Single-phase assembly elections will be held in Haryana on 21 October and the BJP will take on the Congress-led opposition to retain power in the state. The counting of votes will be taken up on October 24.

The assembly elections are the first after Prime Minister Narendra Modi led the BJP to power at the Centre for a second term.

The government's decision to abrogate Article 370 provisions, which gave special status to Jammu and Kashmir, is among the BJP campaign's key themes for the assembly polls.

According to the opinion poll which was conducted between 16 Sep to 16 Oct where 29,550 voters’ poll were taken states that, BJP is projected to get a landslide victory in Haryana, the BJP is expected to bag 79-87 seats in the 90-member Assembly, while the Congress is projected to get only between 1 and 7.

Region-wise, the BJP is expected to get 25 seats from Ahirwal, 16 from Bagar, 16 from Jatland and 26 from Kurukshetra, according to the pre-poll survey.

The Congress is expected to bag 2 seats from Ahirwal and just one from Jatland.

However, there was also a noticing point found in Haryana that voters want BJP to lead their state but as a face of CM Manohar Lal khattar is less preferred.{loadposition googlead}

Since the Modi wave in the 2014 Lok Sabha elections, the Congress wave has been going on in the country, with the Congress finishing last in a multi-polar contest in almost every state, where the BJP achieved unprecedented success.

The most prominent example of this is Tripura where Congress’ vote-share shifted lock, stock and barrel to the BJP and resulted in the fall of the Left government in the state and first full majority BJP government in the North-East.{loadposition leadtechad}

However, as far as Haryana is concerned, this may not be the case. While the old-fashioned party may suffer losses in terms of overall vote-share, former Chief Minister Om Prakash Chautala's Indian National Lok Dal (INLD), a state party, has taken a real hit.

For reference, a sample of this: In the Lok Sabha elections held earlier this year, INLD's vote-share in Haryana was less than 24 per cent to 2 per cent in the 2014 assembly elections as well as general elections. It was less than this. The Bahujan Samaj Party (BSP) received 3.6 per cent of the total votes polled.

Even during the 2014 Lok Sabha elections, when the BJP, immersed in the saffron wave, won seven of Haryana's 10 parliamentary seats, the INLD managed to capture its vote-share, which was only 25.8 per cent in 2009. It was 24.4 per cent in 2014 and won two parliamentary seats. Similarly, during the assembly elections held at the end of that year, the INLD emerged as the second party with 19 seats and more than 24 per cent vote-share. By this time, it was the Congress which had to bear the brunt of the rise of the BJP.

In the 2019 Lok Sabha elections, however, the INLD has emerged as a bigger casualty than the Congress. In six of the 10 parliamentary seats, the party stood at number five and stood fourth in the remaining four. If you look at the results of the Lok Sabha on the assembly constituencies in Haryana, only seven of them are in the top three.

Om Prakash Chautala’s grandson and INLD leader Karan Chautala said that Lok Sabha results cannot be equated with state elections and that the party is confident of performing well in the assembly polls.

“You cannot compare the Lok Sabha elections with the assembly elections, the two are completely different. Chautala told News18.com that it was a national election, it is a specific area. "

Sanjay Kumar of the Center for the Studies of Developing Societies (CSDS) agreed that voter behaviour varies between state and general elections, stating that INLD's losses were significant and extraordinary.

“As the vote-share of the corresponding party (BJP) increased from 34 per cent in 2014 to more than 50 per cent this year, it is natural that others would face a decline. But more than that, the enormity of INLD’s fall [in vote-share] is not natural at all,”

The reasons

The newly formed JJP, although failing to make any major impact and being overshadowed by the BJP’s dominance, fared better than INLD with nearly 5 per cent of the vote-share (JJP had contested in alliance with the Aam Aadmi Party). Dushyant, who had won the Hisar Lok Sabha seat in 2014, finished second this time.

"Indian voters, except those who are traditional supporters of the party, normally don't want to waste their vote. If there has been a split in the party, then people don't see you as a viable party whatever may have been the strength of the party in the past. The infighting within the party and the image of the leaders of the party that all resulted in what finally happened to the party," Kumar explained.

Meanwhile, several leaders have left the party since the Lok Sabha debacle and the upcoming assembly have virtually become a battle for INLD’s survival and its future in Haryana’s politics.

Following a rift within the party, INLD suffered a vertical split with Hisar MP Dushyant Chautala (Karan Chautala’s cousin) floating his own party in 2018 — Jananayak Janata Party (JJP). Analysts view this as one of the more significant and immediate reasons for the party’s drubbing in the general elections.

Karan Chautala, however, didn’t seem bothered about the split. "Parties' fortunes depend on the cadre and not on the leader. Chaudhary Devi Lal Ji and the Chautala Saheb believed in the power of Karyakartas and held them in utmost respect. INLD's cadre is still strong,"

To analyze facts lets divide the Haryana in a different region to get a more broader view. These regions are Ambala, Faridabad, Gurugram, Hisar, Karnal and Rohtak.

Total seats in the region: 14

The region has a mix of the urban and rural population. It consists of areas such as Ambala city, Panchkula and Yamuna Nagar. BJP won 12 of the 14 seats here. Congress and the Indian National Lok Dal (INLD) won one seat each. In 2009, BJP had managed to win just one seat here.

Faridabad

Total seats in the region: 12

The region comprises districts of Faridabad and Nuh and their surrounding areas. In 2009, seat share here was tightly split between Congress, INLD and other parties. BJP had won just one seat. In 2014, BJP was able to improve its tally to four at the cost of Congress. However, INLD was also able to improve its tally.

Gurugram

Total seats in the region: 11

This region comprises Pataudi, Gurugram, Sohna, Mahendragarh and Rewari, among other areas in the vicinity. Being adjacent to New Delhi, the region has a largely urban profile. In 2009, BJP had failed to win a single seat in the region. Five years later, the saffron party won all of the 11 seats there. These gains came at the cost of Congress and INLD directly.

Hisar

Total seats in the region: 20

This region consists of Adampur, Jind and Sirsa, among other areas. The region has a significant Sikh population, especially in Sirsa. Of the 20 seats here, the INLD managed to improve its tally from 10 in 2009 to 12 in 2014. This was mainly at Congress’ expense, which failed to win a single seat here. The BJP went from zero to four. The Shiromani Akali Dal (SAD), which had contested in an alliance with INLD, also won a seat. {loadposition googleadr}

Karnal

Total seats in the region: 13

The region comprises Kaithal, Karnal and Panipat. Karnal is the backyard of Chief Minister Manohar Lal Khattar.In 2014, the BJP won nine of the 13 seats this region as opposed to none in 2009. This rise came at the expense of both, the Congress and the INLD.

Rohtak

Total seats in the region: 20

The region consists of Charkhi Dadri, Rohtak and Sonipat, among other areas. The region is a bastion of the former chief minister and senior Congress leader Bhupinder Singh Hooda. This is the region were Congress has traditionally done well and has derived its power from. However, in 2014, the BJP won seven seats here, up from just two in 2009. This happened directly at Congress’ expense. INLD managed to hold its tally.

With Haryana assembly elections due on October 21, political parties are high on electoral enthusiasts.
The fragmentation within the parties, again in unions, election campaigns and rallies, is in full swing before Haryana elections 2019.

While the Bharatiya Janata Party (BJP) is raising slogans of " ab ki Baar 75 par ", the Congress party is facing difficulties due to some serious disturbances.

Elections to 90 assembly constituencies of Haryana are being held on October 21; The final results will be announced on October 24. The nomination was completed and enrollment ended on 7 October.

It is believed that BJP, Congress and Indian National Lok Dal (INLD) will be the major parties in this year's Haryana Assembly elections.

Strained political ties

The BJP and the Shiromani Akali Dal (SAD) parted ways before the Haryana elections. The SAD announced its break-up with the BJP after its single MLA from Kalanwali assembly constituency moved to the saffron party. This was clearly a violation of the "dignity" of his coalition, SAD chief Sukhbir Singh Badal said earlier.

According to media reports, the BJP had also denied SAD 20-25 seats to contest on in the Haryana by-polls.
Subsequently, the SAD stitched ties with INLD. Both the parties had contested the 2014 assembly elections together. However, their alliance came to end after a dispute over the Sutlej-Yamuna link canal in 2017.

Much later, the INLD suffered a setback with 10 party MLAs joining the BJP and two MLAs in the Congress.
Charanjeet Singh Rori and Sushil Kumar Indora joined Congress in Sirsa in the presence of Kumari Selja, the head of the Haryana unit of the opposition party.

Apart from the BJP-SAD-INLD upheaval, the Bahujan Samaj Party (BSP) decided to contest the Haryana Assembly elections alone after breaking ties with the Jananayak Janata Party (JJP).

BSP chief Mayawati cited differences over seat-sharing, which has led to a cut in relations with the JJP, which is falling alone in the elections.

The JJP itself emerged after infiltrating the Chautala clan which traditionally leads the INLD. It was formed in December 2018 by Dushyant Chautala, grandson of INLD chief Om Prakash Chautala.
The BSP and JJP had got into an alliance last year.

Not to forget the Congress when it comes to infighting. A major crisis continues in the party over its strategy for distributing tickets to candidates for Haryana assembly elections.

In a major setback, former Haryana Congress unit chief Ashok Tanwar resigned from the primary membership of the party earlier this month.

Ashok Tanwar has reportedly been unhappy with the party's ticket distribution in poll-bound Haryana.

Ashok Tanwar even staged a protest outside Congress interim president Sonia Gandhi's residence alleging that tickets were being distributed on whims and fancies and were being "sold", ignoring those who had worked for years.

Without naming anyone in particular, Ashok Tanwar also alleged there were some well-established people in the system who were exploiting others. "They sit in air-conditioned rooms, go on foreign trips and earn money for five years. But right before elections, they appear, as if they are gods and goddesses," Ashok Tanwar had said.{loadposition googleadr}

Bastions and playing candidates

The Congress was a major player in the Haryana Assembly elections until 2014 when the BJP registered an impressive victory.

This year too, the BJP has a plan. The party has fielded Sonali Singh Phogat, a TikTok sensation and TV actress, from Adampur, a Congress bastion.

With the goal of defeating the Congress with glamour in Adampur by the BJP, it was later decided to stick to the clan of former Haryana Chief Minister Bhajan Lal, who has a strong stronghold in the assembly constituency. The party has fielded Lal's son Kuldeep Bishnoi, who won two consecutive elections from this seat.

Walking in Karnal, the assembly constituency of the current Chief Minister of Haryana Manohar Lal Khattar, INLD is said not to have got a chance to play against a strong BJP player. The INLD said that its party candidate "failed to reach the office of returning officer on time" and thus was unable to field a candidate from Karnal.

However, JJP is trying harder to make a good impact in its first state election, but Digvijay Chautala is not contesting the election which has raised a huge question mark.

BJP chief and union Home Minister Amit Shah already had its first rally in Haryana the rally was organized in Kaithal in the constituency of the veteran leader of INC and incumbent MLA Randeep Surjewla.

With a clean sweep in the Lok Sabha elections in 2019, the party is eyeing a win in the state assembly polls and retain its government.

In the past few decades, voters have shown their trust towards the BJP to make the most dominant party in Haryana, this is major because of the strong drift of voters from other parties to BJP.

For many years, the BJP had played the role of a junior partner to the Indian National Lok Dal (INLD), and earlier to the Haryana Vikas Party in the state.

Haryana witnessed the biggest change in state politics since 2014 marked as the collapse of the INLD. In 2014, the INLD had stood second overall and received almost one-fourth of the votes. A few months before the 2019 Lok Sabha elections, Dushyant Chautala was expelled from the INLD following a bitter tussle with uncle Abhay Chautala. The young leader launched the Jannayak Janata Party (JJP) which managed to get 4.9% votes in its very first election. The INLD fared worse and could gather merely 1.9% votes.

In the 2019 Lok Sabha elections, the BJP vote share increased by more than 24 percentage compared to the previous Lok Sabha elections and it received a staggering 58% of the votes.

In nine out of the ten Lok Sabha seats, the BJP received more than half of the votes. Despite the merger of Kuldeep Bishnoi’s Haryana Janhit Congress, the Congress’s gains were modest as its vote share increased only 5.5 percentage between 2014 and 2019 Lok Sabha elections to 28.4%. The last few days marked by heavy infighting within the Congress and the party leadership struggled to convince senior leader and former chief minister Bhupinder Singh Hooda against quitting the party. As he created a buzz that along with his party workers, he is quitting the party and forming a new party. But finally, congress succeeded to convince him and manage him to stay with Congress.

However, voters also believe that opposition in the state is very weak and unable to criticize the present BJP government on their shortcomings like slow economic growth, unemployment etc. If these issues are kept by the opposition as the main agenda then this will gain them a better vote share, as, despite strong aid from central government, the state government is unable to keep their all the promises made in 2014 assembly polls.

Senior Congress leader Kiran Choudhary and Jannayak Janta Party leader Naina Chautala figure among the Haryana MLAs who asked maximum questions in the state assembly in the past five years, according to report. In the report on the performance of MLAs in the outgoing 90-member assembly revealed only 75 legislators asked questions during assembly sessions.

As per the report released on Sunday by Association for Democratic Reforms (ADR) and Haryana Election Watch (HEW), Tosham MLA Kiran Choudhary raised 225 queries. Dabwali MLA Naina Chautala, who was elected as an INLD MLA, asked 180 questions before switching over to the JJP, said the report by ADR, a non-government organisation working for electoral reforms. The report was based on replies received from Haryana assembly secretariat to a pea under the Right to Information Act, seeking information on MLAs’ performance.

INLD MLA Kehar Singh from Hathin constituency, who recently joined BJP, had asked 124 questions and is the third on the list. Congress’ Karan Singh Dalal came at ninth spot having asked 105 questions followed by BJP’s Prem Lata at 91. According to the report, there are 16 MLAs who didn’t ask even a single question during the assembly sessions. Notably, the performance of 91 MLAs in the 90-member assembly was taken into account because sitting legislator from Jind had passed away and later bypolls were held to the seat this year and a new legislator got elected.

According to the report, a total of 174 Bills were tabled in the 13th Haryana assembly, of which 170 were passed. The report said the information pertaining to the attendance of the sitting MLAs, which was sought under the RTI, has been given by the assembly, which said sharing such data would be breach of rule 118 of the Rule of Procedure and Conduct of Business in Haryana assembly and Section 8(1)(c) of the Right to Information Act, 2005.

While in the BJP there were several MLAs and 2 Ministers who were denied for the ticket which has made the MLAs party worker angry and turn them against the party but still the wave is in favour of BJP to form the government.
