Karnataka Assembly by-election 2019 live news update: By-elections are held on Thursday for 15 constituencies across Karnataka, which will decide the fate of the four-month-old BJP government led by Chief Minister BS S Yeddyurappa. Over 38 lakh voters will exercise their franchise in important by-elections,

which will be between 7 am and 6 am. The results will be announced on Monday 9 December.

The seats fell vacant after 17 rebel Congress MLAs and JD(S) parties tried to topple the coalition government with the BJP. The MLAs were later disqualified from the House, but today they were allowed to contest elections. Elections for the two seats - Rajarajeshwari Nagar and Maski - are not being held today as separate election petitions challenging the results of the 2018 elections are pending in the Karnataka High Court.

In 13 of the 15 seats, BJP has fielded Congress-JD (S) turncoats. The ruling party needs to win at least six out of 15 or seven out of 17 seats to maintain its majority.

The Congress-JDS alliance has taken huge leads in four out of five seats that went to polls. The alliance is leading in Ballari and Mandya parliamentary seats. It is also leading in Jamkhandi and Ramanagara assembly seats. The BJP is leading in Shivamogga Lok Sabha constituency.

Out of the three parliamentary constituencies, the BJP held two, while the JDS one. The BJP holds Shivamogga, which is a stronghold of its state chief BS Yeddyurappa.

In Ballari, Congress' V S Ugrappa was leading by 84,257 over Bharatiya Janata Party's J Shantha.

BJP's B Y Raghavendra, the son of former chief minister B S Yeddyurappa, was leading ahead of JD(S)' Madhu Bangarappa by 9,665 votes in Shivamogga. In Mandya, JD(S)' Shivarame Gowda was leading over BJP's Siddaramaiah.

It is a matter of prestige for both the BJP and the ruling Congress-JDS alliance after the assembly election in the state. It was a loss of face for the BJP as the Congress and JDS entered a late alliance to deprive it of forming the government despite being the single largest party. The good performance in bypolls is a boost for the ruling Congress-JDS alliance in the state, which was facing questions of longevity.

The vote counts were being conducted in the engineering and government colleges that have been taken up as counting centres.

Around 66 per cent of the 5.45 million electorates have voted in the five bypolls.

In 2014, the BJP had won 17 of Karnataka's 23 parliamentary seats. The Congress won 9 and HD Kumaraswamy's Janata Dal-Secular 2 seats. The BJP won 104 of the 224 seats in the assembly election in May.

HYDERABAD: On Monday, the Election Commission of India told the Hyderabad High Court that it is urging the Center, the Law Commission and Parliament to impress at least four cut off dates in a year to influence the amendment of the electoral roll so that whenever the election is declared to be done, new voters, especially young and first-timers, who reach the age of 18 and are eligible to determine eligibility for becoming eligible to vote.

Avinash Desai, EC’s counsel, said to a bench of Chief Justice TB Radhakrishnan and Justice SV Bhatt that was hearing a petition filed by two young voters from Siddipet , Shashank Reddy and another, who would have become eligible to vote in the next assembly elections had they not been forced on people now and had the cut-off date for enrolment remained January 1, 2019. But, the early election process had advanced the voter enrolment cut-off date by a year and that rendered them ineligible in the current election.

“When Law Commission recommended two cut-off dates in a year, January 1 and July 1, we readily agreed for that too,” Avinash said. But even that did not become an Act so far, he added. “Hence, we are following the existing rules that gave us January 1 as cut-off date and it was in this process the cut-off date for current enrolment was decided as of January 1, 2018,” he said.{loadposition googlead}

Congress’ performance in the urban body polls will only provide a fillip to its chances in the state, in the 2019 Lok Sabha polls.

Following closely contested local body elections in Karnataka, the Congress on Monday took control of a majority of the urban local bodies (ULBs) by winning 982 out of 2,662 seats.

The Congress’ win also came from the northern region of Karnataka, where it had been battered during the assembly polls.

Rival Bharatiya Janata Party (BJP) came a close second, with 929 seats, in the election held on August 31.

Its state-level ally in the state and Chief Minister HD Kumaraswamy’s party Janata Dal (Secular), which had contested the polls separately, came a distant third with 375 seats.


Rest of the seats were won by Independents and other parties.

Independents and other parties put together won more seats than the JD(S).

Congress and JD(S) have now decided to tie up in local bodies where there was a hung house, further consolidating their political alliance.

Undeterred by his party’s performance, CM Kumaraswamy told news agency ANI, “Voters in the city usually vote for BJP but with the outcome of this result, now even they have shown full support for the coalition government led by Congress and JD(S).”

Key takeaways for 2019

Having won 1,357 seats together, the ruling coalition of Congress and JD(S) seem to have a clear advantage over the BJP.

The numbers also suggest that the urban votes, which predominantly favoured BJP in the past, have now moved towards the Congress.

Observers suggest that the win is likely to reinstate both parties’ faith in the coalition for the 2019 Lok Sabha election.

During the assembly polls in the state earlier this year, the incumbent Congress was reduced to 80 seats while the pre-poll JD(S)-Bahujan Samaj Party (BSP) alliance bagged 38 seats.

BS Yeddyurappa-led BJP emerged as the single-largest party with 104 seats in the 224-member assembly.

Congress and the JD(S) then forged a post-poll alliance to keep the saffron party out of power.

However, according to an analysis, had the two parties contested the assembly polls together, the alliance would have got a sweeping majority with 151 seats.

Following the assembly polls, analysts had also pointed out that a Congress-JD(S) combine could severely dent the saffron party’s chances in 2019 if voters do not change their party preferences.

The general election is expected to take place in around seven months.

The BJP could be reduced to 6-7 Lok Sabha seats, while the Congress-JD(S) could bag 17 seats in the state in 2019, going by how votes were distributed among the three parties in the assembly election. The state has a total of 28 Lok Sabha constituencies.

According to a report by CNN News18, Congress’ vote share in urban areas grew from 31 per cent to 36 per cent in the polls held on August 31, while BJP’s vote share shrank from 51 per cent to 35 per cent.

The JD(S)’s vote share, however, fell from 18 per cent to 14 per cent.

Observers suggest that Congress’ performance in the urban body polls will only provide a fillip to its chances in the state, in the 2019 Lok Sabha polls.

Acknowledging the ability of the ruling alliance to dent its chances, even former chief minister and BJP state unit president BS Yeddyurappa on Monday said, “The BJP should have won more seats but we could not perform the way we wanted to because of the Congress-JD(S) coalition.”

Attacking the BJP, Congress said the people of Karnataka had accepted the development policies of the Congress-JD(S) government in the state and rejected the ‘jumlas (rhetoric)’ of the BJP.
