The state of Jammu and Kashmir is expected to witness multi-cornered fights across 1145 awards in the municipal elections slated this month despite hindrances from separatists and two dominant state parties, the National Conference (NC) and the Peoples Democratic Party (PDP), giving a boycott call. The elections are staggered in four phases -- October 8, 10, 13 and 16. Security in the state has beefed up for the elections. According to information pouring in, 85 to 90 per cent wards will witness a tough battle between the contestants of various parties and independent candidates due to the heavy participation of candidates. Jammu and Kashmir Municipal Elections 2018 Schedule: Polling to Be Held in 4 Phases, Counting to Take Place on October 20.

The Congress party has pitted its candidates in majority wards. The Bharatiya Janata Party (BJP) too is contesting on a large number of seats making inroads in the Valley. This municipal poll is likely to be a litmus test for the BJP as well as the Congress in the state as Independent candidates are likely to give a tough competition to both the national political parties. According to sources, PDP has allegedly put up independent candidates in several wards.

Candidates from different stratas, even as Independent, have thrown their hat in the ring even though Srinagar district in central Kashmir, Anantnag district in south Kashmir and districts of Baramulla, Bandipora, Kupwara in north Kashmir, and Handwara which falls in Kupwara district, are constantly under terror strike. In places like Kokernag, in 13 wards the contest is directly between Congress and Independents.

With no candidate coming forward in few of the scantly populated areas, as of now, 130 nominees have been elected unopposed, out of which nearly 60 are from Kashmir Valley. According to the Election Commission, a total of 1283 candidates will be contesting in 422 municipal wards including Kupwara, Handwara, Bandipora and Baramulla in Phase One on October 8. Out of these 78 seats are uncontested.

Similarly, as many as 1095 candidates will be contesting in 384 municipal wards including Bhaderwah, Thatri, Ramban in the second phase scheduled on October 10. Out of these 69 seats are uncontested. The EC is yet to process the candidature of contestants for Phase Three and Phase four. Jammu & Kashmir Municipal and Panchayat Elections 2018 Schedule: Urban Bodies to go to Polls Between October 1 to 5, Panchayats to be Contested From November 4.

On September 8, NC president Farooq Abdullah announced his party's decision to boycott state as well as Lok Sabha polls until the Centre clarified its stand on the controversial Article 35A which gives special status to the state in which outsiders cannot own properties. However, former Chief Minister and Farooq's son, Omar Abdullah, clarified later that his party won't stop people from participating in the polls. A few days later, Mehbooba too announced her party's decision to boycott polls.

Security in the state has been tightened ahead of the polls and state. Chief Secretary BVR Subrahmanyam had also announced that the Centre would provide a one-month extra salary to all those government employees who will be on poll duty.

"After the unfortunate incident occurred where three Special Police Officers (SPOs) were killed, the authorities have instructed all the SPOs deployed in the region pertaining to their safety and security," he added.

The term of the 7th Central Pay Commission is ending on 31.12.2015. After 31.12.2015 the office of the 7th Central Pay Commission will cease to exist.
Approval has been given to Bureau of Indian Standards (BIS) for applicability of revised pay scales to its employees on recommendations of Seventh Pay Commission," an official statement from the Consumer Affairs Ministry said.
The Seventh Pay Commission has recommended a 14.27 % hike in basic pay. It has proposed a 138.71 per cent hike in housing allowance (HRA) and 49.79 % for other allowances
The recommendations cover 47 lakh central government employees and 53 lakh pensioners. This includes 14 lakh serving employees and 18 lakh pensioners in defence forces.
The past experience of implementation of pay commission's recommendations suggests that automobile sector and companies dealing in consumer durables and FMCGs get huge push and are the primary beneficiaries.

Central government employees will now receive the travel allowance as per the 6th Pay Commission recommendations including Dearness Allowance (DA).

RBI would issue new Rs 500 and Rs 2,000 notes. Those who fail to meet deadline can submit the notes at the RBI by providing a declaration. For the next 72 hours special arrangements have been made to accept Rs 500 and Rs 1,000 notes at hospitals, airports, railways stations, petrol bunks.
There is 50 days time to exchange / deposit your old notes in banks / post office and lower denomination notes and coins will remain legal tender.
Emergency requirements have been taken care of like petrol , diesel and CNG stations authorised by public sector companies, milk booths, crematoriums, and government co-operative stores will accept these notes will 72 hours that is till 11th November.

Kazakhstan beat out Thailand in a second round, picking up 138 votes against 55 for Thailand and winning a council seat for the first time since its independence from the Soviet Union in 1991.
Sweden garnered 134 votes, scoring an outright win
In the first round of voting, Sweden defeated the Netherlands and Italy.
In the second round, the Netherlands got 99 votes and Italy 92 votes
In the third round, Netherlands got 96 votes and Italy 94
Five countries are elected to the council every year.
The five newly-elected countries will take their place alongside the five permanent council members -- Britain, France, China, Russia and the United States.

In Tuesday’s election for two seats allocated to the Western regional group, a two-thirds majority of 128 was needed. Sweden got 134 votes, the Netherlands 125 and Italy 113. For the Asian seat, Kazakhstan got 113 votes and Thailand received 77 — well below the two-thirds needed.
