  • The first phase of the bypolls will be held on March 5, followed by second on March 7, third on March 9, fourth on March 12, fifth on March 14, sixth on March 16, seventh on March 18
  • The Chief Electoral Officer said, “Ballot boxes would be used during these elections. Sufficient number of ballot boxes have been made available for the purpose.”
  • The process for filling 11,639 Panch seats and 1,011 Sarpanch seats will completed by March 26, he said.
  • The Panchayat election was held in November-December, 2018, and 22,214 Panchs and 3,459 Sarpanchs were elected out of 33,592 Panch and 4,290 Sarpanch constituencies. {loadposition googlead}
  • Further vacancies have accrued on various accounts such as deaths and resignations. Also as a result of polls to block development committee (BDC) chairpersons in October, 2019, another 307 seats of Panch and Sarpanch fell vacant, Kumar said.
  • He said that the candidates elected during these by-elections shall hold office for the remainder of the period of five years commencing from the date of constitution of Halqa Panchayat.
  • The Panchayat bypolls would be videographed and district Panchayat election officers (deputy commissioners) will arrange sufficient numbers of video and digital cameras and teams for the purpose, the chief electoral officer said.
  • In order to enable Kashmiri Migrant voters to exercise their franchise through postal ballots, ‘Migrant Postal Ballot’ scheme was notified for the 2018 Panchayat elections, he added. Sources said that the Jammu and Kashmir municipal body elections, which were due in the first week of October, are likely to be adjourned. There is a possibility of making formal decisions by the State Advisory Council (SAC) under the chairmanship of Jammu and Kashmir Governor Satya Pal Malik on Wednesday.

The elections for urban local bodies will be deferred to January, sources were quoted as saying by NDTV. No changes have been made in the Panchayat election schedule, which is to be held in November and December, India Today reported.

The move comes as major political parties in the state, such as the People's Democratic Party (PDP) and the National Conference, have announced their boycott of the local polls.

PDP chief Mehbooba Mufti said on Monday that adding Panchayat elections in the pending cases in the Supreme Court on Article 35A has created doubts in the minds of the people. Mufti said that the situation of land is not favorable for Panchayat elections and therefore the PDP urges the government to review its decision to hold elections on this occasion. Referring to Panchayat elections, Mufti further said that considering the situation, the PDP has decided to "stay away from the process".

Jammu and Kashmir governor Satya Pal Malik released on Friday the schedule for the municipal and panchayat elections in the state, which has been under Governor’s Rule since June.

According to the schedule, the elections to the municipal bodies in the state will be held in four phases from 1 to 5 October. The panchayat polls will be conducted in eight phases from 8 November to 4 December.

Malik chaired the State Administrative Council (SAC) meeting on Friday during which a decision was taken to hold municipal polls in October followed by panchayat elections a month later.

"After extensive deliberations on various aspects and feedback received from the departments of housing and urban development, rural development and Panchayati raj and home, the SAC decided to commence the formal process for conducting municipal body and panchayat elections in Jammu and Kashmir and take all other consequential action as per law," an official spokesperson was quoted as saying by PTI.

The chief electoral officer was asked to adjust the schedules keeping in view security, operational and the polling requirements.

The SAC also decided to grant a month's extra salary in favor of the staff engaged in the conduct of elections, besides insurance cover to mitigate risks, the spokesperson said.

Voter education will be given a special focus. For this purpose, the government will launch a sustained campaign to sensitise the voters about the importance of these elections in the socio-economic development at the grassroots level," he said.

The spokesperson said panchayat and urban local body elections will enable people to take decisions at their own level, without having to go to the state capital or the district headquarters for their basic requirements.

"Local bodies will handle a substantial amount of funds and truly empower people all over the state," he added.

In view of the panchayat polls, the Supreme Court earlier on Friday the crucial hearing on pleas challenging the constitutional validity of Article 35A, which provides special rights and privileges to the natives of Jammu and Kashmir.

The bench headed by Chief Justice Dipak Misra was told by Attorney General KK Venugopal and Additional Solicitor General (ASG) Tushar Mehta, representing the Centre and Jammu and Kashmir government respectively that the issue was "very sensitive" and keeping in mind the law and order aspect, the hearing be held in January or March, 2019.{loadposition leadtechad}

The BJP on Tuesday pulled out of the coalition with the  People's Democratic Party (PDP) in Jammu and Kashmir. It is the second largest party in the Legislative Assembly with 25 members.

At a press conference in New Delhi, BJP vice president and general secretary Ram Madhav said, "It has become untenable for the BJP to continue with the alliance government in Jammu and Kashmir."

The party took the decision after holding discussions with the State unit and the Ministers. "Everyone is on board on this decision,” he said.

Recalling that the Assembly elections in 2014 threw a fractured mandate, Mr Madhav said the BJP decided to support the PDP in order to bring stability in the region. “Restoring peace in Kashmir and encouraging economic development in the three areas of the State was the object of this alliance."

The BJP Ministers would resign from the Cabinet and the legislators would convey the decision to the Governor soon, he said.

The BJP favoured Governor’s rule in the State. “Keeping in mind that Jammu and Kashmir is an integral part of India and in order to control the prevailing situation in the State, we have decided that the reins of power in the state be handed over to the Governor,” Mr Madhav told journalists.

  • A top election official in violence-hit Jammu and Kashmir said on Tuesday the impending panchayat elections in the state can be held in Jammu, Ladakh and north Kashmir from May 15, days after 8 people were killed in clashes with security forces during Sunday’s by-polls to the Srinagar Lok Sabha seat.
  • The long-pending elections to urban local bodies (ULBs) and panchayats — the two basic democratic institutions in the state — continue to remain a casualty to violence in the state.{loadposition googlead}
  • While the last ULB elections were held on February 2005, fresh elections have been pending since 2010 after the five-year term ended. Panchayat elections were scheduled to be held in the state earlier this year after its term ended in July last year.
  • Announcing that Panchayat elections will be held in the month of March next year in the state, Rural Development and Panchayati Raj minister Abdul Haq Khan said the polls could not be held this year due to unrest in Kashmir valley.
  • The five-year term for the previous panchayat bodies in the state ended in July this year.
  • “We would have conducted panchayat elections in the state this year, but due to unrest in Kashmir valley, the polls could not be held. The situation was not conducive for holding elections as the valley was undergoing tough times,” Mr Khan said.

In the 2014 Lok Sabha elections in Jammu & Kashmir, both Bharatiya Janata Party (BJP) and Peoples Democratic Party (PDP) bagged three seats each. J&K has only six Lok Sabha seats, for which elections took place in five different phases. A low voter turnout was reported in all phases.

Jammu and Kashmir has a bicameral legislature and the Legislative Assembly or Vidhan Sabha is the lower house of the legislature. Jammu & Kashmir Assembly Elections 2019 Details

Jammu and Kashmir has always been a matter of dispute between India and the neighbouring Pakistan. Just as in other states of India, J&K also has a multi-party democratic system of governance. The People's Democratic Party (PDP) and the Bharatiya Janata Party (BJP) collectively have the biggest presence in the state legislative assembly at the moment. In the J&K assembly elections held in November-December 2014, the PDP won most number of seats (28), while the BJP was able to manage 25 seats in the 87-member assembly.

In the 2014 Lok Sabha elections in Jammu & Kashmir, both Bharatiya Janata Party (BJP) and Peoples Democratic Party (PDP) bagged three seats each. J&K has only six Lok Sabha seats, for which elections took place in five different phases. A low voter turnout was reported in all phases.

Jammu and Kashmir has a bicameral legislature and the Legislative Assembly or Vidhan Sabha is the lower house of the legislature. The first legislature of Jammu and Kashmir was that of the Maharaja Hari Singh in 1934. However, it was not considered democratic as there were restrictions on the participation of any political party. Later, when first free democratic elections were held in the state in 1951, the National Conference got a majority in the new constituent assembly with Sheikh Abdullah as the head of government.

Analysis : The raw data from the field is compiled and a detailed research to correlate various factors will be conducted with respect to past election results. A comprehensive analysis will be carried out and focus areas will be shortlisted to be taken up further. This analysis will divide the booths in four groups, i.e., strong booths, weak booths, threatened booths, and opportune booths. A comparison between the strength of the individual vis a vis strength of the parties will also be done. In addition to the above analysis, the data gathered will be managed in software developed by Leadtech. This will enable the client to view the data collected through a user friendly graphical interface and come up with his own analysis and strategies.
