Hyderabad: State Election Commissioner V Nagi Reddy on Monday said that the Commission was ready to hold municipal elections in the State at any time after July 14.

To conduct municipal elections in the state, the SEC held a meeting with all political parties in the State. The SEC said that the Commission will finalize the reservations forwards on July 14.

The final voter list will be published on 14^th July. Before finalizing the final voter list, the voter list of assembly elections will be considered.

The Commission has already communicated to the Collectors and the Chief Electoral Officer in this regard said Nagi Reddy and the supplementary list would also be issued on July 14.

The SEC said that the elections to municipalities will be done by ballot paper. The polling stations would be decided after arriving the number of voters in each municipal ward.

There may be around 800 voters in each polling station and there would be the same number of polling stations which were used during the Assembly elections. The SEC said that there would be meeting with the officials on July 11 and with Municipal Commissioners on July 13.

The SEC said that the recognized parties will be given their registered symbols and the rules will be followed for allotting common symbols to others.

The opposition parties questioned the Commission over the 'hasty' decision by the SEC to conduct elections and alleged that the Commission was under pressure from the government.

Congress leader M Sashidhar Reddy said that they have sought time after finalisation of delimitation and reservations.

Earlier there used to be six months after delimitation of wards and we wanted the SEC to continue the same tradition, said Reddy.

Congress leader G Niranjan said that the government sought 119 days for taking up elections. "The Commission should not become a puppet in the hands of the government. Why the time is reduced.

The elections should be taken up in a transparent manner," he said.

TDP leader Ravula Chandrashekar Reddy alleged that the Commission lost its independence by bowing down to pressure from the government.

How people can raise objections on the voter list in a very short time, he asked. He said that his party had opposed the government's decision to bring an ordinance.

BJP leader S Malla Reddy alleged that the government was making a mockery of the democratic process. "The government first sought 119 day's time and now limited the process to 14 days, which is not correct. Without having the voter list, wards delimitation will not be proper. Elections should be taken up as per the affidavit submitted in court," said Malla Reddy.

CPI leader P Venkata Reddy objected to raising the expenditure limit to Rs 2 lakh. CPI-M K Narasimha Reddy alleged that the wards were divided unscientifically.

TRS G Ramachandra Rao said that the party had welcomed the elections. He found fault with other parties for questioning the SEC on taking up elections. He also demanded the SEC not to increase the expenditure limit and wanted the Commission to monitor the money spent.

The Congress High Command had decided to announce the Lok Sabha candidates from February 15 and asked all the State Congress Committees to send a list of candidates till the end of January.

But a week after the deadline, the leaders have not started the process yet. Some party leaders are now concerned about delays in the announcement of candidates.

Two days ago in a meeting with Rahul Gandhi in New Delhi, the leaders of the Telangana Congress reiterated the reason for the defeat of Congress in Telangana. The Congress high command has decided not to repeat those mistakes in the Lok Sabha elections.

The High Command has directed the heads of the District Congress Committee to suggest three names for the Telangana Pradesh Congress Committee for each Lok Sabha constituency.

In return, the State Election Committee will have to check the names and each constituency will have to select two and it will be handed over to the high command. The Central Election Committee of Congress will choose one of the candidates. But the DCCs have not yet sent their list to TPCC. The Congress high command has decided to appoint DCC presidents to all 31 districts in the state. Earlier, the high command had appointed 10 DCC presidents according to old districts. The delay is because new DCC presidents are yet to be appointed.

The Congress high command on Thursday appointed new DCC presidents to all 31 districts and two city Congress presidents. In the new list, the high command has continued DCC presidents of old districts.

The poll schedule is expected in the first week of March. TPCC treasurer Mr Gudur Narayanareddy said the Congress central leadership was committing the same mistake that it did in the Assembly elections, that is the delay in announcing candidates. He said such delay could cost dearly in the elections.

Hyderabad: A senior party official said on Wednesday that the Congress is yet to take a call on whether to join hands with the TDP or contesting alone in Telangana for the coming Lok Sabha elections. Senior leaders of Telangana Pradesh Congress met party president Rahul Gandhi in New Delhi on Tuesday, with newly-elected MLAs and discussed the reasons for the defeat of the organization in the December 7 Telangana assembly elections.

AICC in-charge, R C Khuntia said that "Rahul has discussed the party’s performance in Assembly elections and working together to get more Lok Sabha seats in Telangana". Whether or not the Congress will have an alliance with TDP, the CPI and TJS for the Lok Sabha elections due by May, like it did in the Assembly poll, or go it alone, he said: "That has not been decided."

Naidu and the TDP had come under sharp attack from TRS leaders in the campaign for the Assembly elections. Khuntia said: "Very soon we will have a meeting at the national level to take a decision about the strategy on how to go about in Telangana".

"At this moment, we have a good working relationship with TDP at the national level but what would be the strategy at the state level...that has not been decided," he said.

Meanwhile, Khuntia said that Congress General Secretary Priyanka Gandhi Vadra has been invited to campaign in Telangana. He also said that some Congress leaders, in fact, requested Priyanka and Rahul to contest from Telangana. 

Hyderabad: The general mood in the Congress, TDP, CPI and TJS seem to favour the coming Lok Sabha elections together in Telangana like in the assembly polls last year. The four parties had formed the "Prajakutami" (People's Front) in the assembly elections to take on the ruling Telangana Rashtra Samithi (TRS).

"That seems to be the general mood right now", Prajakutami convenor and Telangana Jana Samithi (TJS) President Prof. M Kodandaram said, when he was asked if the four parties will come together again for the Lok Sabha elections due by May. 

He said that “Leaders of the four parties would meet soon”. "We (TJS) met CPI (Communist Party of India) independently, talked a long way with them, met some Congress leaders but no concrete ideas or decisions. Generally exchanged ideas on current situation", Kodandaram said.

In the election of the Pravakutami 119-member assembly, slobber came in which TRS returned to power with 88 seats. Congress was in second place with 19 seats, while TDP got two seats. CPI and TJS attracted a vacancy. The BJP, which fought on its own, won one seat.

"We feel that our campaign strategy was a big failure (in the assembly election) though we had a good agenda. That's the reason for our miserable performance", Kodandaram said.

HYDERABAD: The senior party leader, Bandaru Dattatreya said, “The BJP will contest in all the 17 Lok Sabha seats in Telangana for the upcoming general elections.

Asserting that his party is making efforts to cross 400 Lok Sabha seats, the former Union minister and a leader of Secunderabad claimed that Prime Minister Narendra Modi has given a corruption-free government and his image and popularity continues to rise.

BJP managed to win only 1 out of 120 seats in the December Assembly polls in Telangana.

Mr Dattatreya alleged that opposition leaders are involved in one scam or the other and they are "criticising" Modi only for securing votes of minorities.

Whether it is Congress president Rahul Gandhi, West Bengal Chief Minister and TMC supremo Mamata Banerjee, TDP chief Chandrababu Naidu or Telangana Chief Minister and TRS supremo K Chandrasekhar Rao, no opposition leader can make them equal, he claimed.

According to Mr Dattatreya, nearly 40 crore people have benefited from various welfare schemes launched by the Modi government, including around 16 crores who had benefited from the MUDRA Yojana alone.

He said, "We are making efforts to cross 400 Lok Sabha seats. We are confident BJP will come to power and Modiji will again become Prime Minister".

Mr Dattatreya said Union Minister Nitin Gadkari will participate in the BJP's cluster meeting of Hyderabad, Secunderabad and Malkajgiri parliamentary seats on February 5 and Amit Shah are expected to visit the state on February 13 to review the party's poll preparations.

He said that Prime Minister Narendra Modi and several Union ministers are also likely to come to Telangana in the coming days.

The Telangana government will get Rs.3,000 crore towards the ''Pradhan Mantri Kisan Samman Nidhi'', under which Rs.6,000 will be transferred into bank accounts of farmers holding up to two hectares land, he said and demanded the TRS government to separately implement the Centre's scheme and its ''Rythu Bandhu'' scheme.

Under Rythu Bandhu, an agriculture investment support scheme, the Telangana government is providing farmers Rs. 4,000 per acre per season for the purchase of inputs like seeds, fertilisers and pesticides, twice a year -for Rabi and Kharif seasons.

KCR tries to make an edge in the first panchayat elections of the state, but a rollback of reservations could hurt him.

On January 1, the state election commissioner V. Nagi Reddy announced the schedule of panchayat elections since the creation of the state. Between 21 to 30 January, as many as 14,952,058 rural voters are to cast their votes in three phases to elect Sarpanches and ward members across 12,751 gram panchayats.

Though this election is not being contested on political party symbols, Telangana Rashtra Samithi (TRS) chief K. Chandrasekhar Rao, fresh from his assembly election triumph, views the rural polls as an opportunity to cast his party's net wider. The chief minister's strategy is to capitalise on the popular support his party enjoys for a firmer grip on the local bodies that have a say in spending rural development funds. KCR wants to consolidate his party position by holding out fresh promises on development issues. The polls are also expected to serve as the first test for his son K.T. Rama Rao, who was appointed the TRS working president after the party swept the assembly election.

In the last panchayat elections, held in East Andhra Pradesh in 2013, the Congress claimed victory in the districts that are now part of Telangana. The TRS won only 470 panchayat seats.

Significantly, keeping in view the orders of the Supreme Court, the state government will also examine the popularity of KCR in the elections after reducing reservation from 62.5% to 50% in Panchayat elections. The rival parties had demanded that the calculation of the Backward Classes should be completed before the announcement of panchayat elections, but the KCR decided to follow the High Court directive to hold it before January 31.

The KCR's cabinet, which had only Deputy CM in addition to itself, reduced the reservation for SC, ST and BC through an Ordinance on December 16. The worst affected was BC, whose share dropped from 34 to 23 per cent, although their population was 54 per cent.

Telangana Congress chief N. Uttam Kumar Reddy says KCR chose to ignore reservations according to population and is relying on an electoral roll where 2.2 million first-time voters are missing. Reddy alleges this is to keep the Congress and other opposition parties out. "KCR continues to play foul," he says.

HYDERABAD: The Panchayat Raj Department has issued the notification in the form of a fixed day for the meeting of the newly elected bodies of the Gram Panchayats on February 2, with the completion of the three-phase Panchayat elections. The swearing-in of sarpanches will take place on the same day.

The elections of 12,700 Gram Panchayats in three phases are going on in the state from January 21 and the last phase of polling for 3,500 panchayats was held on Wednesday. Polling ended at 1 pm in the afternoon, whereas the counting of votes started at 2 pm. Sources in the State Election Commission (SEC) said that during the last phase of polling, the turnout was around 80 per cent.

Though the elections are being held on a non-party basis, all the political parties either fielded their leaders and workers as sarpanch candidates or supported important person in the villages. As many as 6,000 panchayats were secured by the candidates supported by the ruling Telangana Rashtra Samiti (TRS) in the first two phases. While Congress party-supported candidates bagged about 1,500 panchayats, TDP, BJP, CPI, CPM and other independent candidates won rest of the panchayats. In the third phase also, TRS supported candidates are likely to secure more seats. Of total gram panchayats, about 2,000 panchayats sarpanches were elected unanimously in all the three phases.

The Telangana Panchayat elections recorded a massive 85.76 per cent polling in its first phase which concluded peacefully on January 21. The first phase comprised of 3,701 panchayats across the state. Candidates supported by the ruling Telangana Rashtra Samithi (TRS) are ahead in the majority of panchayats.

The BJP-affiliated candidates secured victory in 62 panchayats, Telugu Desam Party- in 22, CPI in 19 and CPI (M) in 30 gram panchayats, while independents captured 701 gram panchayats.

The results included 769 gram panchayats for which sarpanch and ward members were elected unanimously. Elections to nine gram panchayats could not be held due to court cases and other reasons.
