Of 776 candidates contesting Round 4 of the election, 253 have criminal cases ranging from murder, attempt to murder, communal disharmony, kidnapping and crime against women. Ten candidates have declared cases related to kidnapping against them.

Forty-eight (87%) of the 55 constituencies going to poll in the fourth phase of Bihar election have three or more candidates with declared criminal cases. Riga constituency with nine candidates has the highest number of candidates who have declared criminal cases against themselves.

This was analysed jointly by the Association for Democratic Rights (ADR) and Bihar Election Watch (BEW).

One candidate of NCP, three of CPI (ML), one of JD(U), two of RJD, one of LJP, one of BSP, one of Sarvajan Kalyan Loktantrik Party, one of Jan Adhikar Party (Loktantrik) and five Independent candidates have declared cases related to murder in their affidavits, said state coordinator of BEW Rajiv Kumar.

Sixteen candidates have declared cases related to murder (IPC Section 302). Amit Kumar, an Independent candidate from Sursand constituency in Sitamarhi district, has declared four charges related to murder while Birendra Prasad Gupta of the CPI (ML) Liberation from Sikta constituency in West Champaran has declared three charges related to murder in their respective affidavits.

Om Prakash Chaudhary of RJD from Sugauli constituency in East Champaran and Gorakh Yadav, an independent candidate from Baikunthpur constituency in Gopalganj, have declared two charges each related to murder against them.


Twenty-eight (67%) of 42 candidates fielded by BJP, seven (13%) of 53 BSP candidates, 16 (76%) of 21 JD(U) candidates, six (75%) of eight Congress candidates, 15 (58%) 26 RJD candidates, 21 (51%) of 41 SP candidates, four (44%) of nine NCP candidates, all five LJP candidates of LJP and 64 (24%) of 265 Independent candidates for the fourth phase have declared assets worth more than Rs 1 crore.

The three richest candidates contesting the fourth phase of assembly election have assets valued above Rs 20 crore. These three candidates are Independent candidate Prabhu Narayan, Dhaka (East Champaran), who has disclosed assets worth Rs 22 crore while another independent candidate Angesh Kumar of Belsand (Sitamarhi) has Rs 21 crore. BJP nominee from Kesariya assembly segment in East Champaran district Rajendra Prasad Gupta has assets worth Rs 20 crore.

Average assets:The average of assets per candidate contesting in the fourth phase of Bihar assembly elections is Rs 1.24 crores. Among major parties, the average assets per candidate for 42 BJP candidates is Rs 3.53 crores, 53 BSP candidates have average assets of Rs 76 lakhs, 21 JD(U) candidates have average assets worth of Rs 2.33 crores, 8 INC candidates have average assets worth Rs 3.33 crores, 26 RJD candidates have average assets worth of Rs 2.15 crores, average assets of 41 SP candidates are Rs 2.63 crores, 9 NCP candidates have average assets of Rs 1.82 crores, average assets of 5 LJP candidates are Rs 3.95 crores and 265 Independent candidates have average assets of Rs. 1.10 crores.

Candidates with cases related to robbery and dacoity:14 candidates have declared cases related to robbery and dacoity. Gorakh Yadav, an Independent candidate from Baikunthpur constituency has declared 3 charges related to making preparation to commit dacoity (IPC Section-399) and 3 charges related to assembling for purpose of committing dacoity (IPC Section - 402). Avinash Kumar of Jan Adhikar Party (Loktantrik) from Paroo constituency has declared 4 offences related to robbery and dacoity, which include 1 charge related to making preparation to commit dacoity (IPC Section-399), 1 charge related to assembling for purpose of committing dacoity (IPC Section - 402), 1 charge related to dacoity (IPC Section-395) and 1 charge related to robbery, or dacoity, with attempt to cause death or grievous hurt (IPC Section-397). Candidates with cases related to kidnapping: 10 candidates have declared cases related to kidnapping. Gorakh Yadav, an Independent candidate from Baikunthpur constituency, has disclosed 2 charges related to kidnapping for ransom, etc. (IPC Section-364A), 1 charge related kidnapping or abducting in order to murder (IPC Section-364) and 1 offence related to kidnapping or abducting with intent secretly and wrongfully to confine person (IPC Section-365) against himself.
