Vasundhara Raje. And, BJP will not like to change that since she is the trusted face of BJP in Rajasthan since the early days.

In another move, the BJP appointed RSS man Madanlal Saini as the BJP Unit President. A Member of Parliament from the Rajya Sabha, he was also an MLA from Udaipurwati constituency from Rajasthan. It is no hidden fact that there is an internal strife between Amit Shah and Vasundhara Raje which was the reason for the delay in the appointment. Both of them finally agreed on appointing Saini. Saini is from the Mali Caste, same as Gehlot the previous CM who might contest the elections this time around too. The move is seen as a way to appease the OBCs and a counter to Gehlot. He has a clean image but definitely will not be the reason which will lead the BJP to a win.

The BJP lacks the preparation and the mood to contest the election. They are planning out their campaigns now when they should have done it way earlier especially to boost their image in the state. It has only recently started its campaigns, unlike the Congress which under Sachin Pilot is leaving no stone unturned to wrest power from the BJP through its campaigns and programmes.

While the BJP camp is facing rough turbulence, let’s look at things with the Congress party.

Congress ‘Pilots’ ahead –

While in other regions, the Congress is seeking to form alliances, this time the Congress is confident of bagging the majority seats in the Assembly Elections all by itself. They are working hard to woo the voters. The two popular faces of the Congress are Ashok Gehlot, the former CM of Rajasthan elected in 2013 who may become the CM this time around too or Sachin Pilot who has a stronger chance of being the CM if he becomes the party’s chief ministerial candidate looking at the way he is running the campaigns with much zest and vigour.

He was elected as the CM in 1998 as well as 2008. Although his tenure too was criticized by the people as not many development initiatives were taken, yet people now want him to be elected compared to Vasundhara Raje. Gehlot government started some schemes for the farmers but there was a criticism against the policies with respect to the other communities which resulted in his downfall. Although, his tenure was relatively peaceful as compared to Raje’s term this time. He has the experience of handling the state and after the Raje government, the people would prefer him to be the Chief Minister once more.

The increase in energy in the Congress camp is mainly because of one person – Sachin Pilot. He is the man responsible for the by-poll wins in the State. A young man, well-educated and his ability to connect with the issues of the people are points which will work for him. He also has the experience of handling the ministry as the Union Minister for Corporate Affairs in the previous Congress government. He is considered one of those new generation tech-savvy leaders who is bringing a change in the working of the Congress party.

He has been travelling across the state with different campaigns to boost the Congress workers for different interests – ‘Matka Phod’ program which protested water shortage in Jaipur or for that matter or protest against the hike in fuel prices and also for the ‘Mera Booth, Mera Gaurav’ programme which is its ‘mass connect programme’. He has been standing alongside the farmers also who have been at a higher rate of distress this year with no government support. He is raising the right questions and making the right noises standing alongside his party members as the Rajasthan Congress State Unit Chief and if this is the zeal with which he is relentlessly pursuing his work among the Congress workers, then people will connect more with him and would want him to be the next Chief Minister. After turning around the fortunes in the Congress party by ensuring the recent wins, he is the miracle man of Congress who has saved the day.

Also, one of the reasons which might work in their faces is their united front. The leaders have sidelined their differences and are working hard to put up a show together unlike the case with the BJP.

What is the Ground Scenario?

A state close to neighboring Pakistan, both communal and casteist sentiments are very much prevalent here. The Hindu sentiments thus are in the extreme. BJP has always been cashing in on these sentiments to get the much-desired votes. The communal sentiments have gained a high with many instances of violence against the minority. The caste based agitations have also increased among the different caste groups too. Incidents with regards to these issues have led to instances of violence which is costing the state to progress ahead. That is precisely the reason why both these topics influence the state politics heavily.

Earlier, the parties had different voter bases. The majority of communities who have a say are the Rajputs, the Jats, Gujjars and the Meenas who have a sizeable population. While the Rajputs are from the Upper Caste, the Jats, Gujjars, and Meenas are from the OBCs.

But, the Anand Pal encounter will work against the BJP and many of their votes will be divided. The crucial votes of other communities will go to Congress this time too – Muslims, Meenas, SCs, STs, the middle class as well. Add to this the fact the Congress has been designing its strategies according to the local demands which also has an underlying implication of placing its candidates by working out the caste arithmetic. Pre-poll analysis by ABP-CSDS called ‘Mood of the Nation’ Survey predicts a huge loss for the BJP this time in Rajasthan stating that the Congress would get a 44% share while the BJP would get a vote share of 39%.

The election for the 200-seat Rajasthan assembly will be closely contested as the Congress will look to continue the impulse after its success in by-polls under the guidance of Sachin Pilot. Congress won the Alwar and Ajmer Lok Sabha constituencies and the assembly seat of Mandalgarh. BJP lost 16 assembly by-polls conducted over the years under the leadership of Vashundhra Raje in the state. Meanwhile, AAP has emerged as a newcomer in the fray after announcing that they will contest the upcoming assembly election in the state. Ajmer Lok Sabha recorded 36.54 percent voting till noon.
An average voting turnout of 5.35 percent was recorded in the first two hours of voting in Ajmer, Alwar and Mandalgarh constituencies.

EC announces bypoll in constituencies of Alwar, Ajmer and Mandalgarh

The by-polls for the Ajmer, Alwar Lok Sabha and Mandalgarh assembly seats will be a referendum on the performance of ruling Bharatiya Janata Party (BJP) a year ahead of the state assembly elections.
The BJP is not taking the by-polls, scheduled in December, lightly. Chief minister Vasundhara Raje has taken the reins of the elections in her own hands.
These seats fell vacant after the death of BJP's Ajmer MP, Sanwarlal Jat, Alwar MP, Mahant Chand Nath and Mandalgarh MLA, Kirti Kumari.
While Chand Nath died after battling cancer, Sanwar Lal Jat, the former minister in Modi Government, passed away post cardiac arrest. Kirti Kumari succumbed to suffering swine flu.
The BJP has appointed one MLA and one party leader to oversee poll preparations for each assembly segment.
Coming in the backdrop of demonetisation and GST, the by-polls will be difficult for the party. While small traders are upset about demonetization and the GST, Rajputs are unhappy over the killing of gangster Anandpal and farmers angry that the government has not formally waived off loans after promising it to do so.
Raje launched the party’s election campaign on Wednesday with a three-day tour of the five assembly segments of the Ajmer parliamentary constituency.
On Tuesday, state Congress chief Sachin Pilot launched his party’s campaign with the four-day Kisan Nyay Yatra from Baran to Jhalawar—in Raje’s home turf.

Results of students’ union election in various colleges and universities across Rajasthan have been declared today. The results of students’ union election in various colleges and universities across Rajasthan have been declared today.

According to reports, Akhil Bharatiya Vidyarthi Parishad (ABVP), students’ wing affiliated to the ruling Bharatiya Janata Party (BJP) has won the students’ union election in most of the universities and colleges against Congress’ National Students’ Union of India (NSUI). ABVP candidates won at all four top posts in Jaipur Sanskrit University. It also bagged top posts in Law College, Pushkar Rajkiya Mahavidyalaya, Kota University and Barmer’s MBBS Girls’ College.

Polling for students’ union polls in the government universities and colleges across Rajasthan was held on August 28. ABVP-backed candidate Pinkesh Meena won the the president’s post with 114 votes in Kota University. In MBBS Girls’ College at Barmer, ABVP candidate Tanuja Charan won the students’ union election.

Mohanlal Sukhadia University (MLSU) and Maharana Pratap University of Agriculture and Technology (MPUAT), the process for filing of the nomination papers for electing the new students unions were completed on Wednesday.

Mohanlal Sukhadia University (MLSU) and Maharana Pratap University of Agriculture and Technology (MPUAT), the process for filing of the nomination papers for electing the new students unions were completed on Wednesday. Nominations were also filled at the constituent colleges of both the universities as well as the government colleges in Udaipur division.
It may be known that the students union polls in the division were postponed owing to the Prime Minister's visit on August 29. The polling would be held on September 4. Despite strict instructions on the prohibition of rallies and processions to be taken out by candidates, streets were flooded with students, supporters who raised slogans to cheer their candidates as they proceeded to the union hall to file the nominations. At MLSU, Ronak Garg (NSUI) and Bhawani Shankar Boriwal (ABVP) filed nominations for the coveted presidential post.
The process for filing of the nominations papers began at 10 am and the candidates were allowed to enter from the main gate. The candidates were seen arriving at the gate in large processions but were allowed to enter the campus with selected supporters. A thorough checking of the all the valid documents and affidavits were assured by the authorities while taking the nomination papers. After the scheduled time to file nominations i.e 3 pm at MLSU, there were 5 candidates for the presidential post, while 4 each for vice president and general secretary and 3 candidates for joint secretary. The number of total voters at MSLU's Arts college is 2706, science college 2772, commerce college 4378 and Law college is 1627.

"The candidates can withdraw or file their objection, against any of the candidate on Thursday and by the evening of the same day, the tentative final list of the valid candidates would be displayed," Prof Madan Singh Rathore, Dean Students Welfare, MLSU told TOI. The authorities had made elaborative arrangements wherein a separate team of employees, headed by faculty members, received the nomination papers for different posts of the student union. Every candidate was asked to leave the campus as soon as he or she filed the nomination.

Out of the 200 seats, 143 are general seats, 33 seats are reserved for the Scheduled Caste category and 24 for the Scheduled Tribes category. There are a number of seats reserved for women. The term of the Legislative Assembly is five years, if it is not dissolved sooner. Periodic elections are held to elect members of the Vidhan Sabha. There are three sessions of the Rajasthan Legislative Assembly - budget, winter and monsoon. The Governor is the titular head of the state and is appointed by the President of India. The Chief Minister is the executive head of the government. The present Speaker of Rajasthan Vidhan Sabha is Kailash Meghwal. Analysis: The raw data from the field is compiled and a detailed research to correlate various factors will be conducted with respect to past election results. A comprehensive analysis will be carried out and focus areas will be shortlisted to be taken up further. This analysis will divide the booths in four groups, i.e., strong booths, weak booths, threatened booths, and opportune booths. Rajasthan Gram Panchayat Election Result 2017

Congress on Tuesday won the majority of seats in the by-elections to Zila Parishads, Panchayat Samitis and municipal wards in Rajasthan.
Congress won all the four Zila Parishad seats, 16 of the 27 seats in Panchayat Samitis and seven of the 13 municipal wards.
The ruling Bharatiya Janata Party (BJP) won in 10 Panchayat Samiti wards, while one seat went to an independent candidate.
The BJP candidates were elected in six municipal wards. The Zila Parishad seats and local body wards, for which by-elections were held last week, are situated in 26 districts of the State.
The seats in various rural and urban local bodies had fallen vacant in Udaipur, Bhilwara, Bikaner, Jodhpur, Banswara, Dausa, Sriganganagar, Pratapgarh, Nagaur, Baran and other districts.
Congress candidate Rajendra Patidar won by a margin of 3,178 votes for the Zila Parishad seat in Banswara.
