Pre budget consultations on roller-coaster, convened meetings with RWD, PHED, PWD departments.

ITANAGAR, Jul 13: In an ongoing process to build-up budget finalization and presentation in the forthcoming State Legislative Assembly, Chief Minister Nabam Tuki is on a roller-coaster of review meetings to ensure inclusive development in the state. Chief Minister convened three different review meetings with Rural Works Department (RWD), Public Health Engineering Department (PHED) and Public Works Department (PWD).

 

While terming PMGSY a advantage for the state, the CM stressed on timely completion of all PMGSY projects by strictly adhering to the guidelines. Earlier, CEO, ARRDA through a PowerPoint presentation informed that out of 1541 habitations in the state only 530 are eligible for PMGSY. While 157 eligible habitations have already been covered under 100 Days Programme by Govt. of India, the DPRs of balance eligible habitations of 373 is being targeted to be submitted by December 2014.


This will enable the State Govt. to pursue with the Center for relaxation of qualifying criteria to facilitate connectivity to 1011 ineligible habitations. The department of PHE highlighted its proposal submitted to the Planning Commission for drinking water facility to border areas under PM's package covering 479 remote villages and 50 rural administrative townships.


On the subject of revenue collection on water tariff, Tuki advised the Department to examine the feasibility and propose for entrusting the responsibility of revenue collection to urban local bodies. PHE & WSD Minister Takam Pario requested CM Nabam Tuki to allow inclusion of more water supply scheme of urban townships under the programmes of Ministry of UD, priority of which are finalized by the UD Department in the state.

Taking part in the review meeting of PWD department, Chief Minister said that a proper road master plan at each district level should be prepared to enable the Government to plan for giving road connectivity to each and every village in a phased manner within available resources. Such a master plan would check the likely duplicity of schemes at the stage of prioritization and selection process. All the stake-holders in road development like PWD, RWD and BRO should work unanimously in preparing a comprehensive master plan, he opined.

Meanwhile Chief Minister directed to list out those schemes which are targeted to be completed by March 2015 so that the requisite amount of state share for these could be earmarked in the AOP of 2014-15. Construction of cement concrete roads in the Capital and some of the district headquarters   is a major flagship programme taken up under SPA for a planned development of   township roads.

The CM advocated for the use of latest construction equipments and technology, as a properly constructed CC road shall   have a life period of 15 to 20 years, thereby reducing the recurring maintenance costs.  He gave special emphasis on the urgency for improving the roads in the capital complex including Naharlagun township. To mitigate the problem of traffic congestion in Itanagar and Naharlagun, the feasibility of construction bypass roads as a long term plan, was needed to be explored immediately, the CM emphasized.

Government to alter laws to permit cars to run on different fuels: Nitin Gadkari

 

Government will make necessary changes in law and bring it on par with international standards to enable cars, especially those running on bio-fuels, to ply on Indian roads, Road Transport Minister Nitin Gadkari on Monday said. He said that the government will try to introduce the changes in the next session of Parliament. "There is a requirement to make changes in the law and bring it on par with international standards, which can enable us to permit cars that run on different fuels, especially bio-fuel. "We will try to introduce the changes in the next session of Parliament. The government has already announced to make necessary changes in law for e-rickshaws that will give employment to over 2 lakh people," Gadkari said.  He was addressing delegates at a seminar organized by BJP's Non-Conventional Energy Cell at the party headquarters. Gadkari said suggestions would be sought from delegates before taking a policy decision is taken over the issue. He said that the Ministry would also study automobile laws in the United States, Canada, Brazil and Germany before making any change. Gadkari, who also holds additional charge of Rural Development Ministry, said there was a need to look for alternative sources of fuel as the country imports fuel and edible oil worth more than Rs 6 lakh crore and Rs 800 crore respectively. "There is a need to diversify agriculture and make better use of waste land in villages. Ethanol could be made from different sources, especially from biomass of cotton straw and sugarcane. But biomass can also be used to produce bio-digester CNG. "We will try to see if a biodigester can be set up in every village. This can enable people to use bio-gas for different activities," Gadkari said.

 

 

 

PM Modi to launch 1st multilateral engagement with BRICS leaders

 

Prime Minister Narendra Modi will launch his first multilateral engagement with BRICS leaders, giving top priority for the establishment of the BRICS development bank with equal share holding for all the five members. India is keen on the issue of equal share holding since it doesn't want a repeat of the distortions that have crept into Bretton Woods institutions like IMF, World Bank and the Asian Development Bank in which rich countries like the US and Japan have a strangle hold. Ahead of the BRICS Summit on Tuesday in this north eastern coastal city, Modi will meet Chinese President Xi Jinping and Russian President Vladimir Putin on the sidelines to discuss the issue relating to the New Development Bank. He will also discuss the possible outcomes of the summit on other issues like reforms of the UN Security Council and international financial architecture. Sources said India's primary goal is equal shareholding for all the members -- Brazil, Russia, India, China and South Africa. The BRICS Development bank, an idea which was conceived in Delhi in 2012 and approved in Durban last year, is to be set up with an initial corpus of $50 billion, with scope for expansion upto $100 billion when new members are added. For the initial $50 billion, India wants equal contribution by all the five members of $10 billion. This is because India doesn't want the development bank to fall into the ownership pattern of IMF and WB, with a distorted share holding.

 

 

 

 

 

Lok Sabha passes TRAI Amendment Bill, paves way for Misra's appointment as PM's principal secretary

 

The Telecom Regulatory Authority of India Amendment Bill was passed in the Lok Sabha on Monday even as the Congress continued to object to it. The Bill seeks to remove a legal hurdle in appointment of former chairman of telecom regulatory body Nripendra Misra as principal secretary to the Prime Minister. The Bharatiya Janata Party has defended the TRAI ordinance saying it is based on merits while the Congress has criticised the government for showing undue haste in bringing a person specific ordinance. The Bill is to replace an ordinance issued on May 28 to change a clause in the TRAI Act which would have prevented Misra from taking up the government post after retirement. The Congress was left isolated on Monday after the Trinamool Congress took a U-turn and said that it will support the TRAI Amendment Bill. The TMC had earlier objected to the introduction of the bill, saying it violates the rules of procedures and takes away independence of TRAI (Telecom Regulatory Authority of India). There was uproar, amidst which the Bill was introduced on Friday. The Government strongly defended the move. Law and Telecom Minister Ravi Shankar Prasad said the government is in "full powers to bring the bill" and the effort was to bring TRAI on par with other similar organizations like the Competition Commission.

 

 

 

Don't doubt our intention on shredded files: Rajnath Singh

 

The members should not doubt the government's intention in destroying files in the home ministry, Home Minister Rajnath Singh said on Monday after questions were raised about the files shredded by his ministry. "Don't doubt the intention of government in destroying files. We will not do anything that will disturb the flow of history," Rajnath Singh said while giving clarification on questions raised by members on the home ministry destroying some files. Members quoting reports sought explanation from the home minister on 1.5 lakh files destroyed by his ministry recently. The Home Minister said that none of the files was of historic importance. "I can assure as the home minister and a part of the Narendra Modi government, the history is not being destroyed," the home minister told the house. Communist Party of India-Marxist (CPI-M) leader P Rajeev raised the issue last week, to which the minister replied in a statement on Friday, that only 11,100 files were destroyed and these did not include files related to the assassination of Mahatma Gandhi.
